1965/04/01DATE: PLACE: PRESIDING OFFICER: MINUTES ANAHEIM STADIUM COMMISSION April 1, 1965 Anaheim City Hall, City Council Conference Room Rector La Coons, Chairman The meeting was called to order by Chairman Coons at 1:40 PRESENT ALSO PRESENT: COMMISSIONERS ABSEN%~ Rector Lo Coons, Chairman Harry Knisely Dick Glover Paul Hughes Tom Liegler, Stadium Manager Alan Watts, Deputy City Attorney Bud Nagel, Public Information Officer COMMISSIONERS Charles Currier Danny Dare, Melodyland Theatre Harry Zevin, Melodyland Theatre George Colouris, Producer, Orange County Fairgrounds Tommy Walker, Director of Customer Relations~ Disney!~ Bill Young, Anaheim Visitors and Convention Bureau Phil Hanf, Anaheim Bulletin COORDINATING EVENTS Chairman Coons introduced Mr~ Danny Dare and Mro Harry Zevin from Melodyland~ Mr. Dare and Mr. Zevin had been invited to the Commission meeting to explain their proposal regarding coordination of theatrical presentations at Melody- land, Disneyland and the Convention Center as per their previous letter° Mr. Dare explained that the most important object is that there be coordina- tion in the booking of the attractions in the Convention Center° Melodyland's first concern is what the basic policy will be regarding booking and who will be the booking agent~ Mr. Zevin said that there is usually a General Manager for the facility who is busy in operations and the booking are usually done by another man or agency. He said that the rental policy is also of interest to Melodyland, because they could be in a position to schedule attractions that someone else could not get° There are so many attractions that cannot be played in Melodyland because they do not have the space° Thege attractions would be booked at the Convention Center. They are concerned with perhaps being, the number one rentoro They would concentrate their bookings from September until June, in the so-called off season or fill in empty dates° ANAHEIM STADIUM COMMISSION MINUTES April 1, 1965 Coordinating Events (Continued) Regarding the "conflict of interest" Mr. Zevin said they would not let just anyone come in simple because they could pay the price° They would only book from producers, etc., that had the City of Anaheim's interest at heart and which would not be in competition with either Disneyland or Melodyland. Chairman Coons said that it has always been the conviction of the City for the Convention Center not to be competitive with other groups° Mr~ Walker, Director of Customer Relations at Disneyland, stated that his personal opinion in the area of communications is that everyone can help each other by informing one another of their bookings~ But Disneyland definitely does not want to be dictated to by one group. At this time, Mr. Dare brought out the fact that at the time Melodyland was built they were told by the City of Anaheim that a consideration would be given them to handle the bookings for the Convention Center° This then is their submissalo Mr° Walker mentioned that as Disneyland gets larger they may want to book some attractions into the Convention Center themselves° Mro Dare said that if Melodyland cannot be the bookers, then possibly they could work in con- junction with Disneyland. At this time, Chairman Coons introduced Mro George Colouris, producer of trade shows at the Orange County Fairgrounds. Mr° Colouris stated that he has met with Mr~ Farley of the Anaheim Visitor's and Convention Bureau and has talked about three trade shows during the first two years of opera- tiono Mro Colouris cautioned the group regarding booking an unfavorable (improperly produced, financed, or publicized) show° If a bad show is presented, the people have a tendency to judge a building by the type of show° Chairman Coons asked Mro Colouris which part of the Convention Center he would use. Mro Colouris explained that he would not use the auditorium at all, only the exhibit area° Possibily two shows could be going on at once° Mr. Walker said that as far as Disneyland is concerned they never want to dictate what goes in the Convention Center° They will always keep the Commission informed regarding their bookings° Chairman Coons said that this Commission has the responsibility to the City Council to advise the City Council on bookings for both the Stadium and Convention Center and to produce as much revenue as possibleo Providing, however, that shows continue to maintain the same high plane that Disneyland and Melodyland and the trade shows have established in Orange County° Chairman Coons stated that he was in full agreement regarding the coordination of events° Mr. Walker brought out the fact that an investigation should be made of pro- ducers and groups, as to their reputation, qualities, etco He offered his assistance to the Commission as a professional advisor~ -2- ANAHEIM STADIUM COMMISSION MINUTES April 1, 1965 Coordinating Events (Continued) Mro Dare stated that Melodyland feels that they are qualified and, therefore, put in a verbal bid as the booking agency° Chairman Coons requested that Mr~ Zevin go over the points of "conflict of interest" again° He said that if the Commission uses them as a booking agent there is a possibility that there would be some criticism of having a private operator booking shows in the Convention Center° Mro Zevin said that he thinks there would not be any conflict° He also said that depending on what the show is will decide where it should be booked° The attraction not the agent will dictate where it is placed and the cost° At this time, Mr~ Dare asked the Commission, "Who would do the booking?" "What is the alternative?" "Someone has to do it -- and they are the pros°" Mr. Glover asked if there would be priorities? In reply, Chairman Coons stated that Conventions would be NUMBER 1~ Trade Shows and Sports Shows NUMBER 2, Theatrical shows would be NUMBER 3° Theatrical events will be used for fill in only. Mro Liegler asked how much time would an agency need for advance bookings? Mr~ Zevin replied that they would need one year at least~ Possibly six months if the attraction was in the area. The Commission would give the agency the list of dates they could fill~ Mro Walker asked that if Disneyland wanted to book a show in the Convention Center who would they go to, the bookers or the Commission? Mr. Dare replied that if he were the agency, upon receiving the list of dates, he would ask Disneyland which dates they would like to have° They would let it be known throughout the trade that these dates were open° Mro Dare said that the contract for the booking agency would have to be between the agency and the City° Mr~ Liegler recommended an informal group be formed subject to the control of the Commission and in turn subject to the City Council to act as a clearing house, with a member of Disneyland, Melodyland, the Commission and Chamber of Commerce, to coordinate bookings in the entire area. Mro Nagel asked what compensation would they expect if they were the agent? Mro Zevin replied that whatever the Commission felt they wanted to offer would be accepted° Mro Liegler brought out the fact that the Anaheim Stadium should also be included since there would be some attractions that the Convention Center could not handle~ At this point, Chairman Coons said that he was sure that something would be decided soon° The proposal will be discussed further~ Mro Dare and Mro Zevin left at 2:45 PoMo Mr~ Watts said that certainly in those situations where the show exceeds the seating capacity of Melodyland, there would not be a "conflict of interest", but where the show could fit in some other part of the Convention Center there could be a "conflict of interest"~ ANAHEIM STADIUM COMMISSION MINUTES April 1, 1965 Coordinating .Events (Continued) Mro Liegler mentioned that the Commission can gain advice f~om professionals in the entertainment field such as Messrs,, Walker, Dare, Zevin, Colouris, etco POLICY OF RENTALS As requested at the last meeting Mro Watts and Mro Liegler presented their recommendation regarding a base rental policy, including operational costs, depreciation costs (equipment and facility), maintenance costs (cumulative over a period) and a reasonable profit~ Mro Liegler's and Mro Watt's recommendation to the Stadium Commission regarding the base rental fee was as follows: A base rental fee for the Anaheim Stadium should include~ The cost of utilicies~ 2o Clean-up° 3o Services of adequate personnel° 4o Depreciation of uniforms, equipment and facility° 5o And a reasonable profit° Commissioner Knisely asked if a profit is needed? Mro Liegler pointed out that it states a "reasonable profit"° This is flexible and could mean only $1o00o Looking ahead 20 years from now you may want a larger profit° There was some discussion among the Commission members as to whether you would charge the same for charitable events as you would for a ticket selling event° Chairman Coons suggested that if there is a commercial operation in the Stadium the City should receive a percentage of the gate admissions, if it is not a ticket selling event the City will only charge the base fee° Chairman Coons suggested that a charge for the lights be by the hour~ A base rate of approximately $2,000~ has been established by the Angels scale° Mro Watts thought it would be wise to obtain information from other facilities before a decision is made by the Commission° Chairman Coons agreed, and asked Mr° Liegler to give the Commission a report on the base rental fees and services included, for other facilities in the area and throughout the nation° Mro Liegler stated that he already has this information for most of the major arenas and stadiums in th~ country~ ~e said that he would have the Secretary type the information and send it to all members of the Commission for their study~ SCOREBOARD SPECIFICATIONS Members of the Commission had received copies of the scoreboard specifications from Bob Davis, Assistant City Manager, requesting their study and comments. Commissioner Hughes suggested that /item 14, include the non-discrimination clause~ -4- ANAHEIM SYADIUM COMMISSION MINUTES April 1, 1965 Scoreboard Specifications (Continued) Mro Liegler suggested that a "time and temperature" sign be part of the scoreboard and be viewed from both sides~ providing a service for the public particularly from roadways near the stadium and would act as an aid in selling advertising. Commissioner Glover suggested that a variance of colors be on the board° Each play should be a different color, so that at a glance the fan knows what has happened° Chairman Coons suggested that the balls, strikes and outs be of different colors as in Fenway Parkv Since some of the Commissioners had not had ample opportunity to review the specifications, further discussion will be held at the next regular meeting of the Commissiono APPROVAL OF MINUTES The minutes of the meeting of March 23, 1965 were approved as written° ADJOURNMENT It was moved by Commissioner Hughes to adjourn the meeting, seconded by Commissioner Kniselyo Motion carried° Meeting adjourned 3~55 PoMo Respectfully submitted, BARBARA TANNER, Secretary
