ORDINANCE NO. 1933
AN ORDINANCE OF THE CITY -OF ANAHEIM AMENDING
TITLE 10, CHAPTER 10.20, SECTIONS 10.20.020 AND
10.20.0302 AND CHAPTER 10.24, SECTION 10.24.060,
OF THE ANAHEIM MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Title 10, Chapter 10.20, Sections 10.20.020 and
10.20.030 of the Anaheim Municipal Code be, and the same are hereby
amended to read as follows:
"CHAPTER 10.20 -- ABANDONED WELLS AND OTHER
EXCAVATIONS.
"SECTION 10.20.020 DECONTAMINATION. Every person
upon abandoning and ceasing to use any well or other
excavation shall immediately place a decontaminating
agent consisting of dry calcium hypochlorite con-
taining seventy per cent (70%) available chlorine
into the well or other excavation so abandoned.
One (1) pound of the aforementioned decontaminating
agent shall be placed in the well or other excava-
tion per inch of diameter of the casing of the
well or other excavation, or per inch of diameter
of the hole as originally excavated if there be no
casing or the casing be removed. Failure to use
any well or other excavation for a period of twelve
(12) months shall constitute a presumption that e
owner of said well or other excavation intended to
abandon said well or other excavation.
"SECTION 10.20.030 BACKFILL. After placing the
aforementioned decontaminating agent in the well
or other excavation being abandoned, every person
shall thereupon fill the said abandoned well or
other excavation with the following mixture con-
taining the following proportions of materials:
Three thousand (3,000) pounds of clean
sand for each three hundred and seventy-
six (376) pounds of cement as well as
forty (40) gallons of water and four to
six per cent (4 to 6%) of entrained air.
The Utilities Director of the City of Anaheim may
designate alternative substances and materials to
be used in particular situations of abandonment
of any well or other excavation. In no case shall
gravel be used to backfill any well or other exca-
vation. Any abandoned well or other excavation shall
be filled to a depth of seven and one-half feet
(72') below the future grade level as said level shall
be determined by the Engineering Department of the
City of Anaheim. If casing is to be removed from
said well or other excavation, said casing shall be
removed as the well or other excavation is filled
with the aforementioned mixture or alternative

substances. At no time shall the bottom of the
casing being removed be at a distance greater
than twenty feet (20') above the level of the
substance being used to fill the well or other
excavation."
SECTION 2.
That Title 10, Chapter 10.24, Section 10.24.060 of the
Anaheim Municipal Code be, and the same is hereby amended to read
as follows:
"CHAPTER 10.24 -- QUALIFICATION AND CERTIFI-
CATION OF PERSONNEL TO INSPECT
AND MAINTAIN BACKFLOW PREVEN-
TION DEVICES.
"SECTION 10.24.060 RESPONSIBILITIES OF PERSONS
RECEIVING CERTIFICATE OF COMPETENCE. Every person
receiving a Certificate of Competence under the
provisions of this chapter shall be responsible for
the competency and accuracy of all inspections and
maintenance performed on any backflow prevention
device by any person under his authority and con-
trol. All work performed under this chapter shall
be inspected and approved by an inspector from the
Utilities Department of the City of Anaheim."
SECTION 3.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in said City, and thirty (30) days from and after
its final passage it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by me
this 12th day of November , 1963.
