Public Input: Chair Anthony Al -Jamie explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII. Public Comment. L CALL TO ORDER Chair Anthony Al -Jamie called the meeting of the Anaheim Sister City Commission (ASCC) to order at 4:03 p.m. on Monday, August 27, 2018 at the Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor, Anaheim, California. II. APPROVAL OF MINUTES MOTION: Commissioner Taline Cole offered a Motion, seconded by Commissioner Elizabeth Jabaz AND MOTION CARRIED (Vote: 9-0; Abstained: Brian O'Neal and Anna Piercy; Absent: Jackie Filbeck and Brigitte Rodgers; and, two vacant seats) that the Anaheim Sister City Commission does ITEM NO. 03 Anaheim Sister City Commission August 27, 2018 Page 2 hereby approve the minutes from the ASCC meeting held on July 16, 2018 as presented. III. TEASURER'R REPORT Treasurer Jim Dinwiddie presented the latest copy of the Treasurer's Report dated August 6, 2018. Since the last report, families were paid the stipends, which totaled $2700, and Vice Chair Dinwiddie was reimbursed $185.49 for the flower class, leaving the current balance at $7,174.53. Treasurer Dinwiddie noted the Mito funds have not yet been deposited to the Sister City account. MOTION: Commissioner Jerry O'Keefe offered a Motion, seconded by Commissioner Taline Cole AND MOTION CARRIED (Vote: 11-0; Absent: Jackie Filbeck and Brigitte Rodgers; and, two vacant seats) that the Anaheim Sister City Commission does hereby approve the Treasurer's Report dated August 6, 2018. IV. ELECTION OF OFFICERS MOTION: Chair Anthony Al -Jamie offered a Motion, seconded by Commissioner Anna Piercy AND MOTION CARRIED (Vote: 11-0; Absent: Jackie Filbeck and Brigitte Rodgers; and, two vacant seats) that the Anaheim Sister City Commission does hereby appoint Commissioner Taline Cole as the Chair of the Sister City Commission for 2018/2019. MOTION: Commissioner Taline Cole offered a Motion, seconded by Commissioner Jerry O'Keefe AND MOTION CARRIED (Vote: 10-0; Abstained: James Dinwiddie; Absent: Jackie Filbeck and Brigitte Rodgers; and, two vacant seats) that the Anaheim Sister City Commission does hereby appoint Commissioner Lori Dinwiddie as the Vice Chair of the Sister City Commission for 2018/2019. MOTION: Commissioner Taline Cole offered a Motion, seconded by Commissioner Anna Piercy AND MOTION CARRIED (Vote: 11-0; Absent: Jackie Filbeck and Brigitte Rodgers; and, two vacant seats) that the Anaheim Sister City Commission does hereby appoint Commissioner James Dinwiddie as the Treasurer of the Sister City Commission for 2018/2019. V. 2018 INBOUND/OUTBOUND STUDENT EXCHANGE PROGRAMS Chair Al -Jamie noted the outbound students did a great job in supporting the inbound students. They attended many events and were very involved. Vice Chair Dinwiddie reported the welcome reception went really well. The beach party was a hit with the kids; they really bonded well. They served a six- foot sandwich, they did s'mores on the beach, and Commissioner Larry Larsen got in the water with them. He rolled in with chairs, tables and portable games. Anaheim Sister City Commission August 27, 2018 Page 3 The tailgate at the stadium was a lot of fun. Commissioner Kevin Barrot brought a spike ball and the kids had a good time with that. Vice Chair Dinwiddie catered the Sayonara dinner, and they spent a little over $600.00. It turned out nice. Commissioner Jackie Filbeck joined the meeting. She reported there were no incidents and all the students had a great time. The Angel game was a lot of fun. The exchange students loved the Packing House. The class time also went really well. Every student and chaperone gave her $150, but Mr. Wong did not because he felt that since he was staying in a hotel the first two nights, that he would use that money to offset his expenses. She collected $1,350.00 from the students and one chaperone and out of that money, she spent about $900.00 on lunches and snacks for the students and drinks for all the get-togethers. She brought all the receipts with her to meeting and the $411.00 that was left. Chair Al -Jamie reported they were able to get tickets for Disneyland from one of the student's families who works at Disneyland. Everyone got in. In addition, a week later, they received approval from Disneyland to get up to 20 comp tickets, but they have to apply for the event, so they can apply that to next year's ask. Overall, this year's program was a total success. Commissioner Jackie added the staff at the Downtown Community Center was extremely accommodating. She is going to follow up with a letter or some sort of acknowledgement for those who stuck with them every day and made it ten times easier than previous years. They were fantastic. VI. REVIEW OBJECTIVES OF SUBCOMMITTEES AND APPOINT NEW SUBCOMMITTEE MEMBERS Though the Commission did not take a formal action, the Commission agreed to do away with the existing subcommittees the Cultural & Government Exchange Subcommittee, the Marketing/Fundraising Subcommittee, the Economic Development Subcommittee and the Sister School Subcommittee and to constitute an ad hoc subcommittee as the need arises. They prefer to keep it simple and to just have an Inbound, Outbound and Fundraising Ad Hoc Subcommittees and as different projects come up, they will create an ad hoc subcommittee or working group at that time. There was discussion about different financing opportunities for the outbound student exchange program including that exchange students go to Japan at no cost in exchange for hosting a student. The thought behind that is to get more students to apply and to get more host families. The Commission was resistant to the idea of hosting in exchange for a free trip to Japan, they need people who are Anaheim Sister City Commission August 27, 2018 Page 4 committed and who really want to do it, not because they have to. Another idea was to give students ideas for fundraising instead of getting a freebee so that they can appreciate it more. Another idea was to ask the City for a budget line. Chair Al -Jamie clarified the Commission is self -sustainable and the City already supports the Commission in many ways throughout the year. The Commission agreed they should raise funds and possibly offer scholarships to students. The Commission also clarified commissioners should get approval of the entire Commission before making a request to the City Council on behalf of the Commission. VII. MITO DELEGATION VISIT/COORDINATION Chair Al -Jamie gave details on the delegation that is coming to Anaheim in October. The delegation is going to be in Anaheim from October 14 through the 17th and there are about twenty people coming. On Monday October 15, they will spend the day at Disneyland. On Tuesday, October 16, the delegation would like to have a tour of Angel Stadium and a ceremony to replace the dolls in the exhibit on the first floor of City Hall. They want to take the old dolls back and replace them with new ones. Commissioner Jackie Filbeck offered to assist in setting up the tour of the stadium and contacting Eddie, but she needs the exact number of people attending as soon as possible. Greg asked the Commission if there was a preference in whether they have a lunch or dinner for them on Tuesday, October 16. Commission suggested the Anaheim Brewery would be a good option after the doll ceremony or lunch at the Diamond Club after the tour of the stadium. Either one would be a good option. VIII. PUBLIC COMMENT David Bracey reported Sister Cities International had its annual conference in Aurora, Colorado in the beginning of August. Culver City won the Best Overall Sister City Program for the entire United States, they have five sister cities. In addition, the SoCal Sister City event has been postponed from September 15 until November 10 in Los Angeles at the Athletic Club. IX. COMMISSIONER COMMENTS Commissioner Taline Cole reported she met with Barbara at the Anaheim Brewery and they had a great work session, just the two of them to come up with some ideas for fundraising. Barbara is willing to waive all fees for the Commission to have an event there. If they have it on a Thursday night, they can presale tickets for 75 to 80 people, maybe even up to 100 people. They can block off part of the patio and people with tickets can go there and into that park. If the Anaheim Sister City Commission August 27, 2018 Page 5 Commission wants the whole space, they would have to do it on a Monday night and she would waive any fees to close the place down just for them. To try it out, since this is their first time, Commissioner Cole thought a Thursday would be fine. With tip and service fee, it would be no more than $20 per person to host, so they can charge $40 a ticket. They can also do raffles and a silent auction. The dates available are October 1, 4 and 8, and November 5 or 8. The Commission decided to go with October 4. X. STAFF COMMENTS None. XI.
