RESOLUTION NO. 89R- 359
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM ADOPTING THE POLICY
CONCERNING THE ESTABLISHMENT OF "PERMIT
PARKING ONLY" AREAS.
WHEREAS, the City Council is authorized, pursuant to
Chapter 14.32 of Title 14 of the Anaheim Municipal Code, to
establish "Permit Parking Only" Areas; and
WHEREAS, it is desirable to establish a policy relating
to the establishment of such areas.
NOW, THEREFORE, BE IT RESOLVED that the City Council does
hereby adopt that certain policy entitled, "Permit Parking."
THE FOREGOING RESOLUTION is approved and adopted by the
Ci ty Council of the Ci ty of Anaheim this 22nd day of August, 1989.

PERMIT PARKING COUNCIL POLICY
The Council finds that creation of PREFERENTIAL PARKING
ZONES in certain residential areas of the City is required
to diminish noise, traffic hazards, and environmental
pollution oaused by oommuter vehicle traffic, and that such
zones are neoessary to provide reasonable available and
convenient parking for the benefit of the adjacent
residents.
The Counoil may establish a PREFERENTIAL PARKING ZONE by
resolution within a designated area of the City provided
the Council finds all of the following provisions present.
(1) A petition oontaining signatures of 75% of the
affected property owners; only one signature per
dwelling unit will be considered;
(2) Residents have provided vehicle license numbers
of all vehicles registered at the street address
on which the permit parking zone is proposed;
(3) The PREFERENTIAL PARKING ZONE shall never end
mid-block, but shall instead continue to the end
of a block;
(4) Enforcement feasibility has been determined by
the pOlioe department;
(5) Vehicles operated by persons whose destination is
to premises other than the subject residential
neighborhood, hereby detined as commuter
vehicles, substantially interfere with the use of
a majority of the available public street parking
spaces on the block. The interference by the
oommuter vehicles referred to occurs at reqular
daily or weekly intervals;
