A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM RELATING TO THE EXEMPT SERVICE POSITIONS OF
CITY COUNCIL ASSISTANTS AND MAYOR'S ASSISTANT
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. CREATION OF POSITIONS.
Pursuant to paragraph .0106 of subsection .020 of Section 1.05.030 of the Anaheim Municipal
Code, there are hereby created the multiple positions of City Council Assistant. The positions of City
Council Assistant shall be divided into the classifications of Council Assistant I, Council Assistant IIA,
Council Assistant liB and Mayor's Assistant. Except where otherwise expressly provided in this
resolution, the positions of Council Assistant I, Council Assistant IIA, Council Assistant IIB and Mayor' s
Assistant shall be collectively referred to herein as either "City Council Assistant" or "Assistant."
SECTION 2. DUTIES.
The City Council Assistant shall provide assistance and support to an assigned City Council
member in the performance of the city council member' s official duties and responsibilities. The duties
of the City Council Assistant I, Council Assistant IIA, Council Assistant IIB and Mayor's Assistant to
the Mayor shall be as generally set forth in the job description for each such position as approved by the
City Council. The specific work and tasks of each Assistant shall be as determined by the City Manager
based upon direction received by the City Manager from the individual City Council member to whom
such Assistant is assigned. No City Council Assistant, while on official duty, shall perform or be
requested to perform, nor be compensated by the City for performing, any tasks or services of a political'
or personal nature or any tasks or services not related to the official duties and functions of the City
Council member to whom such Assistant is assigned.
SECTION 3. APPOINTMENT, REMOVAL AND TEMPORARY NATURE
OF POSITIONS.
Pursuant to Section 604 of the City Charter and Section 1.04.110 of the Anaheim Municipal
Code, City Council Assistants shall be deemed employees of the City Manager Department of the City
and shall be subject to the appointment and removal of the City Manager at any time, with or without
cause. City Council Assistants shall be at-will, confidential, part-time employees in the exempt service
of the City. All such positions and appointments shall be temporary in nature. In no event shall any
Assistant have any expectation of permanency of employment with the City. In no event shall the term
of employment of any Assistant extend beyond the term of city office of the City Council member to
whom such Assistant is assigned. A City Council member may recommend to the City Manager the
appointment or removal of any Assistant assigned or to be assigned to such City Council member.
SECTION 4. APPOINTMENTS TO BE MADE AT THE REQUEST OF
INDIVIDUAL CITY COUNCIL MEMBERS.
The appointment and assignment of City Council Assistants to each individual member of the City
Council shall be made at such times and in such numbers as requested by each individual City Council
member.
SECTION 5. ANNUAL BUDGET APPROPRIATIONS; TOTAL NUMBER
OF ASSISTANTS AND ANNUAL HOURS WORKED.
As part of the annual budget, or at such other times as determined by the City Council, the City
Council shall each year appropriate funds for City Council Assistant(s) for each member of the City
Council. Each City Council member shall determine the number of Assistants assigned to such City
Council member and shall be responsible for the number of hours worked by each such Assistant,
provided that in no event shall any individual Assistant work in such position more than 1,000 hours
annually nor shall the total compensation payable annually by the City for all City Council Assistants
assigned to each City Council member exceed the annual amount budgeted and appropriated to such
position(s) for such City Council member.
SECTION 6. PERFORMANCE MONITORING.
Each member of the City Council shall be responsible for monitoring the performance of the City
Council Assistants assigned to such City Council member and shall determine and approve the number
of hours worked by each City Council Assistant within each city pay period. Each City Council Assistant
shall complete a bi-weekly time sheet in a form required by the Finance Department, which completed
time sheet shall be verified and signed by the individual City Council member to whom such Assistant
is assigned, or by such City Council member's designee. Such verified time sheet shall be submitted to
the Payroll Division of the Finance Department for payment. Time sheets and payments shall be subject
to audit by the City auditors.
SECTION 7. COMPENSATION.
City Council Assistants shall be compensated as established by the City Council.
SECTION 8. WORK AREAS AND OFFICE HOURS.
The City Manager shall be responsible for determining work stations to be assigned to City
Council Assistants, provided that each city council member shall be provided with an equal amount of
work space for his or her Assistants regardless of the number of Assistants assigned to any individual city
council member at any one time. Work space may be assigned in a common area to be shared by all
Assistants. In addition to the work space assigned by the City Manager, City Council Assistants may
work in the office of the council member to whom they are assigned with the approval and at the sole
discretion of such city council member.
SECTION 9. COMPLIANCE WITH LAWS AND REGULATIONS.

City Council Assistants shall comply with all applicable federal and state laws, provisions of the
Anaheim Municipal Code, Administrative Regulations of the City, and all policies and procedures
established for the Office of the Mayor and City Council.
SECTION 10. ACCEPTANCE OF APPOINTMENT.
Prior to accepting employment, each City Council Assistant shall be provided with a copy of this
resolution and shall read, countersign and return a signed copy hereof to the Human Resources
Department indicating that he or she acknowledges and accepts the terms of employment provided herein.
SECTION 11. DEFINITION OF TERMS.
The term "city council member" as used herein shall include the Mayor of the City of Anaheim.
SECTION 12. PRIOR RESOLUTION RESCINDED.
Resolution No. 99R-197 is hereby rescinded.
