Reports and Recommendations ITEM NO. 1A FINAL SITE PLAN NO. 2018-00001 (DEV2017-00113) Location: 1601 South Disneyland Drive Request: The applicant requests approval of a final site plan to construct an eight story, 700-room hotel with 82,000 square feet of ancillary restaurant and retail space, and a parking structure. Environmental Determination: The Planning Commission will consider if an Addendum to the previously-certified Final Environmental Impact Report No. 311 (FEIR 311) is the appropriate environmental document for this project and that none of the conditions set forth in Sections 15162 or 15163 of the State CEQA Guidelines calling for the preparation of a subsequent environmental impact report or a supplement to FEIR 311 have occurred. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15332, Class 32 (In-fill Development Projects). Resolution No. PC2018-041 Approved the final site plan VOTE: 6-1 Chairperson Carbajal and Commissioners Armstrong, Dalati, Gillespie, Keys and Lieberman voted yes. Commissioner White voted no. The proposed use would occupy approximately 27,000 square feet within the first floor of an existing office building. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Approved request for continuance to September 5, 2018 (Dalati / Gillespie) VOTE: 7-0 Chairperson Carbajal and Commissioners Armstrong, Dalati, Gillespie, Keys, Lieberman and White voted yes. AUGUST 20, 2018 PLANNING COMMISSION ACTION AGENDA 08-20-2018 Page 4 of 6 ITEM NO. 3 CONDITIONAL USE PERMIT NO. 2017-05922 VARIANCE NO. 2018-05103 PUBLIC CONVENIENCE OR NECESSITY NO. 2018-00140 (DEV2017-00053) Location: 260 South Euclid Street Request: The applicant requests approval of the following zoning entitlements: (i) a conditional use permit to demolish an existing service station and construct a new 2,253 square foot service station and convenience store; (ii) a variance to permit reduced front landscape setbacks; and (iii) an associated Determination of Public Convenience or Necessity to permit the sale of beer and wine for off-site consumption in conjunction with the convenience store. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15303, Class 3 (New Construction). Resolution No. PC2018-042 (Keys / Dalati) Approved, with an added condition of approval to state that all new landscaping shall be installed in conformance with Chapter 18.46 “Landscape and Screening” of the Anaheim Municipal Code and shall be maintained in perpetuity. Landscaping shall be replaced in a timely manner in the event that it is removed, damaged, diseased and/or dead. VOTE: 7-0 Chairperson Carbajal and Commissioners Armstrong, Dalati, Gillespie, Keys, Lieberman and White voted yes. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15311, Class 11 (Accessory Structures). Resolution No. PC2018-043 (Gillespie / Lieberman) Approved with the following modifications: Deleted Condition No. 9 Modified Condition No. 11 to replace the language “property” to “sign program”. VOTE: 7-0 Chairperson Carbajal and Commissioners Armstrong, Dalati, Gillespie, Keys, Lieberman and White voted yes. The amendment is to modify or delete a condition of approval pertaining to a requirement to retrofit windows at an existing motel adjacent to the subject property for sound attenuation purposes. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Resolution No. PC2018-044 (Dalati / White) Approved with an added condition of approval requiring that the applicant shall tender $6,000.00 to the owner of the motel immediately adjacent to and north of the subject property. VOTE: 5-2 Chairperson Carbajal and Commissioners Dalati, Gillespie, Keys and White voted yes. Commissioners Armstrong and Lieberman voted no.
