ANAHEIM GENERAL PLAN DESIGNATED AS GENERAL
PLAN AMENDMENT NO. 257
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,
adopted a General Plan for the City of Anaheim including a
Circulation Element which sets forth the parameters (roadway
widths and generalized location) of major thoroughfares within
current City boundaries and the City's ultimate sphere of
influence; and
WHEREAS, Section 65302(b) of the Government Code requires
the adoption of a Circulation Element of the General Plan
consisting of the general location and extent of existing and
proposed major thoroughfares, transportation routes, terminals and
other public utilities and facilities, all correlated with the
Land Use Element of the Plan; and
WHEREAS, pursuant to a request from the City Engineer,
the Planning Commission initiated an amendment to the Circulation
Element of the General Plan ("General Plan Amendment No. 257") to
consider that Convention Way be redesignated upon and within the
Circulation Element as follows:
Between West Street and Harbor Boulevard - from a
private local street and a Major Arterial Highway to
a Primary Arterial Highway;
From Haster Street to Manchester Avenue - from a
Secondary Arterial Highway to a Primary Arterial
Highway.
WHEREAS, the City Planning Commission did hold a public
hearing at the Civic Center in the City o£ Anaheim on July 5, 1989
at 1:30 p.m., notice of said public hearing having been duly given
as required by law and in accordance with the provisions of the
Anaheim Municipal Code, Chapter 18.03, to hear and consider
evidence for and against said proposed general plan amendment and
to investigate and make findings and recommendations in connection
therewith; and
GP NO. 257
WHEREAS, following said public hearing, the City Planning
Commission did duly adopt its Resolution No. PC89-173 containing a
report of its findings, a summary of the evidence presented at
said hearing, and recommending that said Amendment to the
Circulation Element of the General Plan designated as General Plan
Amendment No. 2S7 be adopted by the City Council; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City
Planning Commission, the City Council did fix the 8th day of
August, 1989, as the time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed
General Plan Amendment No. 257 and did give notice thereof in the
manner provided by law; and
WHEREAS, the City Council did duly hold and conduct such
public hearing and did give all persons interested therein an
opportunity to be heard, and did receive evidence and reports and
did consider the recommendations of the City Planning Commission;
and
WHEREAS, the City Council, after due inspection,
investigation and study made by itself and in its behalf, and
after due consideration of all evidence and reports offered at
said hearing, does find and determine the following facts:
1. That several inconsistencies between the Anaheim
Circulation Element and the Orange County Master Plan of Arterial
Highways were identified, and conformity between local and
regional circulation elements is necessary as a requirement of a
variety of federal highway funding programs.
2. That the evidence presented substantiates the need
for the following amendment to the Circulation Element of the
Anaheim General Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that that General Plan Amendment No. 257 amending
the Circulation Element of the General Plan in the manner
hereinabove described be, and the same is hereby, approved.
BE IT FURTHER RESOLVED that the Planning Department and
Public Works-Engineering Department be, and the same are hereby,
authorized and directed to amend the Circulation Element Map and
Text to conform to General Plan Amendment No. 257 as herein
adopted and approved.
