ANAHEIM REDEVELOPMENT AGENCY MEETING
NOVEMBER 14, 2000
The Anaheim Redevelopment Agency met in regular session.
Present: Chairman Tom Daly and Agency Members Tom Tait, Lucille Kring, Frank Feldhaus
and Shirley McCracken.
Staff Present: City Manager Jim Ruth, City Attorney Jack White, Secretary Sheryll Schroeder,
Executive Director of Community Development, Eliza Stipkovich.
A copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted on
November 9, 2000 at the City Hall inside and outside bulletin boards.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at
6:49 P.M. in the Council Chambers of the Anaheim City Hall, 200 South Anaheim Boulevard.

PUBLIC COMMENTS: None.
CONSENT CALENDAR ITEMS '1 -5:
Chairman Daly asked if the project with Paint Your Head Out Anaheim, Item 2, would include
the historic structure.
Executive Director of Community Development, Elisa Stipkovich, said the Hatfield Housing was
going to be developed as a single family residence, it would be everything east of that location.
Elisa Stipkovich introduced Mark Hoffman, Chief Operating Officer, regarding the new corporate
headquarters of Pacific Sunwear.
Mr. Hoffman expressed the company's appreciation to the Community Development
Department throughout the negotiation process.
Regarding Item 4, the third amendment for the Shorb Wells site, Chairman Daly said he would
cast a no vote due to being uncomfortable with the financial details and change in direction.
Agency Member McCracken asked if there was further information on the financial impact of
Item 4.
Ms. Stipkovich said that the new project would be an increase in tax increment over the
previous proposed project.
Chairman Daly noted there was the expense side of the ledger and the revenue side, asking if
the General Fund would incur more costs.
Ms. Stipkovich said it probably would, she had not completed an analysis on the residential
versus office use.

Agency Member McCracken moved approval of Redevelopment Agency Consent Calendar
Items 1-5, seconded by Redevelopment Agency Member Kring. Chairman Daly voted no on
Item 4. Motion carried unanimously.
Approve and authorize the Executive Director of Community Development to execute
Amendment No. 2 to the Professional Service Agreement with Gilray Enterprises, Inc., to
increase the total contract authority by $75,000 for a revised not to exceed limit of
$350,000 for environmental consulting services in connection with Redevelopment and
City projects.
Approve and authorize the Executive Director of Community Development
Department to execute a Negotiation Agreement between the Agency and Paint
Your Head Out, Inc. to grant the developer 120-day period to prepare a
proforma, site plan, floor plan, elevation drawings, a scope of development and
construction schedule in connection with the development and construction
schedule in connection with the development of the Agency owned site at the
northwest corner of Lincoln and East Streets.
Approve and authorize the Executive Director of Community Development
Department to execute an Owner Participation Agreement with Pacific Sunwear
of California, Inc., regarding 3450 East Miraloma Avenue, and approve the
Preliminary Design to provide assistance for the expansion of the Pacific
Sunwear Corporate Headquarters and Distribution Center.
Approve Amendment No. 3 to the Disposition and Development Agreement by
and between the City, Redevelopment Agency, Olson Urban Housing L.L.C. and
approve the design concepts for "Shorb Wells" site, 12.7 acres located at the
northwest corner of La Palma Avenue and Weir Canyon.
Approve minutes of the Anaheim Redevelopment Agency meetings held October
17, 2000 and October 24, 2000.
ADJOURNMENT:
There being no further business, Chairman Daly moved to adjourned the Anaheim
Redevelopment Agency, seconded by Agency Member McCracken. Meeting adjourned at 6:57
P.M.
