REGULAR MEETING OF JUNE 19, 2018
The Successor Agency to the Anaheim Redevelopment Agency regular meeting was called to
order at 6:02 P.M. in City Council Chambers located at 200 S. Anaheim Blvd. in joint session
with the Anaheim City Council and Anaheim Housing Authority. The meeting notice, agenda,
and related materials were duly posted on June 15, 2018.
PRESENT: Chairman Tom Tait and Agency Members: Jose F. Moreno, Kris Murray,
James Vanderbilt, Denise Barnes, Lucille Kring, and Stephen Faessel.
STAFF PRESENT: Interim City Manager Linda Andal, Acting City Attorney Kristin Pelletier,
and Acting Secretary Theresa Bass.

CONSENT CALENDAR: At 8:32 P.M., the Consent Calendar was considered with Mayor Tait
pulling Item No. 1 for discussion. Agency Member Kring moved to approve the balance of the
consent calendar as presented, seconded by Agency Member Moreno. APPROVED VOTE:

Faessel); NOES — 0. Motion carried.
SA162 2. Approve minutes of Successor Agency to the Redevelopment Agency meetings of
December 19, 2017 and April 10, 2018.
END OF CONSENT:
1. Approve and authorize the Agency Executive Director, or designee, to execute a
AGR -1138 Memorandum of Understanding and License Agreement, in substantial form, by and
between the City of Anaheim and the Successor Agency to the Redevelopment Agency,
in the amount of $1.00 annually, for office and program space on the first floor of 290 S.
Anaheim Boulevard for the Chrysalis Employment Program for a two year term with an
option to renew for two additional one-year terms and provide back -stop funding, only as
necessary, in an amount not to exceed $100,000 annually.
Chariman Tait stated this was a bright spot for the future of the city in dealing with homeless
issue, as a job can bring value, dignity, and has great redemptive value. He reported he met
the folks at Chrysalis a few years ago and learned about their successful jobs program directed
specifically to the homeless and cited their great success in Los Angeles where thousands of
people have gone through the program via a path out of homelessness and a path to dignity,
opportunity, and success. He expresses his excitement that Chrysalis was coming to Anaheim
and stated the City was working to get them started as soon as possible. Chairman Tait

commended Interim City Manager Linda Andal for her efforts in bringing Chrysalis to Anaheim
and addressing homelessness holistically.
Interim City Manager Linda announced she was pleased to bring jobs program forward for
Council consideration, a program Mayor Tait announced during his 2017 State of the City
address, which would help fill a void as the City continues to find solutions to addresses
homelessness in Anaheim. She reported Chrysalis is a successful employment program that
assists low income, homeless, and re-entry individuals to prepare them for, find, and retain
employment. They have had great success in Los Angeles County over the past three
decades, and staff was excited they selected Anaheim as their first location outside of LA
County. Ms. Andal reported she toured their facility and could attest to their innovative model
and scope of services and operation. She thanked Mark Loranger, CEO of Chrysalis, Greg
Garcia, Acting Assistant City Manager, and Community and Economic Development Director
John Woodhead for their collaboration and brining this to fruition.
Acting Assistant City Manager Greg Garcia provided background and information about the
proposed agreement. Upon hearing of Chrysalis's interest in expanding their program outside
LA County, Mr. Garcia reported Anaheim has been actively pursuing a partnership with
Chrysalis to come to Orange County for at least a year. After conducting due diligence on their
part, Chrysalis notified the city in April 2018 of their interest in opening their newest location in
Anaheim. Mr. Garcia described services to be provided in new Chrysalis Employment Center
will include phones and computers for clients to communicate with potential employers, a
computer lab to search for or apply for jobs, one-on-one resume writing and interview training,
transportation to enable clients to get to job interviews, and access to business attire and
personal grooming items, along with other crucial on-going support. Further, Chrysalis has
committed to working collaboratively with the City of Anaheim as well as Orange County's
continuum of care agencies to support regional efforts to address homelessness. Mr. Garcia
explained the proposed MOU and license agreement will allow Chrysalis to establish their new
employment program at 290 S. Anaheim Blvd., just adjacent to City Hall, for a term of two years
with an option to renew for two additional one-year terms. Use of the first floor of building will be
provided to Chrysalis for $1/year but they will be responsible for security costs and utilities of the
licensed area. Additionally, they will invest in improvements to the building before they move in.
Mr. Garcia continued that the City's financial commitment is primarily met with the in-kind
donation of the office space at 290 S. Anaheim Blvd. but the agreement also includes a back-
stop provision that commits funding not to exceed $100,000 annually should Chrysalis be
unable to raise sufficient funds from other regional partners such as the County. However, Mr.
Garcia noted, the City and Chrysalis have already secured ongoing financial commitments from
the County of Orange and other Orange County cities, and identified ongoing grant funds such
as from the North Orange County Public Safety Task Force. As such, staff is confident the
City's need to supplement back -stop funding will be minimal, if at all, as the program evolves.
Mark Lonager, Chrysalis CEO, stated it was an honor to be in Anaheim with the culmination of a
long process for the 34 -year-old organization to open its fourth office here in Anaheim. He
reported Chrysalis's mission is all about jobs and he recognized the passion of the Anaheim
community for employment and the dignity of work. He stated their job is to work with people
who have become disconnected from the workforce through homelessness, interaction with the
criminal justice system, or any other number of barriers and help them get back on the path to
self-sufficiency by finding and retaining a job, as a job provides not only a paycheck but dignity
and self-respect and enables them to live the life they want. He explained the traditional
unemployment system in California does not have the resources or level of individual attention
to help the homeless and those with criminal convictions. Chrysalis's approach is to work with

every client as an individual, using a structured approach to what they do, where each client
goes through classes, workshops, gets a resume, and practices interviews. A difference in their
approach is intensive one-on-one case management with an employment specialist and the
opportunity to work in one of three transitional jobs businesses, owned and operated by
Chrysalis, for up to a year to provide individuals the opportunity to learn what it's like to go back
to work again, get a paycheck, what to do with the paycheck, savings, how to save for first/last
months' rent, and how to respond to supervision. He shared that last year, 1,700 people rang
the bell of getting a job and 70% were still working a year later. He showed a video showing
Chrysalis's methods and client successes.
Mr. Lonager shared that Chrysalis chose Anaheim due to its open arms, level of support from
staff and surrounding social service agencies, and the community overall. He looked forward to
working with the city and partners to make this a reality and announced the office would
hopefully open in late fall.
DISCUSSION: Agency Member Murray expressed her happiness that this was coming to
fruition, thanked Mr. Lonager for a tour of the LA facilities, and thanked the mayor and staff for
working together to help transform lives in Anaheim and the County.
Agency Member Vanderbilt expressed concerns with previously-identifed seismic issues at the
facility and asked if those were considered. Community and Economic Development Director
John Woodhead explained the seismic issues were raised by the State of California and
partners at One -Stop facility using the building that could not obtain a certification from the State
to occupy that particular building. He continued that the issues have not been addressed, but
staff has limited Chrysalis's occupancy to the first floor rather than the 2nd and 3rd floor where
most of the issues are.
Agency Member Moreno thanked the mayor, welcomed Mr. Lonager to Anaheim, and asked
how housing was located for their clients. Mr. Lonager responded that they foster good
relationships with local housing partners, as it is critical to have a consistent place to sleep in
order to hold a job successfully, and he expected to formalize those relationships and have the
case managers have personal relationships with their housing peers to help their clients in the
best fashion.
Chairman Tait thanked Ms. Andal for seeing this through, thanked Mr. Woodhead for the use of
the vacant building, and welcomed Chrysalis to Anaheim, offering to help in any way.
MOTION: Agency Member Faessel moved to approve and authorize the Agency Executive
Director, or designee, to execute a Memorandum of Understanding and License Agreement, in
substantial form, by and between the City of Anaheim and the Successor Agency to the
Redevelopment Agency, in the amount of $1.00 annually, for office and program space on the
first floor of 290 S. Anaheim Boulevard for the Chrysalis Employment Program for a two year
term with an option to renew for two additional one-year terms and provide back -stop funding,
only as necessary, in an amount not to exceed $100,000 annually, seconded by Agency
