TO THE HONORABLE CITY COUNCIL:
The Budget, Investment and Technology Commission (Commission) is pleased
to have the opportunity to present to you its comments and recommendations
concerning the City's proposed annual budget. The Commission (previously
known as the Budget Advisory Commission) was established by the City Council
in 1991. This Commission is charged with the examination of the City's
financial condition, policies and procedures, as well as the review of the annual
budget proposed by the City Manager pursuant to Section 1.04.996 of Chapter
1.04 of Title 1 of the Anaheim Municipal Code. The Fiscal Year (FY) 2018/19
proposed budget marks the twenty-seventh proposed annual budget the
Commission has had the opportunity to review.
The Commission's first meeting in FY 2017/18 was in September 2017, At
that meeting, the Commission began its review of the upcoming budget with an
update from City staff on recent economic conditions and how they were
impacting the current year budget. Throughout the year the Commission
received periodic TOT reports and updates on the current year budget. The
Commission met in June 2018 to review the FY 2018/19 proposed budget.
The proposed budget continues to fund those core services that Anaheim's
residents, businesses and visitors have come to expect and the Commission
believes it to be fiscally sound. While the current economy is strong, the
Commission understands that there may be fluctuations in the future and going
forward, we anticipate the need for innovative cost-saving and revenue growth
options. The Commission will endeavor in the coming year to assist toward that
end. Escalating pension costs are a particular concern.
We are thankful to the City staff who support our Commission and grateful for
the opportunity to serve the people of Anaheim. We look forward to providing
policy recommendations in the new fiscal year.
