REGULAR MEETING OF DECEMBER 18, 2018
The Anaheim Housing Authority regular meeting was called to order at 5:41 P.M. in City Council
Chambers located at 200 S. Anaheim Blvd. for a joint public comment session with the Anaheim
City Council. The meeting notice, agenda, and related materials were duly posted on December
14, 2018.
PRESENT: Chairman Harry Sidhu and Authority Members Jose F. Moreno, Denise Barnes,
Jordan Brandman, Lucille Kring, Stephen Faessel, and Trevor O'Neil.
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary
Linda Andal

PUBLIC COMMENTS:
No public comments offered related to the Housing Authority agenda.
CONSENT CALENDAR: At 7:57 P.M., the consent calendar was considered. MOTION:
Authority Member Kring moved to approve the consent calendar as presented, seconded by
Authority Member Faessel. Vice Chair Moreno pulled Item No. 01 for discussion prior to vote.
AHA 1. Receive and file the Housing Successor Annual Report and authorize the Executive
177 Director, or designee, to submit the Annual Report as a part of the City's annual report
on the General Plan submitted to the State Department of Housing and Community
Development pursuant to Government Code Section 65400 and post the report on the
City's website on behalf of the Anaheim Housing Authority.
Community & Economic Development Director John Woodhead reported Item No. 1 related to
the annual report required to be submitted to the State regarding the former Redevelopment
Agency's assets and related income.
DISCUSSION: Vice Chair Moreno inquired how the $51 million in the Housing Fund could be
used for affordable housing. Mr. Woodhead explained the money did not relate directly to
excess surplus but included Housing Authority moneys as the Housing Successor Agency such
as income derived from leases, repayments of loans, and transfers from the City from property
transfers. He further reported that $5-6 million had been spent annually on affordable housing in
a judicious manner to create income streams to be self-sustaining in the future, with
approximately $15 million encumbered to acquire properties across from the 39 Commons
(formerly Westgate) site, and noted the income was restricted for use by individual with 80% or
below the area median income, estimated at roughly $80,000 for a family of four.

2. Approve minutes of the Housing Authority meeting of November 20, 2018.
MOTION: Authority Member Kring moved to approve the consent calendar as presented,
seconded by Authority Member Faessel. ROLL CALL VOTE: AYES — 7: (Chairman Sidhu and
Authority Members Moreno, Barnes, Brandman, Kring, Faessel, and O'Neil). NOES — 0.
Motion carried.
ADJOURNMENT:
There being no further business, without objection, Chairman Sidhu adjourned the meeting of
the Anaheim Housing Authority at 8:05 P.M.
