CALL TO ORDER — The agenda having been posted on June 11, 2018 10, 2018, the regular meeting of the
Anaheim Public Library Board of Trustees was called to order by Chair Laviguer at 5:07 p.m.
PRESENT: Rose Chen, David Laviguer, John Leos, Stan Oftelie
ABSENT: Claudia Perez -Figueroa

I. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS:
A. FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The June 2nd multi -media sale went well.
The Friends took in $404. The next sale is September 1,, 2018. The Friends Book Nook received a nice
donation of $300. Nancy Carlberg and Diane Sargent represented the Friends at the WAND BBQ.
B. FRIENDS OF THE CANYON HILLS LIBRARY: Summer Activities at Canyon Hills Library promise
wonderful experiences for families! Their annual Carnival to open Summer Reading will be held Saturday
June 161h. Flights of Fantasy Story Theatre on June 21It will offer interactive fables and folktales for all
ages. One June 28th they will host two activities, teens will have a Green Screen Experience, playing and
creating a video and all ages will be able to see animals jump right off the screen in the ANI -MOTION
show. At the July 511, Annual Flying Toys Workshop, participants will make crafts, including a trick paper
airplane. Space exploration and principles of space shuttle landings, plus a hands-on engineering
experiment will be featured at Steamport on July 12th. The annual Teddy Bears' Picnic will take place on
July 14th. The Party Puppet Show on July 19th will showcase music and variety performance. The July
26th Workshop of Imagination will result in participants making their own unique puppet, creating a story,
and performing their story. FOCAL is proud to provide support of these exciting summer programs at
Canyon Hills Library.
C. ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: The Foundation approved over $40,000 from
the Library's wish list, including funding for the marketing tool Patron Point, support for eBooks, teen
programming, and materials. They will be focusing on obtaining new members and membership renewal
next month as well as finding authors for the next Mystery Authors Luncheon scheduled for April 7, 2019.
D. UNSCHEDULED ORAL COMMUNICATION: Cynthia Hicks welcomed the Library Board to the
Canyon Hills Library and provided information on the status of the Reading Garden that is being is
developed.
E. WRITTEN COMMUNICATION FROM OTHERS: None.
II. APPROVAL OF MINUTES OF THE MAY 14, 2018: The minutes were approved as presented.

III. UNFINISHED BUSINESS:
A. LIBRARY RULES OF CONDUCT: The City Attorney's Office is reviewing the possibility of having the
Rules of Conduct made into an Ordinance that will also apply to other Community Services facilities that
directly serve the public.
B. CHILDREN BEHAVIOR GUIDELINES: Examples from other jurisdictions will be shared at future
meeting.
IV. NEW BUSINESS:
A. LIBRARY FINES AND FEES: Thomas Edelblute presented the Fines and Fees as proposed by the Finance
Department that include a 15% increase. MOTION: THE LIBRARY BOARD SUPPORTS THE
ANAHEIM PUBLIC LIBRARY FINES AND FEES AS PRESENTED. M/S: RC/JL — 4 ayes
B. ANAHEIM PUBLIC LIBRARY BOARD REPORT TO CITY COUNCIL ON THE CONDITION OF
THE LIBRARIES FOR FISCAL YEAR 2017/18 PER ARTICLE IX. APPOINTIVE BOARDS AND
COMMMSIONS, SECTION 908: The Board directed staff to use a similar format as previous years,
highlighting current year achievements, top priorities for next year, and areas of concern. The areas of
concern the Board would like highlighted are the declining size of the collection and staffing to restore
Saturday hours to branch libraries that no longer offer them due to past budget reductions. The Board
believes the financial investment from the City for these items have a direct correlation on declining
circulation and patron count.
