ORDINANCE NO. 1797
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
TITLE 5, CHAPTER 5.04 OF THE ANAHEIM MUNICIPAL
CODE, RELATING TO BICYCLES.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1.
That Title 5, Chapter 5.04 of the Anaheim Municipal
Code be, and the same is hereby amended by amending Sections
5.04.020, 5.04.0302 5.04.080, 5.04.090, 5.04.110 and 5.04.140
to read as follows:
"SECTION 5.04.020 LIFE TIME REGISTRATION AND LICENSE
REQUIRED.
Any person who is the owner of or has charge or con-
trol of a bicycle within the City of Anaheim, shall
register and license each bicycle with the Fire Chief
for the life of said bicycle.
"SECTION 5.04.030 LICENSE NUMBERS TO BE STAMPED TO
FRAME - INSPECTION OF BICYCLE.
Upon the registration of any bicycle and the payment
of the fee required by this chapter, the registrant
shall exhibit such bicycle to the Fire Chief for his
inspection. The Fire Chief shall stamp the letters
"AN" and the license number on the frame of the
bicycle. Licenses shall be numbered consecutively
commencing with number one.
The Fire Chief shall keep a record of the date of
issuance of each license, to whom issued and the
number thereof.
"SECTION 5.04.080 LOST OR STOLEN OWNERSHIP CARD -
REPORT - REPLACEMENT.
In the event that any ownership card issued pursuant
to the provisions of this chapter, be lost or stolen,
the licensee of such bicycle shall immediately notify
the Fire Chief, and within fifteen days after such
notification, such card be not recovered, the licensee
shall apply to the Fire Chief for a new ownership card
and shall furnish said Fire Chief with an affidavit
showing the loss or theft of such ownership card,
whereupon said Fire Chief shall issue to such licensee
a new ownership card, upon paent to said Fire Chief
of a fee of fifty cents ($.50ym
"SECTION 5.04.090 FEES.
The fees required to be paid pursuant to the provi-
sions of this chapter are:
(a) For such license, the sum of one dollar
($1.00) .

(b) For each transfer of ownership card,
applied for within the period prescribed
by this chapter, the sum of fifty 6 50)
cents.
(c) For each registration card issued in lieu
of a lost or stolen one, the sum of fifty
(� 50) cents.
(d) For each impounding fee, the sum of fifty
(%50) cents.
"SECTION 5.04.110 TAMPERING WITH LICENSE NUMBERS.
It is unlawful for any person to remove, tamper with,
destroy, mutilate or alter any license number issued
pursuant to the provisions of this chapter, during
the license period for which such license number is
issued.
"SECTION 5.04.140 BICYCLE DEALERS - WEEKLY REPORT
REQUIRED.
Any person engaged in the business of buying second-
hand bicycles in the City of Anaheim, is hereby
required to make a weekly report to the Fire Chief
giving the name and address of the person from whom
each bicycle is purchased, the frame number thereof,
and the number and description of any license plate
attached thereto, at the time of purchase. Any
person engaged in the business of selling new or
secondhand bicycles in the City of Anaheim, is here-
by required to make a weekly report to the Fire Chief
giving a list of all sales made by such person, which
list shall include the name and address of each person
to whom a bicycle is sold, that make of bicycle sold,
together with a description and frame number thereof,
and the number and description of any license plate
attached thereto."
SECTION 2.
That Title 5, Chapter 5.04 of the Anaheim Municipal
Code be, and the same is hereby, amended by deleting therefrom
Section 5.04.040 and paragraph (d) of Section 5.04.130.
SECTION 3.
This ordinance is hereby declared to be an urgency
measure and shall be in full force and effect immediately upon
its adoption. The facts constituting such urgency are as
follows:
That the amendments contained herein to Title 5,
Chapter 5.04 of the Anaheim Municipal Code make substantial
changes in the law governing the registration and licensing of
bicycles and, in order to preserve the continuity thereof and
to prevent any hiatus in the administration thereof, it is
essential that the change -over incorporated herein be commenced
concurrently with the beginning of the calendar year.
That the adoption of this ordinance as an urgency
measure is necessary for the immediate preservation of the
public peace, health, safety and public welfare.

SECTION 4.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published once within
fifteen (15) days after its adoption, in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in said City, and immediately upon and after its
passage it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by me
this 2nd day of January , 1963.
