Agenda Posting A complete copy of the Anaheim Sister City Commission Agenda was posted
on Friday, October 20, 2017 at 3:30 p.m. at Anaheim City Hall.
Public Input: Chair Anthony Al -Jamie explained that members of the public are invited to
address the Anaheim Sister City Commission and will be called upon under Agenda Item No. 11.

L CALL TO ORDER
Chair Anthony Al -Jamie called the meeting of the Anaheim Sister City
Commission (ASCO) to order at 4:03 p.m. on Monday, October 23, 2017 at the
Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor,
Anaheim, California.
IL PUBLIC COMMENT
Harris Lalanne from Haiti requested that the Sister City Commission consider the
City of Milot in Haiti as a Sister City. He would like to make a presentation at the
next ASCC meeting to talk about the similarities of Anaheim and Milot and the
reasons why they should become sister cities. He looks forward to coming back.
Chair Anthony Al -Jamie noted the City of Laguna Beach has a sister city in Haiti.

David Bracey reported that SoCal Sister Cities International is going to have its
quarterly meeting on November 4 in Palm Desert.
III. APPROVAL OF MINUTES
MOTION: Commissioner Jerry O'Keefe offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 7-0, Abstain:
Jeanne Tran and Yanni Guo; Absent: Paul Anderson, Pepe Avila, Matthew Hicks,
Debbie Julian, and two vacant seats) that the Anaheim Sister City Commission
does hereby approve the minutes from the ASCC meeting held on
September 25, 2017 as presented.
IV. APPROVAL OF TREASURER'S REPORTS
Greg Garcia presented the Treasurer's Report dated October 20, 2017 and noted
that since the last report, there were reimbursements in the amounts of $249.57
and $686.12 processed for Katie Filbeck and Jackie Filbeck, respectively leaving
the current balance at $13,595.40.
MOTION: Commissioner Jeanne Tran offered a Motion, seconded by
Commissioner Anna Piercy AND MOTION CARRIED (Vote: 9-0, Absent:
Paul Anderson, Pepe Avila, Matthew Hicks, Debbie Julian, and two vacant seats)
that the Anaheim Sister City Commission does hereby approve the Treasurer's
Report dated October 20, 2017.
V. AD HOC SUBCOMMITTEE REVIEW & REPORTS
a. Cultural/Government Exchange Subcommittee
Jeanne Tran distributed copies of the updated flyer that they will use to
promote and accept applications for the Outbound Student Exchange. The
application will be available online. She would like to promote for
chaperones at the same time. She asked the commission to review the flyer
and let her know if they have any changes or comments.
Jackie Filbeck reported she spoke to the cabinet and superintendent of the
Anaheim Elementary City School about the possibility of creating Pen Pal
Program with Mito, Japan and there is interest. They have some suggestions
when the Commission is ready to move forward.
b. Marketing/Fundraising Subcommittee
Taline Cole reported they tried to get a meeting together and it fell through.
She is going to set up a different date.
c. Economic Development Subcommittee
None.

VI. NEW CITIES INTERSTED IN A FORMAL RELATIONSHIP
a. Jay Suh — Presentation on Ansan, South Korea
Greg Garcia introduced Mr. Jay Suh. Mr. Suh met with Mayor Tait about a
potential sister city relationship with Ansan, South Korea. Mayor Tait
referred him to the Sister City Commission. Mr. Suh gave a 10 -minute
power point presentation about his proposal to start a sister city relationship
between Anaheim and Ansan. He chose Anaheim because he has lived in
Anaheim for 17 years and because Anaheim is a city of dreams and kindness.
Ansan is very similar to Anaheim in size and secondly, to assist in some way
in big sail ferry disaster that occurred a couple of years ago. Ansan needs
help to cure the trauma from the ferry disaster and he would like to help the
survivors. He needs the Commission's help to make this successful. He
thanked the Commission for their time and requested that the Commission to
consider this relationship.
Jay Suh is applying to be a commissioner and he is in District 6.
Chair Al -Jamie asked if Ansan has sister city in the United Stated and
Mr. Suh responded yes, they have a sister city relationship with Las Vegas.
Yanni Guo asked Mr. Suh if he knew what was required for the city of Ansan
to approve the sister city relationship and Mr. Suh responded he did not know
yet. Next, she asked Mr. Suh what he envisioned as being the first project of
the sister city relationship. Mr. Suh responded he would like to do a case
study first for a better plan.
Greg then proceeded to explain the process on how a sister city relationship
is established. The City of Anaheim went forty years just having two sister
cities. He noted selecting a partnership city is not something they take
lightly. Anaheim has been very careful on how they select its sister cities
and there is no set in stone process for how they select the next sister city if
they chose to select one. They recently entered into a relationship with
Pudong, China as Anaheim's 3rd sister city and that is still pending a formal
signature ceremony. The Commission receives requests frequently from
other communities wanting to partner with Anaheim.
The next step may be for the Commission to set up a process or a working
group to take information such as the one Jay presented. They will then
work with him and ask the right questions to put together a recommendation
for the larger group to discuss and, then it will be up to the Commission to

make a recommendation to the City Council. The City Council will
ultimately make the decision of whether or not they establish the relationship.
This is something that does not happen overnight and sometimes it takes a
long time.
VII. DISCUSSION ON RECOMMENDATIONS FOR THE FUTURE OF THE
SISTER CITY COMMISSION
Greg Garcia stated this item is a carryover from the last meeting where they
discussed what Council is going to do in terms of reorganizing the commission.
He still does not have any answers on that but there was discussion at the last
meeting amongst this group about how they should weigh in on their
recommendations to the Council about the future of the Sister City Commission.
The Commission talked about the number of members, the residency
requirements and how the commission should be set up. Though there was many
good ideas brought up, no formal action was taken as a recommendation. Greg
recommended that if the body is interested in sharing strong feelings about the
makeup, the organization and everything else, that the Commission appoint one
member to be the official spokesperson to share a letter or in-person meeting with
Council members.
Chair Al -Jamie feels a letter would be more formal and inclusive of all the
commission's recommendations. He proposed writing the letter and asked if the
Commission could appoint two people to assist before sending it to Council.
Greg responded the Commission could appoint up six people for the working
group.
Commissioner Taline Cole reiterated the Commission's recommendation to the
City Council. The Commission recommends that Council increase the members
of the Anaheim Sister City Commission to twenty-one; that each Council Member
appoint two members with the Anaheim residency requirement; and, that there be
seven representatives from the education, tourism, and business communities and
further that those members be appointed at large without the Anaheim residency
requirement.
Chair Al -Jamie together with Commissioners Taline Cole, Jeanne Tran and Greg
Garcia will prepare the letter to send to Council.
Commissioner Jackie Filbeck asked about term limits and how they would factor
in.

Greg Garcia responded that will be something the City Attorney Office would
figure out. The easiest way would be for everyone to be off the commission and
for their term to reset. If any of the commissioners are still interested in
participating, they would just need to reapply and start fresh.
VIII. COMMISSIONER COMMENTS
Commissioner Lori Dinwiddie announced she is postponing the Flower
Arrangement Fundraiser Class to November because she is having a difficult time
confirming a room at the Downtown Community Center.
Commissioner Taline Cole recommended having the class as close to
Thanksgiving Day as possible so that the flower arrangement could last for the
thanksgiving dinner. They are going shoot for November 21.
Chair Anthony Al -Jamie reported he received a letter from the Anaheim Shores
Owners Association. On Thursday, November 9 at 10 a.m., they are going to
celebrate the 401' Anniversary of the Anaheim Shores Mitomoon Bridge. He
received an invitation to attend anniversary celebration and a request for him to
deposit two koi fish in the upper lake, the way that it was done in 1977. Chair
Al -Jamie noted koi go for between $500 and $15,000.
Commissioner Jeanne Tran thought it is about maintaining a relationship with
Anaheim Shores. The Commission has the funds, if they can find affordable koi
and it is something that means that much to them, it will not break the bank as
long as it is affordable. She thinks there is money and it will be a nice gesture for
a community that has done a lot for this Commission.
Commissioner Jerry O'Keefe agreed with Commissioner Tran you still want the
good will and if they are able to acquire koi that are cheap enough the gesture
would be there, but it is going that will hurt the bank then he would need to think
about it some more.
Chair Al -Jaime is going to reach out to Mr. Wong to make sure he is aware of the
anniversary celebration and to see if they would like to acknowledge it in some
way.
The Commission discussed the purchase of two koi fish and approved the
purchase of two koi fish up to $300.

MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by
Commissioner Jeanne Tran AND MOTION CARRIED (Vote: 9-0, Absent:
Paul Anderson, Pepe Avila, Matthew Hicks, Debbie Julian, and two vacant seats)
that the Anaheim Sister City Commission does hereby approve the expenditure of
up to $300 for two koi fish to be presented at the 40th Anniversary Celebration of
the Anaheim Shores Mitomoon Bridge on November 9.
