1. CALL TO ORDER: Chairman Cudd called the meeting to order at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE: Vice Chairman Navarro led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chairman Cudd presented the October 24, 2018 Minutes to the Commissioners for
changes or corrections. Commissioner Rupp made a motion to accept the minutes, seconded by Commissioner Gaby.
The motion was approved with a unanimous vote; Chairman Cudd accepted the minutes.
6. REPORTS
a) Parks Activity Report – September/October: Pamela Galera presented the report, highlighted the Citrus Park art
mural, the Wetlands in east Anaheim, and basketball court resurfaced at John Marshall Park. Questions were
answered regarding the permanent placement of the Sally White memorial at the Downtown Anaheim Water
Treatment Plant and the removal of trees at Maxwell Park.
b) Park Ranger Report – October: Sjany Larson-Cash presented the report and highlighted the number of patrols and
public contacts. Some parks received a higher number of patrols this month because it marked the beginning of the
90 day Park Security Project where increased patrols were completed by Park Rangers, Code Enforcement and
Lyons Private Security. Sjany reported that a few incidents occurred in parks within the City over the last few weeks.
A Park Ranger was flagged down at John Marshall Park where a deceased transient was found in a portable
restroom due to a drug overdose. A second incident occurred at Chaparral where a gang related homicide took
place. Sjany also reported that a new section was added to the park ranger statistical report to begin officially
documenting the number of syringes that park rangers are finding and disposing of in the City parks. All park rangers
are trained in the proper disposing of syringes.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the KaBOOM! Build Day
coming up on January 26, 2019 at Barton Park, the groundbreaking of Logan Wells Skatepark has occurred and the
dedication date is tentatively scheduled for February 12, 2019, a community meeting for the Maxwell Dog Park will be
held on December 13th, and the Spencer House at Maxwell Park has been demolished. Questions were answered
regarding SCE property at Maxwell Park, and an agreement with the neighbors of Maxwell Park for organized play on
the park.

7. NEW BUSINESS
a) Conceptual Plan for St. Jude Neighborhood Health Center: Larry Pasco introduced Barry Ross, of St. Jude
Neighborhood Health Center Corporation. Barry provided an overview of the networking and partnership that St.
Jude Neighborhood Health Center has with the City of Anaheim and the mission of the St. Jude Neighborhood Health
Center. The conceptual plan and a brief overview of the services that will be provided at the health center was
presented to the Commission. Questions were answered regarding the conceptual facility, the classes that would be
offered, related costs to the facility and the City, and other City properties available for this project.
A motion was made by Commissioner Gaby to support and approve the Conceptual Plan for St. Jude Neighborhood
Health Center, seconded by Vice Chairman Navarro; the motion was approved with six ayes and one abstention by
Commissioner Rupp. Chairman Cudd accepted the motion.
8. INFORMATIONAL ITEMS: Commissioner Balius thanked the Commission for the time served. Larry Pasco reported the
new Commissioners will be appointed at one of the January City Council meetings.
Commissioner Balius reported the WAND Christmas Tree Lighting will be held on December 7th at Twila Reid Park.
Sjany Larson-Cash reported the Nutcracker Tree Lighting will be held on December 8th in downtown Anaheim.
