A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM APPROVING A LETTER OF
UNDERSTANDING BETWEEN THE CITY OF ANAHEIM AND THE
ANAHEIM POLICE ASSOCIATION
WHEREAS, the City of Anaheim and the Anaheim Police Association,
have met and conferred and reached an understanding regarding Article 59.1.3 of the
Memorandum of Understanding; and
WHEREAS, the Anaheim Police Association is in agreement with the
recommendation contained in said Letter of Understanding; and
WHEREAS, as a result thereof, the Letter of Understanding dated May 12,
2003 between the parties has been prepared and signed; and
WHEREAS, the City Council of the City of Anaheim does find that it is in
the best interest of the City of Anaheim to approve said Letter of Understanding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim that the Letter of Understanding dated May 12, 2003 between the Anaheim
Police Association and the City of Anaheim, a copy of which is attached hereto and
incorporated by reference herein, is hereby approved.
THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim this 2o'0h May 2003.

and the

The Anaheim Police Association ("APA'~ and the City of Anaheim ("CITY'~ have met and
conferred, and reached an agreement to amend Article 59.1.3 of the Memorandum of
Understanding between the parties as follows:
59.1.3
Effective 2003, ANAHEIM shall increase/ts contribution to the premiums for the
various health plans each January. This contribution shall be based on the
Consumer Pr/ce Index, All Items Index- Urban Wage Earners and Clerical
Employees (CPI-W), for the area idenNfied as Los Angeles - Riverside - Orange
County. The increase in ANAHEIM's contribution shall be equal to the percent
change for the year ending July May of the prior calendar year plus seventy-five
percent (75%) of any amount above the CPI-W. (For example, the City's
increase/n contribution for calendar year 2003 20~ shall equal the percent
change/n the CPI-W for the year ending J~;~'.~%~, May 2~$ plus 75% of the
amount of the health prem/um increase that exceeds the percent change/n the
CPI-W for the year ending July 2002 Mmv 2~$).
Employees who are covered by other health plans may present proof of such
coverage in order to receive $100 per month/n lieu of health benefits provided
herein. This shall apply to the dependent spouse of mar#ed Anaheim employee
couples. In the event an employee who has elected this option loses health
coverage for any reason, and nob'ties ANAHEIM of such loss within five (5)
working days, he/she may enroll immediately in any plan offered by ANAHEIM.
Employees may re-elect the "opt-out" op#on annually during open enrollment, or
may enroll in a City sponsored health plan. Effective January 1, 2003, the
payment shall be increased to $125 per month.
