The Stadium Commission was held in two sessions. The first session was attended
by members of the Anaheim Drag Raceway and the Orange County Racing Association
in respect to proposals from these two organizations, followed by a brief dis~
cussion of other matters of concern to the Commission° The second session was
with regard to the Movable Grandstand and was attended by the Mayor and City Council,
Mr~ Herzberg and other interested parties°

Anaheim Drag Raceway Proposal
Mro Conner and ~o Nix presented to the Commission a movie on drag racing in the
City Council Chambers° Due to a bid opening scheduled for 2:00 Po M., the meeting
was moved back into the Council Conference Room where Mro Conner continued with
his presentation of the Anaheim Drag Raceway proposal for a quarter-mile straight
drag strip near the Anaheim Stadium~
According to Mr. Conner, this is the most ideal location for such a racetrack and
the proposed drag strip would be second only to those found in Indianapolis, Indiana
and Daytona Beach, Florida° He estimated that the City would benefit by approxi-
mately $200,000 a year from the facility, which would be completely paid for by
his group, plus an ~d~itional $160,000 yearly gross from valet parking that could
also be used in conjunction with the Anaheim Stadium.
Chairman Coons advised the representatives of both the Anaheim Drag Raceway and
the Orange County Racin~ Association that these proposals would have to be held
in abeyance until clarification could be obtained from the City Council regarding
the matter since recent action of that body indicated that they didn, t want to tie
up any of the property in question at this time.
Ascot Field Trip Report
Commissioners Currier, Hughes and Knisely reported on their trip to the Ascot
Speedway in Gardena on Sunday, February 21, 1965. Commissioner Hughes remarked
that it was his observation that this type of race seemed to attract a different
element of people than one would want to find in his own back yard. Ail of the
Commissioners concurred that although the noise level was quite high inside the
s~adium, it was not much of a factor outside as it was no more irritating than the
nearby freeway traffic°
Chairman Coons read the following report submitted to the Administrative Office
by Del Boisseranc of the Utilities Department on his instrument readings and
observations taken on the above date, which has been received and filed~

"Noise Level Reading at Ascot
No cars on track - 70 tc 75 dbs
During trials - 90 to 105 dbs
During races ~ 90 to 108 dbs
"Outside Stadium (During Trials and Races)
Immediate area - 75 to 85 dbs
Two blocks away in tract - 70 to 80 dbs
Normal traffic noise on street outside stadium - 75 dbs

Orangewood and State College - 60 to 70 dbs
In tract S/W of Orangewood and State College - 60 to 65 d~s
(this area very quiet with no activity and very little traffic)
Sunday afternoon°
"Ascot Stadium is surrounded by a dirt mound about 25 feet high which does a
good job of enclosing the noise° Outside the stadium there is little nodse
above that of normal traffic."

The conclusion was made that the higher readings obtained with the City equipment
than those taken by Mr~ De Dapper were probably due to the greater sensitivity of
the Redel ins~ruments~
The Anaheim Drag Raceway and OoC~RoA~ representatives left the meeting at this time°
Scoreboard
At this time Mro Bob Davis, Assistant City Manager, arrived and was asked whether
or net the matter of scoreboard design and construction, as referred to the Stadium
Commission by the City Council in 1964, was still their concern° Mr. Davis replied
that the Commission was still involved in the matte~ and that he would submit his
draft of the Scoreboard specifications to them for study and consideration in about
two to three weeks, based on sample specifications he had received from several other
s~adiums, his contacts with advertising people and other various data obtained on
the subject.
Automatic Canteen Co~ Contract
Mro ~lan Watts, Deputy City Attorney, reported that he had studied the question of
definition of "turnstile admission" and it was his opinion that in paragraph (e)
on page 2 of the Agreement, the phrase "however, that if a person pays less than the
regular admission charge set for such event only the first ~such admissions per
year will be included as paid turnstile admissions per year.", be deleted and stated
he would probably frame an amendment to that effect if agreeable with the Los Angeles
Angels~ attorney~o
SECOND SESSION
The Stadium Commission reconvened at 3:15 Po Mo in the Council Chambers with the
C~ty Council~ Mro Murdoch and Mro Herzberg for discussion of the Movable Grandstand~
This meeting was a result of the letter from the Commission to the City Council on
February 23~ 1965 recommending that proper authorization be made to instigate the
design and engineering work on the movable grandstand°
Before the meeting got under way, ~hairman Ooons inquired as to whether or not the
Go,~ncll was committed not to lease the "surplus" 17 acres south of Orangewoodo He
was advised that the property in question should be retained for additional parking
when the Stadium opens in 1966 in the event there is any trouble with the condemna=
tion of the 20 acres north of the Stadium~ The Council did not preclude any supplemental
uses of the present Stadium parking lot~
Movable Grandstand
A general discussion was held as to the size and construction of the movable grand-
stand° It was decided that it should have a seating capacity of not less than
12,000, and rubber tires would be used if engineering of same is feasible. In
conclusion~ Mr~ Herzberg a~reed to proceed with the
ing work, ~t his own expense, for the purpose of determining cost estimates and any
~derground work which would be needed in the immediate future°
