ORDINANCE NO. 1911
AN INTERIM ORDINANCE OF THE CITY OF ANAHEIM
AMENDING TITLE 18 OF THE ANAHEIM MUNICIPAL
CODE RELATING TO ZONING.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES FIND THAT:
WHEREAS, that area known and designated as Riverview
Annexation No. 2, in the City of Anaheim, was recently annexed to
and became a part of the City of Anaheim and no action had been
taken to impose zoning regulations of the City of Anaheim upon
such area; and
WHEREAS, the Planning Commission has reviewed the area
and. has reported the existing uses of such area and the zoning of
the County of Orange which existed prior to annexation to the City
of Anaheim for such territory; and
WHEREAS, the City Planning Commission is engaged in
studies for said area to establish permanent zoning for the newly
annexed territory known and designated. as Riverview Annexation
No. 2; and
WHEREAS, Section 65806 of the Government Code provides
that an interim ordinance may be adopted as an urgency measure to
protect the public safety, health and welfare of the City and the
citizens thereof in the event that new territory is annexed to a
City; and
WHEREAS, the City Council has reviewed the present use
of the parcels of property within the newly annexed territory,
known and designated as Riverview Annexation No. 2, as reported
by the Planning Commission and as determined by their own in-
vestigation of the territory.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM
DOES ORDAIN AS FOLLOWS:
SECTION 1.
That Title 18 of the Anaheim Municipal Code relating to
zoning be, and the same is hereby, amended by changing the
boundaries of the zones set forth in said Title 18 by adopting a
sectional zoning map or maps showing such change or changes as
follows:
"That all of the territory included within the
Riverview Annexation No. 2, and now a part of the City
of Anaheim and within the boundaries thereof, shall be
designated and regulated by the general provisions of
Title 18 and the specific provisions of the R -A, Resi-
dential -Agricultural Zone, except for that portion which
is described as follows:
That certain parcel of land being a portion of
the Northwest quarter of the Southwest quarter
of Section 7, Township 4 South, Range 9 West,
in the Rancho San Juan Cajon de Santa Ana, as
shown on a Map recorded. in Book 51, page 8 of
Miscellaneous Maps, records of Orange County,
California, described as follows:

Beginning at the intersection of the center
line of Anaheim -Olive Road, as described in
deed. recorded May 17, 1915 in Book 275, page
85 of Deeds, records of said. Orange County,
with the West line of the Southwest quarter
of said Section 7; thence South 78° 55' 05"
East along said center line 434.76 feet; thence
North 0° 05' 20" East parallel with the West
line of said Southwest quarter, 587.88 feet to
a line which is parallel with, and distant 30.00
feet South of the North line of the South half
of the South half of the North half of the North-
west quarter of the Southwest quarter of said
Section 7; thence South 89° 49 50" West along
said parallel line 427.12 feet to the West line
of the Southwest quarter of said Section; thence
South 00 05' 20" West along said West line
533.57 feet to the point of beginning.
EXCEPTING THEREFROM any portion thereof lying
within Lincoln Avenue (formerly Anaheim -Olive
Road) and Rio Vista Street.
That said above-described portion shall be incorporated
within the C-1, Neighborhood -Commercial Zone and shall be
regulated by the general provisions of Title 18 of the
Anaheim Municipal Code and the specific provisions of the
C-1, Neighborhood -Commercial Zone.1°
SECTION 2.
The City Zoning Map shall be, and is hereby, amended and
the property above mentioned, being all of the territory included
within the Riverview Annexation No. 2, shall be incorporated in and
made a part of the zones as above set forth, and said Zoning Map
as amended is hereby adopted and the City Engineer is hereby
directed to prepare a sectional zoning map to be added to the City
Zoning Map and inserted in the .Anaheim Municipal Code showing the
changes hereby approved and adopted.
SECTION 3.
This ordinance is hereby declared to be an urgency measure
and shall be in full force and effect immediately upon its adoption.
The facts constituting such urgency are as follows:
The territory affected by this ordinance is new territory
recently annexed to the City of Anaheim and, without the imposition
of zoning regulations, would not be uniformly regulated with other
properties in the City of .Anaheim. In order to carry out the
purpose of the Zoning Ordinance of the City of Anaheim and the
orderly development of the City and its territories, it is
essential that zoning regulations be imposed upon all property.
The zoning as herein established is in conformity with the exist-
ing uses of the properties and protects said uses and will prohibit
unregulated development of the territory; and the imposition of
this zoning will protect the orderly development of this territory
and will preserve the relationship of said territory with the
orderly development of the entire City of Anaheim.
The adoption of this ordinance as an urgency measure
is necessary for the immediate preservation of the public peace,
health, safety and public welfare.

SECTION 4.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published once within
fifteen (15) days after its adoption in the Anaheim Bulletin, a
newspaper of general circulation, printed, published and circu-
lated in said City, and immediately upon and after its passage
it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by me
this 17th day of September, 1963.
