2003-072RESOLUTION NO. 2003R - 72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM DESIGNATING WINSTON ROAD BETWEEN IRIS STREET AND PALM STREET AS A ~PERMIT PARKING ONLY" STREET (PERMIT PARKING AREA NO. 15) WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim Municipal Code authorizes the City Council to, by resolution, designate any streets, or portions thereof, as "Permit Parking Only" streets; and, WHEREAS, a petition containing signatures of in excess of seventy-five percent of the property owners has been submitted to the City; and, WHEREAS, the Police Department has determined that it is feasible to enforce a "Permit Parking Only" restriction in the area hereinafter described; and, WHEREAS, a shortage of reasonably available and con- venient residentially-related parking spaces exists in the area; and, WHEREAS, no unreasonable displacement of commuter vehicles into surrounding residential areas will result if this restriction is imposed; and, WHEREAS, no alternative solution to the parking problems in this area is feasible or practical; and, WHEREAS, due to parking congestion on those streets hereinafter set forth, the City Council hereby finds and determines that parking on those street should be limited to persons possessing permits; and, WHEREAS, the establishment of a "Permit Parking Only" area on the streets hereinafter set forth is necessary to enhance the public health, safety and welfare of the residents of the area, the users of the public streets and the public at large. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim, that parking on the following City street shall be limited to those persons possessing a properly displayed permit to park: Permit Parkinq Area No. 15 The following street is hereby designated as Permit Parking Area No. 15 for which a properly displayed valid parking permit shall be required to park: The north and south sides of Winston Street from Iris Street to Palm Street. Nothing contained in this resolution shall be construed to authorize parking or stopping where such parking or stopping is otherwise prohibited. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of An a2003, hereof April , MAYOR OF THE ~ITY~OF ANAHEIM CL~Y CLER~ OF THE CITY OF ANAHEIM 15656.13 ClT~ OF ANAHEIM- CALIFORNIA COUNCIL POLICY Subject: Policy ' Effective PER~IT PAR.~INO Number Date Page 217 8/22/89 1 of 2 PERMIT PARKING COUNCIL POLICY The Council finds that creation of PREFERENTIAL PARKING ZONES in certain residential areas of the City is required to diminish noise, traffic hazards, and environmental pollution caused by commuter vehicle traffic, and that such zones are necessary to provide reasonable available and convenient parking for the benefit of the adjacent residents. The Council may establish a PREFERENTIAL PARKING ZONE by resolution within a designated area of the City provided the Council finds all of the following provisions present. 1. A petition containing signatures of 75% of the affected property owners; only one signature per dwelling unit will be considered; 2. Residents have provided vehicle license numbers of all vehicles registered at the street address on which the permit parking zone is proposed; 3. The PREFERENTIAL PARKING ZONE shall never end mid-block, but shall instead continue to the end of a block; 4. Enforcement feasibility has been determined by the police department: 5. Vehicles operated by persons whose destination is to premises other than the subject residential neighborhood, hereby defined as commuter vehicles, substantially interfere with the use of a majority of the available public street parking spaces on the block. The interference by the commuter vehicles referred to occurs at regular daily or weekly intervals; 6. No unreasonable displacement of commuter vehicles into surrounding residential areas will result; 8. No alternative solution to the above parking problems is feasible or practical.
