RA2000/11/07II ANAHEIM, CALIFORNIA ANAHEIM REDEVELOPMENT AGENCY MEETING NOVEMBER 7, 2000 The Anaheim Redevelopment Agency met in regular session. PRESENT: Chairman Tom Daly, Agency Members: Tom Tait, Shirley McCracken, Lucille Kring, Frank Feldhaus. STAFF PRESENT: City Manager Jim Ruth, City Attorney Jack White, Secretary Sheryll Schroeder. A copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted on November 3, 2000 at the City Hall inside and outside bulletin boards. Chairman Daly called the regular meeting to order at 6:37 P.M. in the Council Chambers of the Anaheim City Hall, 200 South Anaheim Boulevard. ADDITIONS/DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: None. CONSENT CALENDAR ITEM 1: Agency Member Kring moved approval of Agency Consent Calendar Item 1. Roll call vote: Ayes - 5; Chairman Daly, Agency Members McCracken, Tait, Kring, Feldhaus. Noes- 0. Motion carried. RESOLUTION NO. ARA 2000-6 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY authorizing commencement of the Plan Amendment Process for Amendment No. 3 to the redevelopment plan for the River Valley Project Area. RESOLUTION NO. ARA 2000-7 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY consenting to and calling for a joint public hearing on the proposed Amendment No. 3 to the redevelopment plan for the River Valley Redevelopment Project. Joint public hearing scheduled for December 12, 2000. Executive Director of Community Development, Elisa Stipkovich, explained that the site was previously owned by the City. She said it was unusual in that the City, not the Redevelopment Agency, owned the site. She noted staff had worked to market the site and had originally sold it to Hopkins-Gangie, a developer who proposed retail on the site and later changed it to a site plan with light industrial, research and development type. She said that was then purchased by the Pollygon Group and they got approval and entered into an agreement with the City. She said staff looked at the transaction when the property was transferred to see if there was any land use change or any change in land value and it was determined that there was no change in land value at that time and approved the transfer to Pollygon. Pollygon, she added, had started a process of divesting themselves of their properties due to the health condition of the owner and they ANAHEIM REDEVELOPMENT AGENCY MEETING MINUTES NOVEMBER 7, 2000 PAGE 2 put the subject property out in the market place and the only reasonable offer they received was from a residential developer, the Olsen Company. Staff indicated that they reviewed the residual land value analysis and also the land use but it was then decided to go forward under the rezoning and general plan amendment. Chairman Daly asked why the Redevelopment Agency was not apprised of the change in plans. Ms. Stipkovich said that staff may not have made it as clear as they could have, but the process of changing the general plan was approved and that took the lead in terms of letting the Agency make the decision. She said an amendment to the agreement to transfer the land to Olsen and the change in land use would come to a future agenda. She noted this was an unusual approval process. Chairman Daly asked if the Agency Directors had to approve the sale of property from Pollygon to Olsen and Ms. Stipkovich said yes, including the price and the change in land use. Chairman Daly asked when that would come forward and she responded it was planned on the next agenda. He asked if there was a loss of revenue to the Agency and she said she did not think so. Agency Member Kring moved to approve Resolution Nos. ARA 2000-6 and ARA 2000-7. Roll call vote: Ayes - 5, Chairman Daly, Agency Members McCracken, Kring, Tait, Feldhaus. Noes-0. Motion carried. ADJOURNMENT: There being no further business, Chairman Daly moved to adjourn the Anaheim Redevelopment Agency, seconded by Agency Member McCracken. Motion carried unanimously.
