Chairman McCulloch called the meeting to order at 5:01 p.m.
PUBLIC COMMENTS — None
APPROVAL OF THE MINUTES
Vice Chairman Schultz made a Motion to approve the September 27, 2007 Minutes. The
Motion was seconded by Commissioner Keys. Motion passed.
ACTIVITY REPORTS
A. Golf Superintendent
Michael Lautenbach stated the switchover to the fiber optic connection did not occur at
Anaheim Hills Golf Course as scheduled and may occur next week. The fiber optic
installation at Dad Miller Golf Course is scheduled for December 2007.
Michael Lautenbach stated the ball trajectory study for the protective fencing on the 10th
fairway at Dad Miller Golf Course should be completed within the next couple of weeks.
Once the plans are received, a meeting will be scheduled with the School District.
Commissioner Gaby asked who will pay for this to be completed. Michael Lautenbach
stated the cost for this project will be split between the City and the School District.
Michael Lautenbach stated quotes for improvements at Dad Miller Golf Course have been
received. Michael stated a basic metal structure to cover the new pump station will cost
approximately $19,000. The new cart path by the 15th green will cost about $12,000 and
landscaping by the new driving range will cost around $6,000.

B. Golf Course Superintendent
Dave Johansen presented his report and answered questions. Dave Johansen stated the
greens and tees were aerified at both Anaheim Hills and Dad Miller golf courses. He also
stated the golf courses survived the winds with only a couple of trees lost at each golf
course.
Vice Chairman Schultz questioned how the winds and the flooding of the greens affect the
overall makeup of the fairways and greens. Dave Johansen stated only a little extra
watering is done and the low humidity will dry everything up. Kevin Neal stated the
Bermuda grass is already dormant. Kevin Neal stated they are watering to keep the soil
wet.
Vice Chairman Schultz questioned if tractor drivers are being trained to be more careful
since past damage has been done at Anaheim Hills Golf Course. Kevin Neal stated Valley
Crest went around repairing the course after the rain. Kevin stated that damage was done
by golf carts, not tractors.
Vice Chairman Schultz questioned what the California Disabilities Act says about a golfer
not being able to play because they are disabled. Vice Chairman Schultz stated the
example of a golfer not being able to play in a tournament because he cannot walk.
Commissioner Gaby stated disability does not override safety of the golf course. Michael
Lautenbach stated he will look into it.
Commissioner Wright discussed taking a cooler onto the golf course for medical reasons.
Bob Johns stated the first tee starter is to inspect the coolers. Coolers for medical reasons
are allowed on the golf course.
C. Director of Golf
Bob Johns presented his report and answered questions. Bob reported that all golf cars at
Anaheim Hills Golf Course received new batteries. Michael Lautenbach stated the
remainder old batteries will be picked up tomorrow.
Commissioner Wright questioned if there is a policy in place for dealing with threatening
situations. Michael Lautenbach stated player assistants are to oversee and help customers.
Michael stated the Golf Shop must be notified of a threatening situation and call the police if
necessary. Michael stated the player assistants are to turn in incident reports when
situations occur.
FINANCIAL REPORT
Michael Lautenbach reported that September was a good month. Revenues increased at both
golf courses. Rounds increased at Anaheim Hills but decreased at Dad Miller.

OLD BUSINESS
A. Golf Course Improvement Update
Michael Lautenbach stated Dad Miller Golf Course specifications for the bathroom remodel
is near completion. The plans have been received, but the specifications are being
modified. Once the specifications are done, this can go to bid.
Michael Lautenbach stated the bid came in for the Dad Miller Golf Course Tree Trimming.
The bid came in within our budget amount. Michael stated the bid is approximately
$150,000. The bid will go to City Council for approval on November 6, 2007. Michael stated
that once the bid is approved, the tree trimming will begin right away. There are about 500
trees that will be trimmed.
Michael Lautenbach stated staff is currently working on the Request for Proposal for a
Master Plan at Anaheim Hills Golf Course. Staff is concurring with other cities to avoid any
pitfalls in putting this RFP together.
Commissioner Keys questioned if overseeding could improve the turf grass during the winter
season. Michael Lautenbach stated this would have a major impact on play since the
course would have to be watered heavily. Vice Chairman Schultz stated the #1 and #2
fairways were overseeded. Dave Johansen stated that was done when the clubhouse was
being built. Michael Lautenbach stated it is very costly and disruptive to the golf course if
the overseeding takes place. Vice Chairman Schultz stated the ground is very hard in the
fairways and there doesn't seem to be a good base soil to get a nice fairway. Kevin Neal
stated Anaheim Hills has been on an aerification program over the last few years to alleviate
the soil conditions and it takes a few years to see a result from this program.
B. Capital Reserve Fund
Michael Lautenbach presented a first draft for a reserve fund spreadsheet, requested for by
the Golf Commission. An updated version, with estimated costs, will be presented at the
next meeting.
NEW BUSINESS
A. Pace of Play
Michael Lautenbach stated that staff is considering switching the starting holes at Anaheim
Hills Golf Course for a short test period. Staff believes that this could improve the pace of
play. It would merely be a switch of the front and back -nine holes. The GPS system will
give feedback regarding pace of play.

B. Rewards Program
Vice Chairman Schultz discussed the Rewards Program since the new system has been in
effect for a while now. Michael Lautenbach stated everyone's points have been updated
and everyone should have the points they are supposed to have.
C. Ball Machine Cards
Commissioner Keys questioned if the ball machine cards could get a $25 refill on the card.
Michael Lautenbach stated currently there are 2 card programs in place, a $50 and $100
program. Bob Johns stated a $25 increment would mean that refills on cards would occur
often since $25 will only pay for 3 large buckets of balls. Vice Chairman Schultz stated that
the $25 increment should be taken into consideration. Michael Lautenbach stated this will
be looked into and further discussed.
ADJOURNMENT
Commissioner Wright made a Motion, seconded by Chairman John McCulloch, to adjourn the
meeting to November 29, 2007 at 10 a.m., at Anaheim Hills Golf Course — Clubhouse
Boardroom. The Motion passed. There being no further business the meeting adjourned at
6:05 p.m.
