A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM WAIVING CONDITIONAL USE PERMIT FEES
APPLICABLE TO THE RESTORATION HOUSE PROJECT.
WHEREAS, the organization Restoration House proposes to permit and retain an
existing transitional living facility (the"Project") in the City of Anaheim; and
WHEREAS, Street Light Church, owner of the Restoration House (Project), is a
nonprofit corporation which provides a transitional housing facility in the Anaheim area; and
WHEREAS, Restoration House currently exists on a property developed with a single
family residence located at 138 South Gilbert Street; and
WHEREAS, Restoration House proposes to continue operating a transitional living
facility for up to 16 residents and one house manager; and
WHEREAS, Restoration House operates a transitional housing facility for individuals
who have not been able to obtain permanent housing and are vulnerable to experiencing
homelessness or at risk of becoming homeless; and
WHEREAS,the Anaheim Municipal Code requires a conditional use permit to permit
a transitional housing facility for seven or more residents; and
WHEREAS, Santos Chavez, Pastor of Restoration House, has requested that the City
waive the conditional use permit fee applicable to the Project; and
WHEREAS, Restoration House is a non-profit organization that charges minimal
participation fees to some of the residents, and the costs to operate the facility are primarily
funded through charitable donations, other non-profit participation, and volunteer services; and
WHEREAS, the Restoration House organization has provided a much-needed
transitional housing facility at no cost to the City or to the Anaheim families served, and the
facility's services would help offset the City's need to fund homeless shelter facilities; and
WHEREAS, the City Council desires to waive the conditional use permit fee
applicable to the Project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Anaheim does hereby waive the $8,517 conditional
use permit fee applicable to the Restoration House project; and
The City Council further requires the applicant to apply for a conditional use permit
within sixty(60) days of the date of this resolution.
SECTION 2.
Neither this Resolution nor anything contained herein shall be construed as amending
or modifying any existing fee resolution of the City of Anaheim.

the City of Anaheim this 7th day of May , 2019,by the following roll call vote:

Restoration House Transitional Living Facility ( j ) LIGHT
Conditional Use Permit Fee Waiver Request CHURCH
Street Light Church, is a 501.3(c) non-profit corporation, is requesting a fee waiver of a
Conditional Use Permit to operate Restoration House, a Transitional Living Facility that has been
operating at 138 South Gilbert Street under a Group Home conditional use permit since October
2015. The home has five bedrooms, 13 bunk beds, and six bathrooms with a living room, dining
room, patio, and pool.
Restoration House is a place that men, women, and children can all call home. It's a refuge
where they can receive physical, physiological, and spiritual guidance needed to end
homelessness and restore stability into their life. For the past four years, Restoration House has
provided temporary shelter for those transitioning into permanent housing. Working with our
referring partners (on behalf of Anaheim, Orange County) City Net, Illumination Foundation,
Coast to Coast and Mercy House we create stability, routines and a family atmosphere for our
residents we refer to as guests. Obtaining a Transitional Living Facility CUP would allow
Restoration House to grow as an organization. Restoration House would expand to better serve
our guests through partnerships providing in-home workshops for things such as budgeting,
parenting, mock interviews, and other life skills.
Currently, Restoration House cannot afford the additional expense required for a change to the
conditional use permit. However, in order to continue operating and servicing the community, the
organization must purchase the 138 South Gilbert Street Property or relocate. In order to make
this financially feasible, the number of guests served must be increased to 16 to remain
financially solvent. The organization is supported by guest contributions in the form of a $500
program fee that goes toward the lease agreement and provides basic needs for the guests. This
program fee is at times waived based on need and guest standing/conduct. Donations and
support from Street Light Ministries supplement Restoration House but do not create a reliable
surplus. Therefore it is imperative to receive a determination of our request before Restoration
House continues the purchase agreement with the Gilbert Street property owner, as we hope to
avoid gaps in service, the inability to provide shelter and the closing of our facility.
Our emphasis on family helps to create a healing environment among guests for the duration of
their six-month program, pleasant relationships among neighbors and restorative relational
opportunities with loved ones. We equip guests of Restoration House to transition within six
months to living independently. We offer assistance for those who complete the program to be
placed in sustainable housing options. It has been our experience that some of our guests obtain
their own residency, while others are reunited to their families.
Restoration House is requesting a maximum of 16 guests plus one house manager and two
supportive staff members. Restoration House and its guests have been good neighbors for the
duration of our group home conditional use permit. RH has not added to parking concerns as we
have 12 existing parking spaces contained on the premises. We plan to continue to benefit the
community by providing stability, hope, and restoration for our Anaheim families.
