(The Regular Meeting of February 3~ 1~65 was cancelled.) Predicted Noise Report of Proposed Auto Race Track Mr. Jay De Dapper of Redel, Inc. submitted his report entitled "Predicted Noise Levels in a Selected Anaheim Residential Area with Race track Operation", dated ll February 1965 which has been received and filed. This report consists of a chart of the proposed race track site and surrounding area and two tables: Table I "Sound Levels in db at Selected Anaheim Locations Compared with Ascot Location No. 5; and Table II, "Background Sound Levels in db at Center of Selected Anaheim Residential Area Compared with Those Predicted under Race Conditions°" (cont) -1- Anaheim Stadium Corem ion Minutes (cont) February 11, 1965 Predicted Noise Report of Proposed Auto Race Track (cont) Mr. De Dapper was of the opinion that residents living across the Santa Ana Freeway and north of Ball Road would probable not beware of the race track's existence. However, moving eastward from the freeway, residents of the triangle bounded on the north h¥ Orangewood Avenue; on the east by State College Boulevard; west and south by the Santa Ana Freeway, would probably know there is a race going on but not enough to cause complaints to any great degree. Objection to Proposed Race Track - Industrial Mr. Gordon Boden, ~epresentative for Morton Salt, occupant, and Mr. M. W. Fortne¥, owner of the property at 2125 East Orangewood, Anaheim, presented the following objections. As operators of a food plant facility, are concerned with increase in odor and dust levels. ?. Increase in noise level. 3. Traffic problem in sending out shipments. Possibility of bringing in undesired element of people. 5. Inauired if any property value studies available concerning other areas surrounding race tracks such as is proposed. Chairman Coons ascertained from Mr. Boden that shipments were made by five to twelve trucks per day, Monday through Friday, between 3:00 and 6:00 P.M., and thus would probably not conflict with the peak traffic hours of the Stadium or Auto Race Track. Since the Council Chambers had been reserved for a bid opening at 2:00 P. Mo, the Stadium Commission meeting was recessed at this time. It reconvened at 2:30 and discussion of Mr. Boden's objections continued. Mr. Art Atkinson, President of the California Auto Racing, Inc., was asked how much time the track would be used for practice and he reolied that for insurance reasons, necessity of ambulance, etc., drivers never use the track for practice except on the dan of the race. ~egarding dust and odor, Commissioner Hughes, who is also in the food processing business, stated he didn't think the odors should be any problem because of the sanitary conditions that should be maintained at the plant, and with an asphalt track, there shouldn't be much outside dust or dirt to get into the plant. Mr. Liechty interjected that C.A.R. now uses an additive type lubricant similar to regular motor oils which doesn't have anv other odor other than that emitted from freeway traffic. ~urther, the only cars which C.AoR. has that use exotic-type fuels are the sprint cars and they will not be used here since they are exceptionally noisy and hazardous. Value of Proposed Auto Race Track Site As reeuested, an opinion from the Right-of-Way Department was obtained of the value of the parcel of land located at the south side of the easterly prolongation of -2- Minutes (cont) February Il, 1965 ~alue of Proposed Auto Race Track Site (cont) Orangewood Avenue and the Santa Ana River, and is as follows: "It is the opinion of the Right of Way and Land Section the Fair Market Value of the subject parcel is $31,250~00 per acre. Present Zoning - M-1. This Opinion is based on the premise that Orangewood Avenue will be extended easterly across the entire proposed frontage of the subject parcel. Comparable sales of similar type land in this area, one of which is located approximately 1,000 feet, more or less, west of the subject parcel, and recorded June ll, 1964 in Book 7083, page 821 of Official ~Records of Orange County, California, indicate the land value to be $29,500.00 per acre. An adjustment of 6% of this value for time lapse indicates a present land value of $31,270.00 per acreao Fair Market Lane Value is (rounded to) $31,250.00." Use of Mufflers ~r~ Art Atkinson, C~A.Ro, reported as reouested to the Commission regarding the use of mufflers and the problems involved. He stated several years ago he had experience with the problem at the Western Speedway at l~9th and Western in Gardena, when drivers had to put on mufflers because of complaints from neighbors who lived within one or two blocks of the now extinct raceway. Mr. Atkinson went on to say that the mufflers lasted about three weeks and the drivers started taking them off and the complaints didn't change. He further advised that outside of the noise 'being part of the show and a "crowd-drawing" factor, there were no other problems Zn the use of mufflers and arrangements could be m~de to put them on if complaints warranted them° Road Races at Dodser Stadium Following is a ~ynopsis of the telephone conversation on February l, 1965 between Mr. Fred Sorsabal, Administrative Assistant, and a Mro Walsh of Dodger Stadium regarding the road races conducted there~ "The types of races held at the stadium were conducted by the California Sports Car Clubo The cars racing were mostly foreign, such as Jaguars, Porsches, etc~ and a few Corvettes° The noise was somewhat controlled by use of mufflers (~nich the management of the stadium reGuired)o They had very few complaints about noises, but the races were held in lower portion of the lot ~nd the stadium i~ in a bowl which also helped to muf£1e the noise° Three racing days were utilized, but the revenue derived was not su£ficient to continue the program." Mr. Liechty, O~C.R.A., commented that this was a club racing event which had very little advertising, and which was badly and very amateurishly put on. Letter from Tustin Chamber of Commerce Chairman Coons read a letter dated February 2, 1965 from Ralf D'Arnall, Manager of the Tustin Chamber of Commerce, regarding the proposed Auto Race Track in Orange County. In this letter Mro D'Arnall commended the efforts of the Orange County Racing Association and California Auto Racing Incorporated toward the establish- ment of said race track. Letter received and filed. -3- Anaheim Stadiu~ Comm.~ion Minutes (cont) February 11, 1965 Chairman Coons asked Mr. Boden if the preceding discussion had answered all of his euestions and Mr~ Boden stated he would still like to know about any studies on property values in comparable situations. Chairman Coons advised that opinions would be obtained from local realtors who are experienced in buying and selling industrial property regarding this. Field Trip to Ascot - February ~1, 1965 Chairman Coons stated that before making their recommendation to the City Council, that he and the other Commissioners would benefit greatly in the maWing of their decision by an actual on-the~site visit to the Gardena Race Track to hear what goes on at one of these races. Mr. Atkinson advised that the best time to go would be February 21, 1965 when the Super Stock Division and Super Modified Division will be racing and there will be the most noise on that day which can be expected at the proposed Anaheim track. He explained that there will be two main events or 50 laps at which time noise levels ~ill reach a crescendo. 12:00 - 12:30 all cars go out and try their cars out (hot-lapping); 12:30 - 1:45 time trials, 2 car at a time on track; 2:00 PoM~ racing commences~ Commissioner Currier suggested taking readings and Mr. Roche said that a man from the Utilities Department could go along and take readings with City eeuipment and thus c~:~elate the two pieces cf eeuipment used. Mr. Atkinson will send a block of tickets for the Stadium Commission and the City Council for February 21, 1965 at Ascot Speedway in Gardena, California. Aubomatic Canteen Co~ Contract Chairman Coons asked Mr. Alan Watts what the status was on the Automatic Canteen Co. Concessionaire Contract. Mr. Watts advised that it has not been completely negotiated, but is in the very last stages of preparation and a draft of the contract will be available for the Commission's discussion at the next meeting. Mr. Watts informed the Commission that he had been contacted by the Ministerial Association with reference to the sale of beer in the stands. It was his opinion that the Cit~ ~k>e~ nob b~e the right to prevent the sale, according to the contract, but would have the right to control the manner in which it is sold. Mayor Odra Chandler interjected that he felt that control is sufficiently set forth in pro- posed contract that either of the parties involved could exercise enough control tha~ there wouldn't be any problem. Mr. Roche advised that plans had been received from Automatic Canteen Co. showing the actual layout of the location of each stand~ Scoreboard Mr. Roche was asked if he had any information on the scoreboard and he said not at thzs time. The meeting was adjourned at 3:10 P. M~ to the following Thursday, February 18, 1965 at 1:30 P. M~ in the Council Chambers for further study and discussion of the ~?~osed auto race track.
