The release of these documents is the culmination of over three years of public outreach, information gathering and analysis, with substantial input from the project’s Community Advisory Committee (CAC), to arrive at what staff believes is a shared vision that represents the values and desires of the West Anaheim community. The Draft EIR analyzes and discloses the environmental impacts of implementing this vision. Staff mailed the attached notice to all property owners and residents in the BBSP area and within a 300-foot radius of its boundary (over 4,100 addresses) announcing the availability of the draft documents and requesting public comments. As required by State law, staff also sent notices to all applicable government agencies and interested parties. The notice includes a link to the project’s website (www.anaheim.net/improvetheboulevard) where the public and other interested parties can access the Draft BBSP and Draft EIR. Both of these documents are also available for review in person at the Planning and Building Department, the Haskett Branch Library and the Anaheim Central Library. The attached notice also announces several opportunities for the public and other interested parties to learn more about the project and provide input, including an upcoming workshop scheduled for the Planning Commission meeting of September 17. A tentative Planning Commission hearing date is also scheduled for October 29. Staff anticipates that the project will be presented to the City Council for its consideration by November 2018. PROJECT AREA NOTICE OF AVAILABILITY BEACH BOULEVARD SPECIFIC PLAN DRAFT ENVIRONMENTAL IMPACT REPORT (SCH# 2017041042) DEVELOPMENT PROJECT NO. 2015-00014 WHAT IS THE PROJECT? The City of Anaheim is proposing to adopt the Beach Boulevard Specific Plan (BBSP) to guide future development within 283 acres along the Beach Boulevard corridor in the City of Anaheim. The proposed BBSP would establish a community-driven vision supported by new development standards, permitted and prohibited uses, design guidelines, sustainable practices, economic development incentives, and capital improvements that improve the quality of life for all future users of the corridor. Approval of the BBSP includes certification of an environmental impact report, and amendments to the General Plan, Zoning Code and Zoning Map. WHERE ARE THE BOUNDARIES OF THE BEACH BOULEVARD SPECIFIC PLAN? The Beach Boulevard Specific Plan (Project Area) encompasses approximately 283 acres along an approximately 1.5-mile portion of Beach Boulevard/State Route 39 (SR -39) in the City of Anaheim. The segment of Beach Boulevard within the Project Area borders the City of Buena Park to the north and the City of Stanton to the south. Major cross streets along the corridor within the City limits include Ball Road, Orange Avenue, and Lincoln Avenue. Existing uses within the Project Area include hospitality, commercial, residential, office, recreational, and institutional facilities. Points of interest within the area include Twila Reid Park, Schweitzer Park, West Anaheim Medical Center, and the West Anaheim Youth Center. HAS THE CITY STUDIED THE POSSIBLE EFFECTS THIS PROJECT MAY HAVE ON THE ENVIRONMENT? Yes, the City, as the LEAD AGENCY, has analyzed the environmental effects of implementing the BBSP using the standards contained in the CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA). The City has prepared a Draft Environmental Impact Report (EIR) for the Proposed Project in conjunction with the Draft BBSP Document. The Draft EIR analyzes the environmental effects of the Proposed Project. Significant effects on the environment anticipated because of implementation of this project include Aesthetics, Air Quality, Cultural Resources, Geology and Soils, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Noise, Paleontological Resources, Population and Housing, Public Services, Recreation, Transportation and Traffic, Tribal Cultural Resources and Utilities and Service Systems. The Draft EIR proposes mitigation measures that would reduce these effects to less than significant, with the exception of impacts to Air Quality, Greenhouse Gas Emissions and Transportation and Traffic, which would remain significant and unavoidable. The proposed certification of the EIR includes adoption of Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring Program. HOW CAN I LEARN MORE ABOUT THIS PROJECT? The City will hold several opportunities to learn more about this project and provide comments, including a community outreach event and workshops with the Planning Commission and City Council. The location, date and time of these events are listed on the opposite side of this notice. The Draft EIR is available for review at the Anaheim Planning and Building Department, at Anaheim City Hall (200 S. Anaheim Blvd.); the Anaheim Central Library (500 W. Broadway) and the Haskett Library (2650 W. Broadway); and, online at www.anaheim.net/planning under the Quick Link to Current Environmental Documents. The Draft BBSP Document is available on the Proposed Project’s webpage at www.anaheim.net/improvetheboulevard. A report to the Planning Commission containing staff’s recommendations will be available on the City’s website on the Thursday before the meeting at www.anaheim.net/planningcommission. The City is circulating the Draft EIR and Draft BBSP for a 45-day public review period from August 23, 2018 to October 8, 2018. Staff will address comments received by October 8, 2018 in the Final EIR. Staff will provide these comments and responses to Planning Commission as part of its staff report. WHAT WILL THE PLANNING COMMISSION DO AT THE PUBLIC HEARING? The Planning Commission is tentatively scheduled to hold a public hearing to consider the Draft EIR and the BBSP at 5:00 p.m. on October 29, 2018 in the Council Chamber. The City will separately notice the Planning Commission Meeting. The City invites you and all interested persons to attend and speak at the public hearing either for or against the DEIR and the BBSP. After reviewing reports, written public comment and listening to public comment at the hearing, the Planning Commission will vote to recommend whether the City Council should approve or deny the DEIR and BBSP. The Planning Commission may also vote to make this decision at a future Planning Commission meeting. In either case, the decision will be made at a meeting open to the public. The City Council will hold a public hearing following the Planning Commission Meeting. The City will send separate notice for the City Council meeting.
