The special meeting of June 1, 2018 was called to order at 8:32 A.M. in the chambers of Anaheim
City Hall, located at 200 S. Anaheim Boulevard. The meeting notice, agenda, and related
materials were duly posted on May 30, 2018.
PRESENT: Mayor Tom Tait and Council Members Jose F. Moreno, Kris Murray,
James Vanderbilt, Denise Barnes, and Stephen Faessel. Council Member
Lucille Kring joined during closed session.
STAFF PRESENT: Interim City Manager Linda Andal, City Attorney Robert Fabela, and Acting
City Clerk Theresa Bass
ADDITIONSIDELETIONS TO CLOSED SESSION: None
PUBLIC COMMENTS ON CLOSED SESSION ITEMS:
William Fitzgerald, Home Owners Maintaining our Environment, commented on the district
election term lottery process and on the Anaheim Police Department's Police Chief recruitment.
Mayor Pro Tem Jose Moreno stated that he was confident in the lottery process.
Mark Daniels spoke in support of Acting Police Chief Julian Harvey and encouraged Council to
appoint Chief Harvey as Police Chief permanently.
David Duran commented on the necessity of the La Palma Check-in Center and the services it
provides until homelessness issues are resolved.
Nahla Kayali, Access California, provided a full analysis report for City Council Members' review
of the Parks Plan recommendations as it relates to the Family Resource Center addition to the
Brookhurst Community Center.
Council Member Kris Murray requested that this item come forward on the June 12, 2018
City Council Meeting.
Suzanne Baker, Access California, Director of AmeriCorps Program, shared current facts and
community needs from the Anaheim Parks Plan.
Sally Chase, Access California, shared some recommendations in the Anaheim Parks Plan and
stated that the addition of Access California would be beneficial to the area.
Amira B. expressed her interest in the building of a Family Resource Center at Brookhurst
Community Center and noted its accessibility to all community members.
Lou Noble commented on Agenda Item No. 1 and referenced the Fourth and Fourteenth
Amendment of the U.S. Constitution. He stated campground structures were preferred over
homeless shelters and continued to describe the health conditions of those in shelters, as well as
the living conditions.

"The Cameraman" commented on the upcoming Chief of Police appointment and stated he would
like to see someone familiar with the department and community. He suggested that the selection
of the Chief of Police should be voted on by the community.
Bryan Kaye commented on police officer organization contributions and how he believes it affects
policy decisions regarding the homelessness.
Council Member Vanderbilt confirmed with Acting City Clerk Theresa Bass that political
contributions made to city council members are available on the City Clerk's webpage.
John Dutton expressed concerns regarding why a special meeting was called to discuss a case
scheduled in federal court on June 13th, but also questioned why the meeting included the
appointment of Chief of Police. He thanked the Anaheim Chamber of Commerce and individuals
regarding this matter.
Council Member Vanderbilt clarified with City Attorney Robert Fabela regarding the
amount of time needed for City Council to give the City Attorney direction. Mr. Fabela
stated that having more time was better for preparation purposes.
Mayor Pro Tem Jose Moreno commented that having a meeting earlier in the morning
was necessary to provide staff with clear direction and understanding of legal
ramifications should a site not be identified by June 13th, per Judge Carter's orders.
Council Member Murray questioned why this item was on the agenda, as prior discussion
and direction was given.

COUNCIL COMMUNICATIONS/AGENDA REQUESTS:
Council Member Murray requested an agenda item for the June 19, 2018 City Council meeting
regarding Access California' s proposal to consider placing a family resource center at the
Brookhurst Community Center.
Mayor Pro Tem Moreno requested a proclamation recognizing June as Muslim Heritage Month.
