RESOLUTION OF THE CITY PLANNING COMNiISSION OF TIiE CITY OF ANAHEIM ~,ECOMJdEIJDiP+G TO THE CITY ~UNCIL THE REAFFIRMATION OF I1~E POLICY TO MAINTAII~ THE PERALTA HILIS AND SANTA AP!A CANYON AREA FOR LOW-DENSITY F.FSIDEN'fIAL PURPC66 WHEREAS, the Planning Commission of the City of Anaheirti considered a reclassi- .`ication petition for C-1, General Commercial, Zoning on property located in the Peralta Hi!ls at a public hearing on April 20, 1970; anci VJHEREAS, ttie Planning Commission at said hearing recommended disapproval of said reclassification of choice residential estate properties to the commerciai zone; and WHEREAS, annexation of the Peralta Hil.ls ar,d Santa Ana Canyon Are~ gave ti~~ City of Anaheim an opportunity to "get off to a fresh sta:t" in planning the development of this relatively uninhabited and undeveloped area of Northern Orange County, thus tt~e opportunity is presented now to build instead of rebuild and to plan ratf,er than react; and VIHEREAS, the City Council, the Flanning Commission, and the City stafi have devoted mar,y hours at work sessions and public liearings in developing a General Plan that would provide a reasonable and logical framework for guiding the development of the liill and Canyon Area and that until evidence is presented that conditions and/or circumstances are such as to justify some type o.` development other than what is presently projected on the Plan, the current guidelines st~.ould be followed, and that since adequate facilities have been planned for the San:a Ana Ganyon Area, any deviation from the Plar~, unless justified by substantiating ~vidence, would be detrimental to the area and to the general planning program; and 1'JHEREAS, residents of the Peralta Hills and Santa Ana Canyon Area were assured prior to thei: annexation to the City of Anaheim, and have been reassured subseq~ent to annexation, that ttiis area of Anaheim will be maintained as one of the finest low- density, residential areas in the City, and it is the duty of the City to retain the residential inteority of the Peralta Nills and Santa Ana Canyon Area in accordance witn the land use policies established in the General Plan; and YlNEREAS, unless good planning practices are followed in the initial development of the fiill and Canyon Area, the City will find itself reacting once again. rather tt~an establishing a good planning f•ramework; and P~fiEREAS, the Planning Commission hereby reaffirms its previous position regardinq the planning principles established in the Anaheim General Plan by restating as a matter of policy that the Hill and Canyon Area should be retained for low-density r~si- dential purposes and that this restatement of policy should serve notic.e to any future developers of the Hill and Canyon Area as to what may be expected of them when ~1~ey proposc developrnent Hithin the area. ~~~ { ~a ` ` I i ~ ~ I, ;,i ~ ,; I _ . :~ . _.. ~'::::, F=: ~ NOW, THEREFORL-, BE IT RESOLVED that the Anaheim Planning Commission does ticrety re-affirm and restate its previou~ positior. regarding planning principles establisi,eo in the Anaheim General Plan to rei:ain the Nill and Canyon Area for. low-density resi- dential Furposes, and this restatement of policy shall serve notice to any future developers of that Area as to what may be expected o: tl~em when any develo~ment is proposed for that Area.
