AN ORDINANCE OF THE CITY OF ANAHEIM ADDING
NEW SECTION 1.04.900 TO CHAPTER 1.04 OF
TITLE 1 OF THE ANAHEIM MUNICIPAL CODE
RELATING TO THE GOLF COMMISSION
WHEREAS, the City Council heretofore created the Golf
Course Advisory Commission by the adoption of Council Resolution
No. 75R-221; and
WHEREAS, said resolution established such Commission on
a temporary basis in 1975 pending a determination by the City
Council as to whether such Commission should be a permanent
advisory body to the City Council; and
WHEREAS, due to its temporary status, said resolution
fails to set forth specific terms of service for members of such
Commission; and
WHEREAS, said Commission has continued to exist on a
temporary basis and to provide advisory services to the City
Council since 1975; and
WHEREAS, the City Council desires to establish fixed
terms of service for members of said Commission and rename and
formally establish said Commission as a permanent advisory body
to the City Council by the adoption of this ordinance.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM
DOES ORDAIN AS FOLLOWS:
SECTION 1.
That new Section 1.04.900 be, and the same is hereby,
added to Chapter 1.04 of Title 1 of the Anaheim Municipal Code to
read as follows:
"1.04.900 GOLF COMMISSION.
.010 ESTABLISHMENT.
The Golf Commission is hereby formally established
pursuant to Section 900 of the Charter of the City of Anaheim.

.020 MEMBERSHIP.
The Golf Commission shall consist of five members, none
of whom shall hold any paid office or employment in the City
government and all of whom shall be residents of the City of
Anaheim.
.030 APPOINTMENT AND REMOVAL.
The members of the Golf Commission shall be appointed
by the City Council and shall be subject to removal at any time
by motion of the City Council adopted by the affirmative votes of
a majority of the entire City Council.
040 TERM OF APPOINTMENT.
Each member of the Commission shall serve a term of
four years and until his or her respective successor is appointed
and qualified; provided, however, that the terms of the
Commission members first appointed following the effective date
of this section shall expire as designated by the City Council at
the time of their respective appointments in accordance with the
following:
Two on the thirtieth day of June of the second year
following the year of appointment;
Three on the thirtieth day of June of the fourth year
following the year of appointment.
.050 UNSCHEDULED VACANCIES.
Any vacancy occurring before the expiration of the term
of a Commission member shall be filled by appointment by the City
Council for the remainder of such term.
.060 ORGANIZATION, MEETING AND PROCEDURES.
.010 The Commission shall annually, at its first
regular meeting following the first day of July in each year,
elect a chairperson and vice -chairperson from among its members.
.020 The Commission shall establish regular meeting
dates for the conduct of business and may hold such other
meetings as from time to time shall be called in the manner
required by law. Meetings shall be conducted in accordance with
Section 904 of the Anaheim City Charter. A majority of the total

number of authorized members of the Commission shall constitute a
quorum for purposes of conducting any business.
.030 The meetings and procedures of the Commission
shall be subject to and governed by the ordinances and
resolutions of the City Council. The Commission may prescribe
its own rules and regulations which shall be consistent with the
provisions of this Code and the City Charter and shall be subject
to approval of the City Council. A copy of any such rules shall
be kept on file in the Office of the City Clerk and shall be
available for public inspection during regular business hours.
.040 The Commission shall have the power to appoint
subcommittees of less than a quorum of the Commission to perform
tasks within the scope of the Commission's responsibilities and
to make reports and recommendations to the Commission.
.050 All meetings of the Commission shall be open to
the public and all persons shall be permitted to attend such
meetings, except for any meetings or portions thereof which are
legally authorized to be held in closed session of the Commission
under applicable provisions of law.
070 COMPENSATION.
Members of the Commission shall serve without monetary
compensation.
.080 POWERS AND DUTIES.
The Golf Commission is an advisory body to the City
Council and, as such, shall have the power and duty to:
.010 Review and make recommendations concerning the
operation of the City operated golf courses.
.020 Review and make recommendations concerning the
duties and qualifications of any golf professionals or
contractors providing any services at any of the City operated
golf courses.
.030 Review the annual budget for the City operated
golf courses during the process of its preparation, and make
recommendations with respect thereto to the City Council and City
Manager.
.040 Perform such other advisory services and functions
as specifically assigned by the City Council."

SECTION 2. SEVERABILITY.
The City Council of the City of Anaheim hereby declares
that should any section, subsection, paragraph, sentence, phrase
or word of this ordinance be declared invalid for any reason by
final judgment of any court of competent jurisdiction, the City
Council hereby declares that it would have adopted all other
portions of this ordinance independent of the elimination
herefrom of the portion or portions as may be declared invalid.
