A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AUTHORIZING THE ACCEPTANCE OF A
CALTRANS SUSTAINABLE TRANSPORTATION PLANNING
(SUSTAINABLE COMMUNITIES) GRANT AWARD, IN THE
AMOUNT OF $287,000, TO PREPARE THE ANAHEIM
RESORT AREA MOBILITY PLAN AND AUTHORIZE THE
DIRECTOR OF PUBLIC WORKS OR HIS DESIGNEE TO
EXECUTE ALL DOCUMENTS REQUIRED TO ACCEPT THE
GRANT FUNDS; AMEND THE BUDGET FOR THE
APPROPRIATE FISCAL YEARS TO REFLECT SAID GRANT
AWARD; AND, DETERMINE THAT THESE ACTIONS ARE
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA) PURSUANT TO GUIDELINE
SECTION 15306
WHEREAS, on April 28, 2017, the Governor of the State of California signed into law
Senate Bill 1 (SB 1)- The Road Repair and Accountability Act of 2017, a transportation funding
bill that provides a reliable source of funds to maintain and integrate the State's multimodal
transportation system; and
WHEREAS, the SB 1 grant funding is intended to support and implement Regional
Transportation Plan (RTP) Sustainable Communities Strategies (SCS) and to ultimately achieve
the State's greenhouse gas (GSG) reduction target of 40 and 80 percent below 1990 levels by 2030
and 2050; and
WHEREAS, the California Department of Transportation ("Caltrans") has allocated funds
(the "Sustainable Communities Grant Award") for projects that promote multi -modal
transportation systems; and
WHEREAS, the City has proposed The Anaheim Resort Area Mobility Plan to identify
ways to improve the circulation and safety of pedestrians, bicyclists, motorists, and public transit
throughout The Anaheim Resort; and
WHEREAS, Caltrans has evaluated, ranked and awarded proposals submitted for
Sustainable Communities Grant Award funding ("Grant") and awarded the City of Anaheim grant
funds to be used for the preparation of the Anaheim Resort Area Mobility Plan; and
WHEREAS, the Sustainable Communities Grant Award requires a resolution certifying
the approval of the application by the applicant's governing body before receipt of awards; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions and
limitations imposed upon any such Grant awarded to the City; and
WHEREAS, the City desires to accept any such Grant which may be awarded to
the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The City Council of the City of Anaheim hereby agrees to, and by this
resolution, does accept any such Grant so awarded to the City of Anaheim without further action
of the City Council being required therefore and further agrees to commit $149,000 of the City's
Anaheim Tourism Improvement District funds and $6,000 of in-kind services, as match to the
requested $287,000 in Caltrans funds, for a total of $442,000.
2. The City of Anaheim hereby agrees to comply with each and all of the
terms, conditions and limitations imposed by Caltrans upon said Grant, and the Director of Public
Works or designee is hereby authorized and directed to execute any agreements, assurances, or
other documents and take any actions as may be necessary in connection with the acceptance of
said Grant as may be required by Caltrans.
3. Contingent upon the award of said Grant, the annual budget of the City of
Anaheim is hereby amended by increasing revenue and expenditures in an amount equal to the
amount of the Grant funds awarded.
4. The receipt of the Sustainable Communities Grant Award is exempt from
CEQA under guideline section 15306, which pertains to information gathering purposes leading
to an action that a public agency has not yet approved, adopted or funded.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 17 day of July , 2018, by the following roll call vote:

On behalf of the California Department of Transportation (Caltrans), Division of Transportation
Planning, I am pleased to offer my congratulations to the City of Anaheim for the recent award
of the following State transportation planning grant for fiscal year (FY) 2018-19:
Grant Program: Road Maintenance & Rehabilitation Account — Sustainable Communities
Grant Title: The Anaheim Resort Area Mobility Plan
Grant Award: $287,000
Local Match: $155,000
Total Project Amount: $442,000
Please see the list below which identifies specific conditions for a grantee to accept grant
funding, to program fimds, and to begin work. Conditions one through four must be fulfilled no
later than July 15, 2018 by submitting these items to Caltrans District staff for approval. Failure
to fulfill these conditions will result in forfeiture of funds. Also note, all work must be
completed no later than February 28, 2021. Final requests for reimbursements and final products
must be submitted to Caltrans no later than April 28, 2021, No time extensions will be granted.
Conditions of Grant Acceptance
These State grant funds cannot be expended or reimbursed until the following conditions are
satisfied:
1, The revised final Scope of Work, Project Timeline with the earliest start date of October
1, 2018, and Grant Application Cover Sheet are submitted to Caltrans District 12 Liaison
for approval. Caltrans highly recommends that the Scope of Work be revised to consider
first and last mile connections to transit.
