A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM (I) DESIGNATING THE ANAHEIM
PRIVATE INDUSTRY COUNCIL AS THE
ADMINISTRATING AGENCY FOR WELFARE-TO-WORK
PROGRAM FUNDS AND (H) AUTHORIZING THE
EXECUTION OF WELFARE-TO-WORK PROGRAM
DOCUMENTS.
WHEREAS, in 1996, Congress enacted the Personal Responsibility and Work Opportunity
Reconciliation Act which consolidated various programs into a single block grant named the
Temporary Assistance for Needy Families Program; and
WHEREAS, the Employment Development Department has been designated as the state
administrative entity for Temporary Assistance for Needy Families Program funds; and
WHEREAS, the Welfare-To-Work amendment to the Temporary Assistance for Needy Families
Program designates the Private Industry Councils as the local administrative entities for the
Welfare-To-Work Grant Program; and
WHEREAS, the Employment Development Department has adopted that certain Local Planning
Guidance for the Federal Formula Welfare-To-Work Program (the "Planning Guidance") to assist
in the administration of the Welfare-To-Work Program; and
~,VHEREAS, the Employment Development Department has directed city councils and Private
Industry Councils to establish fiscal responsibility and designate the appropriate local Private
Industry Council as the administrative agency for the Welfare-To-Work Program funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. Acknowledgment Regarding Use of Welfare-To-Work Funds. The City
Council of the City of Anaheim acknowledges that the City of Anaheim shall be liable to the State
of California Employment Development Department for all Welfare-To-Work Program funds not
expended in accordance with the Planning Guidance, the local Welfare-To-Work Subgrant, the
Welfare-To-Work law and implementing regulations and shall return such funds to the
Employment Development Department.
