The Minutes of the meetings of September 24, 1964 and September 28, 1964 were
approved as written°

Chairman Coons presented copies of an addendum to the Notice to Bidders which was
sent to all bidders at the request of the City Council, which read as follows:

In the next to the last paragraph on Page 5 and in the last sentence of that
paragraph, change the period to a co.aa and add the following: "provided~
however, that the bid of each proponent will be disclosed to the public."

contained in this condition are not intended to apply to facilities and
buildings which are constructed in the future upon premises under the control
of the Commlssion~"

Mr~ Keith Mardoch, City Manager~ received a letter dated September 18~ 1964 from
Wester~n Vendors~ Into of San Bernardino, California, requesting that "their
company be placed on the list of potential bidders for the food and vending
facilities at the new Convention Center in Anaheim," A copy of this letter was
received and filed°

Chairman Coons informed the Commission that he had requested assistance for the
Commission~ since there is no Stadium Manager at this point, and the Commission
needs someone to do the leg work in ferreting out information that is urgently
needed for consideration~ study and recommendation now and in the near future°
He further advised that in his discussion of this problem with Mro Keith Murdoch
and Mro Bud Nagle~ Mro Murdoch had suggested that the Commission consider using
Mro John Collier~ Director of Parks and Recreation Department, who he believes
would be very capable of coordinating the activities of both operations with the
assistance of well qualified technical men in each of the Stadia and Convention
management fields° Mro M~rdoch had planned to give his views on the above but
was detained at another meetim~ at this time° In the meanwhile~ the ¢o~alssion
discussed the suggestion and followim~ are some of the objections which were given:
lo The Commission does not believe that the Director of Parks and Recreation
Department has the time to do justice to the full time Job of promoting
both facilities and keeping them operatingo
20 A possible conflict exists of the responsibilities of the Director of
Parks and Recreation Department to the Parks and Recreation Commission aud
to the Stadium Commissiono The Commission feels that the proposed manager
should be responsible to no one other than to the City and to the Commission~
3~ Employment of the ultimate m~nager is desireable now so that he will be able
to grow with the job and get the feel of the whole project as it progresses°
4o The Co~isslon would like to consider and study applications now on hand°
A motion was withheld at this time until Mro Murdoch could Join the meeting and
present his views and comment on the above objections~ See Page 4~

Bids will be received and opened at the next regular meeting of the Commission
on October 15, 1964~ To expedite award of contract, Commissioners will study
bids at home for a specified period of time immediately following their opening
and bring notes to meeting for discussion and reco~endationo
Scoreboard
Mr~ Cedric Tallis reported on his recent trip back east to visit Fair Play
Scoreboard Coo of Des Moines~ Iowa and General Indicator Company of Madison and
Pardeeville, Wisconsin in regard to scoreboardso It was hi~ personal opinion
that GIC is undoubted2ywell qualified to build a good scoreboard for the Anaheim
Stadium and has the best knowledge in regard to advertising display, however, in
respect to knowledge of the technical aspects of scoreboards and read~a~boards,
he was more impressed by what Fair Play had to offer° He further advised that,
although GIg has credit for the greatest number of scoreboards, most of these
boards are over many years standing and the more recent modern boards have been
built by Fair Playo
Mro Tallis was asked how long he thought it would take to build one of these
scoreboards~ and he replied that he believed it would tame at least a year, and
that it wasn't too early for the order to be in right now~ Because of this fact,
he had asked GIg to submit the maximum~minimumelectrical requirements to the
architect and intends to contact Fair Play for the same information°

As the discussion concluded, the Commission concurred that letters should be
written as soon as possible to General Indicators Co~, Fair Pl~ Scoreboard Coo,
and Bloomingdale~ with a print or partial configuration of the stadium enclosed,
requesting that they submit a preliminary recommendation of specifications for
the consideration of the Stadium Commissiono

~ Keith Murdoch joined the meeting at 4:00 p~m~ and presented his views
garding the procurement of a manager for the stadium and convention hall~ He
advised that in the recruitment for the position there were quite a few appli=
cants who had quite a bit of knowledge in stadia and sports arenas; another
group 'who had experience in the convention field and a few who had exper~ ~nce
in both fields but were not as well qualified as was desirable° It was his
thought that perhaps they were looking for someone with qualifications too
difficult or impossible to obtain embodied in a single person and should search
for another solution° One idea he had was that of looking for two people in
the two related but substantially differen~ fields and to tie them together
'with an administrator whose responsibility would be primarily that of coordina~
tiono This person should have at least a working knowledge of the two fields,
a very good knowledge of administrative responsibility and the ability to get
a job done°
Fm~.~. Murdoch stated that Mro John Collins, Director of the Park and Recreation
Department is such a person in that he has experience in the convention field
~d with stadiums, sports arenas ~ etco and has the ability to organize and to
set up technical responsibilities and get them into operation°
Mr o Murdoch further ~eported that he had reviewed the current situation in the
Park and Recreation Department and he believed there was room for increased
responsibility on the part of the director himself° He informed the Commission
that Mro Collins could rearrange his Park and Recreation responsibilities with
the help of his capable staff $ enable him to devote approximately 90~95 per~
cent of his time for the next few months to working for the Stadium Commission,
which would give the Commission time to review the applications on hand and
~elect the Nco 1 ~-nd No~ 2 subordinates° Gradually his service time for the
Stadi,zm Co~xaission would decrease to approximately 72=75 percent°
Discussion by the Commission followed and, in view of the objections raised
previously~ it was decided to accept Mr~ Murdoch~s recommendation on a pro=
bationary basis°
?DTION:
It was moved by Commissioner Glover and seconded by Commissioner Knisely that
a recommendation be made to the City Council that the Director of Park and
Recreation Department be assigned additional administrative duties, to be
carried out at the request of the Stadium Commission on an interim basis while
a stud~ is made by the Commission as to the feasibility of establishing a
separate department and the review of the applications for Stadium Manager°
Motion Carried.
