Location: 312-400 South Euclid Street and

Request: The following land use entitlements are being
requested: (i) a General Plan Amendment to redesignate
the property from the General Commercial and Corridor
Residential to the Low-Medium Density Residential
designation; (ii) a Reclassification, or rezoning, of the
property from the “C-G” General Commercial zone to the
“RM-3” Multiple Family Residential zone; (iii) a Conditional
Use Permit to allow a 39-unit detached and attached
single-family residential development with modified
development standards; and (iv) Tentative Tract Map to
create a 1-lot, 39-unit condominium subdivision.
Environmental Determination: The Planning Commission
will consider whether a Mitigated Negative Declaration is
the appropriate environmental documentation for this
request under the California Environmental Quality Act.

Chairperson Dalati asked Commissioners if there are any disclosures related to meeting
and/or discussions with the owner and/or applicant for the subject item .
Commissioners Dalati and White stated that they had met with the applicant individually
prior to today’s public hearing.
Wayne Carvalho, Contract Planner, provided a summary of the staff report dated
November 13, 2017, along with a visual presentation. He further read into the record
modifications to the Conditional Use Permit resolution, deleting Condition Nos. 25 and 26
relating to the review and approval of a Lot Line Adjustment and Certificate of
Compliance.
Commissioner Armstrong referred to the noise mitigation for the project and asked staff
for further clarification.

Mr. Carvalho responded that there would be requirements that they comply with certain
noise level for certain units.
Commissioner Lieberman referred to the setback on the eastern property line, and asked
how close the adjacent apartments are.
David See, Acting Planning Services Manager responded that the buildings are
approximately 50 feet from the eastern property line.
Commissioner White referred to the separation between the proposed buildings, and
asked staff what percentage of the units would be 6 feet, and what percentage would be
10 feet.
Mr. Carvalho stated the majority of the units on the south half of the project site are
detached, and the separation between those detached structures are between 6 - and 10-
feet. The entire 6 feet would be utilized by one property owner to gain access to their
rear private patio area. He further explained that all but 12 of the u nits would maintain a
6- to 10-foot building separation.
Chairperson Dalati asked staff if a mixed-use project would have been a better solution
for the subject site.
Mr. See responded that the city updated the General Plan in 2004, and identified all the
mixed-use areas citywide, and that the subject area was not identified as a mixed-use
area.
Chairperson Dalati asked staff for their input relating to congestion in the area.
Rafael Cobian, Principal Traffic Engineer, responded that the subject project with the
general plan amendment actually reduces the intensity of what would be allowed on the
site, compared to the general plan build-out. Therefore, the subject project would actually
reduce the amount of congestion.
Chairperson Dalati opened the public hearing.
John Abboud, representing the applicant, KB Homes, stated he had reviewed the
conditions of approval and was in agreement with the staff report. He provided a brief
history of KB Homes, and stated for the subject project they wanted to create a community
that could provide first-time homebuyers within the neighborhood an opportunity of
homeownership. He stated that they worked with staff to decrease the intensity of the
density, and distribute the open spaces as several of the units have a full-length driveway,
and some of the units have a 10-foot rear yard. Therefore, rather than maximizing the
density under the RM-3 allowance they sought to separate the units. He further stated
that approximately 50% of the units will have a 6 -foot setback, and the rest are either a
10-foot setback or more.

And, he stated they are providing additional parking than required by code, and are
reducing the site coverage from what the maximum allowance could be, and doubling the
common recreational / leisure area within the community, and also more than doubling
the cubic feet of storage per unit; all with the goal of delivering affordable price points for
perspective buyers that live within Anaheim.
He further stated that the projected schedule could allow the project to begin site
development in summer of 2018, with vertical construction late summer, and hopeful first
homebuyers moving into their homes by Christmas 2018.
Chairperson Dalati asked if anyone was present to speak on the item, seeing no other
persons indicating to speak, he closed the public hearing.
Commissioner Lieberman expressed her support of the project.
Commissioner Lieberman offered a motion, seconded by Commissioner White and
MOTION CARRIED (Commissioners Carbajal and Keys were absent), recommending
that the Planning Commission adopt the resolutions attached to the November 13, 2017
staff report, determining that a Mitigated Negative Declaration is the appropriate
environmental documentation for this request, and approving General Plan Amendment
No. 2016-00509, Reclassification No. 2016-00293, Conditional Use Permit No. 2017-
05933 with modification to the conditions of approval as read into the record at the public
hearing, and approving Tentative Tract Map No. 18045 (DEV2016-00042).
Eleanor Morris, Secretary announced that the resolution passed with five yes votes.
Chairperson Dalati and Commissioners Armstrong, Gillespie, Lieberman and White voted
yes. Commissioners Carbajal and Keys were absent.
