A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE
CIRCULATION ELEMENT AND TEXT OF THE ANAHEIM
GENERAL PLAN DESIGNATED AS GENERAL PLAN
AMENDMENT NO. 256
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,
adopted a General Plan for the City of Anaheim including a
Circulation Element which sets forth the parameters (roadway
widths and generalized location) of major thoroughfares within
current City boundaries and the City's ultimate sphere of
influence; and
WHEREAS, Section 65302(b) of the Government Code requires
the adoption of a Circulation Element of the General Plan
consisting of the general location and extent of existing and
proposed major thoroughfares, transportation routes, terminals and
other public utilities and facilities, all correlated with the
Land Use Element of the Plan; and
WHEREAS, pursuant to a request from the City Engineer,
the Planning Commission initiated an amendment to the General Plan
( "General Plan Amendment No. 256 ") to consider elimination of the
following streets from the Circulation Element of the General Plan:
1. Center Street (from Lincoln Avenue to State College
Boulevard) currently designated Secondary Arterial
Highway;
2. Clementine Street (Broadway to Lincoln Avenue)
currently designated Secondary Arterial Highway;
3. Crescent Way (Lincoln Avenue to Crescent Avenue)
currently designated Commuter Street;
4. Via Cortez (Santa Ana Canyon Road to Route 91)
currently designated Hillside Secondary Arterial
Highway; and
WHEREAS, the City Planning Commission did hold a public
hearing at the Civic Center in the City of Anaheim on June 5, 1989
at 1:30 p.m., notice of said public hearing having been duly given
as required by law and in accordance with the provisions of the
Anaheim Municipal Code, Chapter 18.03, to hear and consider
evidence for and against said proposed general plan amendment and
to investigate and make findings and recommendations in connection
therewith; and

WHEREAS, following said public hearing, the City Planning
Commission did duly adopt its Resolution No. PC89 -156 containing a
report of its findings, a summary of the evidence presented at
said hearing, and recommending that said Amendment to the
Circulation Element of the General Plan designated as General Plan
Amendment No. 256 be adopted by the City Council; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City
Planning Commission, the City Council did fix the 1st day of
August, 1989, as the time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed
General Plan Amendment No. 256 and did give notice thereof in the
manner provided by law; and
WHEREAS, the City Council did duly hold and conduct such
public hearing and did give all persons interested therein an
opportunity to be heard, and did receive evidence and reports and
did consider the recommendations of the City Planning Commission;
and
WHEREAS, the City Council, after due inspection,
investigation and study made by itself and in it behalf, and after
due consideration of all evidence and reports offered at said
hearing, does find and determine the following facts:
1. That several inconsistencies between the Anaheim
Circulation Element and the Orange County Master Plan of Arterial
Highways were identified, and conformity between local and
regional circulation elements is necessary as a requirement of a
variety of federal highway funding programs.
2. That the current capacities of the roadways will
remain regardless of their appearance on the Circulation Element.
3. That local streets do not appear on the Circulation
Element and sufficient evidence was presented to indicate that
General Plan Amendment No. 256 should be approved and that Center
Street, Clementine Street, Crescent Way and Via Cortez should be
redesignated as local streets in order to provide consistency with
the Orange County Master Plan of Arterial Highways.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that that General Plan Amendment No. 256 amending
the Circulation Element of the General Plan in the manner
hereinabove described be, and the same is hereby, approved.
BE IT FURTHER RESOLVED that the Planning Department and
Public Works - Engineering Department be, and the same are hereby,
authorized and directed to amend the Circulation Element Map and
Text to conform to General Plan Amendment No. 256 as herein
adopted and approved.

THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 1st day of August, 1989.
