ORDINANCE NO. 5862
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
SECTION 1.04.810 OF CHAPTER 1.04 OF TITLE 1 OF THE
ANAHEIM MUNICIPAL CODE RELATING TO THE
COMMUNITY SERVICES BOARD
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Section 1.04.8 10 of Chapter 1.04 of Title 1 of the Anaheim Municipal Code be,
and the same is hereby, amended in its entirety to read as follows:
"1.04.810 COMMUNITY SERVICES BOARD; MEMBERSHIP AND TERMS.
.010 The Community Services Board shall consist of eleven members, none of whom shall
hold any paid office or employment in the City government.
.020 The members of the Community Services Board shall be appointed by the City
Council from the qualified electors of the City and shall be subject to removal by motion of the City
Council adopted by the affirmative vote of a majority of the total membership thereof.
.030 Each member of the Community Services Board shall serve for a term of four years
and until his or her respective successor is appointed and qualified. Terms of members shall be
staggered so that the terms of three members shall expire on the thirtieth day of June of each year
except for each fourth year when the terms of two members shall expire on the thirtieth day of June
of such year.
.040 A vacancy occurring before the expiration of the term of a Board member shall be
filled by appointment by the City Council for the remainder of the unexpired term.
SECTION 2. OPERATIVE DATE OF ORDINANCE; REORGANIZATION.
This ordinance shall become operative on the thirty-first day following its adoption. At the
time the City Council makes any appointments or reappointments of members of the Community
Services Board to fill any terms which expire on June 30, 2003, or to fill any terms which become
vacant pursuant to Section 1.04.395 of the Anaheim Municipal Code, whichever occurs first, the
City Council shall reorganize the staggered terms of all Community Services Board members to
conform to the requirements of subsection .030 of Section 1.04.8 10 as amended by this ordinance,
notwithstanding any other provision of the Anaheim Municipal Code to the contrary.

SECTION 3. SEVERABILITY
The City Council of the City of Anaheim declares that should any section, paragraph,
sentence or word of this ordinance hereby adopted be declared for any reason to be invalid, it is the
intent of the Council this it would have passed all other portions of this ordinance independent of
the elimination herefrom of any such portion as may be declared invalid.
SECTION 4. SAVINGS CLAUSE
Neither the adoption of this ordinance nor the repeal or amendment of any other
ordinance of this City shall in any manner affect the prosecution for violations of ordinances, which
violations were committed prior to the effective date thereof, nor be construed as a waiver of any tax,
license or penalty or of the penal provisions applicable to any violations thereof. The provisions of
the ordinance, insofar as they are substantially the same as ordinance provisions previously adopted
by the City relating to the same subject matter, shall be construed as restatements and continuations,
and not as new enactments.
THE FOREGOING ORDINANCE is approved and adopted by the City Council of
