RES-2018-119RESOLUTION NO. 2018 - 1 1 9 A RESOLUTION OF THE ANAHEIM CITY COUNCIL REQUESTING ADDITIONAL RESOURCES FROM THE COUNTY OF ORANGE THAT WOULD INCREASE THE NUMBER OF MENTAL HEALTH CLINICIANS AND LAW ENFORCEMENT PERSONNEL NEEDED TO PROPERLY ADDRESS THE EXISTING CHALLENGES IN ANAHEIM CITY PARKS AND NEIGHBORHOODS WHEREAS, the City of Anaheim and the County of Orange are both committed to addressing homeless issues in Anaheim and throughout the county; and WHEREAS, the City of Anaheim and the County of Orange partnered to open the Bridges at Kramer Place in 2017, the first year-round homeless shelter and service center in Orange County, providing 200 hundred beds to help individuals battling homelessness; and WHEREAS, the City of Anaheim became shelter to over 100 individuals throughout the city as the direct result of the clearing of homeless encampments at the Santa Ana River, including motel properties along Beach Boulevard such as the Baymont Hotel; and WHEREAS, the City of Anaheim continues to work towards securing a new emergency shelter as well as recuperative care housing and permanent supportive housing to meet the needs of the city's homeless population; and WHEREAS, the City of Anaheim continues to provide and fund resources through various non- profits, faith based communities, and homeless outreach teams to proactively help remove barriers to assist the homeless population reach a sustainable life; and WHEREAS, the City of Anaheim responds to thousands of calls for service annually involving individuals suffering from mental illness and in mental health crisis, a significant number of whom are homeless; and WHEREAS, the City of Anaheim currently deploys one (1) mental health clinician that works in conjunction with the Anaheim Police Department as a Psychiatric Emergency Response Team (PERT) to respond to and address mental health incidents across the City, including the entire homeless population in Anaheim; and WHEREAS, in the twelve month period ending July 31, 2018 PERT handled 1,568 calls for service, and in the calendar year conducted 998 case management follow-up visits and issued 150 mental health holds (Welfare & Institutions Code 5150); and WHEREAS, mental health committals (5150) in the City increased 30% from calendar year 2016 to 2017, and are up 9% year to date; and WHEREAS, the addition of new resources in the form of more mental health clinicians and police first responders would significantly help reduce behavioral escalation and proactively help hundreds of individuals that are experiencing mental crisis; and WHEREAS, these additional resources would further reduce the impacts of these calls on the police department's limited patrol resources thereby freeing up officers to respond to emergencies, prevent crime and improve quality of life in neighborhoods; and WHEREAS, the County of Orange has significant dedicated funding set-aside for homeless assistance, as well as specific funding for mental health services; and NOW THEREFORE, BE IT RESOLVED that the City of Anaheim does affirms its commitment to partnering with the County of Orange and other regional stakeholders in seeking new solutions to address the homeless issue in our community. BE IT FURTHER RESOLVED that the City of Anaheim requests assistance from the County of Orange to fund an additional five (5) mental health clinicians that will assist the City of Anaheim providing mental health programs to those in need. BE IT FURTHER RESOLVED that the City of Anaheim also requests assistance from the County of Orange to fund an additional ten (10) police officers to serve as first responders to mental health crisis and work side-by-side with these mental health professionals to reduce behavioral escalation and ensure the safety of individuals and care providers. BE IT FINALLY RESOLVED that the City of Anaheim seeks to be advised of the County of Orange's complete plan for the homeless currently residing at the Baymont Hotel for temporary housing while collaborating with county officials to find long term solutions that properly address the needs of those individuals as well as ensure the safety of the impacted neighborhoods in west Anaheim.
