A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM EXPRESSING SUPPORT FOR THE STUDY OF A
TRANSIT CONNECTION BETWEEN THE ANAHEIM RESORT
AND THE PLATINUM TRIANGLE, INCLUDING
CONSIDERATION OF A VARIETY OF EXISTING AND
EMERGING TRANSIT TECHNOLOGIES, AND RESCINDING
RESOLUTION NOS. 2017-009 AND 2018-043 RELATING TO
THE ORANGE COUNTY TRANSPORTATION AUTHORITY
CENTRAL HARBOR BOULEVARD TRANSIT CORRIDOR
STUDY AND OPPOSITION TO A STREET CAR SYSTEM IN
THE CITY OF ANAHEIM
WHEREAS,The Anaheim Resort and the Platinum Triangle are home to Anaheim's major
neighborhood, employment and activity centers, with a number of new developments either
recently constructed,under construction or planned in the near future. Based on these existing and
planned land uses with associated population and growth projections, without significant
improvement in transit services and connections, operation of the existing highway system
between these two areas will become increasingly strained; and
WHEREAS, transportation and mobility connections and technology continue to evolve
and it is time to take a fresh look at all options to foster connectivity and mobility between these
two areas of the City, including an east-west transit connection with stops at ARTIC and the
Anaheim Convention Center; and
WHEREAS, it is necessary to remove all obstacles that would hinder all technologies,
including emerging and future technologies, such as a trackless streetcar system, from being
considered and analyzed within this vital corridor; and
WHEREAS, on September 27, 2016, the City Council adopted Resolution No. 2016-188,
recommending to the OCTA, that in order to provide an attractive, high capacity, frequent and
easy to use "last mile" connection between regional rail and bus service at ARTIC and key
employment,neighborhood and activity centers in The Anaheim Resort and the Platinum Triangle,
that the following objectives be addressed as part of the OCTA Central Harbor Boulevard Transit
Corridor Study (Harbor Study) and future transit options that may result as an outcome of the
Harbor Study: the initial route of any transit option (bus or streetcar) entering the City of Anaheim
shall include a stop at ARTIC; any transit option coming into the City shall have a north/south
alignment along the Harbor Corridor(or optional Anaheim Boulevard Corridor) and an east/west
minimum defined route through Anaheim that will connect ARTIC, the Platinum Triangle, The
Disneyland Resort and the Anaheim Convention Center;platforms for the streetcar option shall be
sized to allow for dual coupling streetcars or two separate streetcars, depending upon the
technology compatible with the OC Streetcar;a minimum of stops within the City shall be defined
in the transit options,in the context of a controlled number of overall stops,so the trip from ARTIC
to the Anaheim Convention Center takes no more than 20 minutes;the transit options shall include
a design for level boarding(bus or streetcar)to allow for quick and easy loading;the transit options
shall include a defined minimum hours of operation and frequency; and, the transit options shall
include identification of supplemental service to serve peak periods for before and after events
(i.e., sporting events, concerts,fireworks, etc.); and
WHEREAS, on January 10, 2017, the City Council adopted Resolution No. 2017-009,
expressing opposition to the Anaheim Rapid Connection (ARC) streetcar project as being a non-
viable transit solution in the City of Anaheim; expressing opposition to any street car plans along
Harbor Boulevard while supporting the OCTA's study of other transit modes as part of the Harbor
Study to recommend the best options to alleviate traffic congestion and improve mobility for
transit dependent riders in Anaheim and Orange County; and, encouraging the OCTA to plan and
develop a flexible transit solution that increases the frequency of bus routes and provides this
solution for a lower fare, so that more riders can use this system; and
WHEREAS, on April 10, 2018, the City Council adopted Resolution No. 2018-043
expressing opposition to a street car system in Anaheim,including the streetcar and rapid streetcar
options evaluated in the OCTA Harbor Study along Harbor Boulevard, Katella Avenue, Disney
Way, Anaheim Boulevard and Lemon Street as the streetcar and rapid streetcar options evaluated
in the Harbor Study are expensive to construct and have high operating costs; do not allow for
flexibility; make congestion worse by creating gridlock on already congested streets in Anaheim;
and, do not support ridership numbers, and reiterating the reasons expressed in Resolution No.
2017-009 stating opposition to the ARC Streetcar Project and any streetcar plans on Harbor
Boulevard. The Resolution also expressed support of the OCTA's study of other non-streetcar
transit modes to recommend the best options to alleviate traffic congestion and improve mobility
for transit dependent riders in Anaheim and Orange County; encourages the OCTA to study other
alternatives including enhanced electric buses or zero emission buses which are more flexible and
more cost effective solution; and, directed a copy of the Resolution be provided to the OCTA
Board of Directors; and
WHEREAS,the City Council now desires to rescind Resolution Nos. 2017-009 and 2018-
043 so that all transit technologies may be evaluated and considered for this important corridor.
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim
as follows:
Section 1. In order to provide an attractive, high capacity, frequent and easy to use
transit connection between regional rail and bus service at ARTIC and key employment,
neighborhood and activity centers in The Anaheim Resort and the Platinum Triangle, the City

Council of the City of Anaheim hereby adopts the following objectives for future transit
connections within the City of Anaheim:
A. That all transit technologies which could connect The Anaheim Resort and the Platinum
Triangle, including emerging and future technologies, may be considered, including, but not
limited to: trackless streetcar systems and zero emission bus options, etc...
B. That all transit options shall include a design which allows for quick and easy loading of
passengers, such as low floor level boarding.
C. That all transit options shall include defined minimum hours of operation and frequency.
D. That all transit options shall include identification of supplemental service to serve peak
periods for before and after events (i.e., sporting events, concerts, fireworks,etc.).
E. That in developing the transit options, alleviating traffic congestion and improving
mobility for passengers, including transit dependent riders, in Anaheim and Orange County shall
be considered.
F. That the initial route (phase) of any transit option entering the City of Anaheim shall
include an east/west minimum defined route through Anaheim connecting The Anaheim Resort
and the Platinum Triangle,with stops at the Anaheim Convention Center and ARTIC.
Section 2. The City Council of the City of Anaheim opposes any transit option that
only considers a north/south transit option coming through the City that does not include an
enhanced east-west transit connection between ARTIC and The Anaheim Resort that meets the
objectives stated in Section No. 1 above.
Section 3. Resolution No. 2017-009 is hereby rescinded in its entirety.
Section 4. Resolution No. 2018-043 is hereby rescinded in its entirety.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM REQUESTING THE ORANGE COUNTY
TRANSPORTATION AUTHORITY (OCTA) EVALUATE
ANAHEIM OBJECTIVES IN THE CENTRAL HARBOR
BOULEVARD TRANSIT CORRIDOR STUDY
WHEREAS, for nearly a decade, the City of Anaheim (City) and the Orange County
Transportation Authority (OCTA) have worked collaboratively on the proposed Anaheim Rapid
Connection (ARC) Project which is intended to provide residents, employees, and visitors an
east-west transit connection between the Anaheim Regional Transportation Intermodal Center
(ARTIC) and Anaheim's major neighborhood, employment and activity centers in the Platinum
Triangle and The Anaheim Resort. This Project is envisioned to operate as a high-capacity
system, providing ease of transfer to the Metrolink commuter rail system, Amtrak, local fixed-
route bus,bus rapid transit and future high-speed train services connecting at ARTIC; and
WHEREAS, the City has successfully received federal, Measure M and Measure M2
transportation funding from the OCTA Board and entered into cooperative agreements with the
OCTA to study transit connections from Metrolink stations in Anaheim to major job, housing
and activity centers; and
WHEREAS, the City has contributed local funding to this analysis, including Anaheim
Tourism Improvement District (ATID) restricted transportation funds (on September 14, 2010,
the Anaheim City Council adopted Resolution No. 2010-151 forming the ATID, a self-
assessment by the hotel community within The Anaheim Resort and the Platinum Triangle, with
seventy-five percent of the funds collected to be used for the promotion of local tourism and
convention-related programs and twenty-five percent of the funds collected to be used for
transportation improvements within The Anaheim Resort and the Platinum Triangle, including
the operation and maintenance of the ARC Project); and
WHEREAS, the City of Anaheim has successfully completed two milestones required by
these cooperative agreements with the OCTA with the third milestone underway including:
A. In 2007, the City adopted a Transit Master Plan which identified a high capacity
system connecting ARTIC, the Platinum Triangle and The Anaheim Resort as the
highest potential ridership concept connecting a Metrolink station and major
residential,job and activity centers; and,
B. In 2012, the City completed an Alternatives Analysis Report evaluating an
enhanced bus, streetcar and elevated guideway mode of travel and the City Council
selected the Streetcar Alternative as the Locally Preferred Alternative (LPA) to carry
forward into an environmental review phase of the project.
C. In 2013, the City commenced preparation of the third milestone, the
environmental documentation of the LPA.
C. Directed OCTA staff to evaluate a transit connection between The Anaheim
Resort and ARTIC as part of the Harbor Study with the intent of providing
additional connections to the OC Streetcar.
WHEREAS, the staff report considered by the Board prior to taking the actions on June
27, 2016 included the following statements:
A. With the recent progression of the OC Streetcar, it is critical for the OCTA to
assume all transit extension planning responsibilities to ensure the seamless and
consistent integration.
B. While local jurisdictions serve as important partners in these efforts, the OCTA's
role as lead agency ensures that more regional transit connectivity goals and
objectives are being met.
C. The work currently being developed by the City for the Project as it relates to
certain disciplines, such as traffic analysis, community outreach, and identification
of right-of-way are critical efforts that can help to inform current transit studies
managed by the OCTA.
D. OCTA is requesting that all planning work completed to date by the City of
Anaheim be submitted to the OCTA and evaluated as part of the Harbor Study.
E. Incorporating a transit connection between ARTIC and the Anaheim Resort area
into the Harbor Study will allow for a more comprehensive and efficient
evaluation of connections to the OC Streetcar as opposed to a more piecemeal
approach of multiple transit connectivity studies managed by multiple agencies.
F. This approach also ensures compatibility to the OC Streetcar as it relates to
evaluation of technology, vehicles, support facilities, and design features.
G. Staff will evaluate the proposed modification, including a transit connection
between the Anaheim Resort area to ARTIC in the Harbor Study in context of the
study's current scope and schedule and return to the Board, if necessary, with
additional next steps.
WHEREAS, the OCTA has prepared Amendment No. 3 to Cooperative Agreement No.
C-1-3115 (Amended Agreement) for City Council consideration to conclude the planning efforts
for ARC, with the Amended Agreement proposed to expire thirty(30) days following execution;
and
WHEREAS, this Amended Agreement includes the following OCTA responsibilities;
however, per OCTA direction, this agreement does not provide an opportunity for the City of
Anaheim to identify items the City desires to be addressed as part of the Harbor Study analysis:
A. OCTA shall act as the lead agency for any potential future phases of the Project.

Section 2. The City Council of the City of Anaheim opposes any transit option that
only considers a north/south transit option coming through the City that does not include an
enhanced east-west transit connection between ARTIC and The Anaheim Resort that meets the
objectives stated in No. 1 above.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM EXPRESSING OPPOSITION TO A STREET CAR
SYSTEM IN ANAHEIM
WHEREAS, for nearly a decade, the City of Anaheim (City) and the Orange County
Transportation Authority (OCTA) have worked collaboratively on the proposed Anaheim Rapid
Connection (ARC) Project which is intended to provide residents, employees, and visitors an
east-west transit connection between the Anaheim Regional Transportation Intermodal Center

WHEREAS, on May 12, 2008 OCTA authorized funding Anaheim's Go Local
application with an investment of$5,900,000 from Measure M (Project S) and a $100,000 local
match from Anaheim to study and potentially develop a convenient "last mile" connection
between the Study Area's activity centers and Metrolink, Amtrak, local fixed-route bus,
Stationlink bus, and future California High Speed Rail (CHSR) at ARTIC; and
WHEREAS, the City has successfully received federal, Measure M and Measure M2
transportation funding from the OCTA Board and entered into cooperative agreements with the
OCTA to study transit connections from Metrolink stations in Anaheim to major job, housing
and activity centers; and
WHEREAS, the City has also contributed local funding to this analysis, including
Anaheim Tourism Improvement District (ATID) restricted transportation funds; and
WHEREAS, on September 27, 2016, the City Council approved and authorized an
Amendment to a Cooperative Agreement with OCTA for the ARC Fixed Guideway Project,
requiring the City conclude all planning efforts for the ARC project and submit all work
completed to date to OCTA; affirmed OCTA as the lead agency for any potential future phases of
the ARC project; and
WHEREAS, in furtherance of this previous action, City staff has concluded all planning
efforts for the street car project; and
WHEREAS, in light of the OCTA managing these significant transportation projects in
corridors along and near the ARC corridor, the OCTA Board has determined there is a need for a
more regional perspective for planning transit extensions to current or planned systems. As such,
the OCTA Board has reevaluated the roles identified in the cooperative agreement with the City
of Anaheim for the ARC Project; and
WHEREAS, it is the City Council's belief that a Street Car project is not a viable transit
solution in Anaheim;and
WHEREAS, the proposed Street Car project, budgeted for more than $300 million,would

OPTIONS EVALUATED IN THE ORANGE COUNTY

WHEREAS, in August, 2015, the Orange County Transportation Authority (OCTA)
initiated the Central Harbor Boulevard Transit Corridor Study (Harbor Study) to analyze and
develop options to improve transit service on Harbor Boulevard, between the Fullerton
Transportation Center and Westminster Avenue and the study scope was amended in October
2016 to also evaluate transit connections between The Anaheim Resort and the Anaheim
Regional Transportation Intermodal Center(ARTIC); and
WHEREAS, on January 10, 2017, the City Council adopted Resolution No. 2017-009,
expressing opposition to the Anaheim Rapid Connection (ARC) streetcar project as being a non-
viable transit solution in the City of Anaheim; expressing opposition to any street car plans along
Harbor Boulevard while supporting the OCTA's study of other transit modes to recommend the
best options to alleviate traffic congestion and improve mobility for transit dependent riders in
Anaheim and Orange County; and, encouraging the OCTA to plan and develop a flexible transit
solution that increases frequency of bus routes and provides this solution for a lower fare,so that
more riders can use this system; and
WHEREAS, on January 8, 2018,the OCTA Board directed its staff to offer presentations
of the Harbor Study results to the City Councils in the study area, and return to the Board with a
status report when completed and that said presentation was provided to the City of Anaheim
City Council on March 6,2018;and
WHEREAS, the Harbor Study evaluates twelve (12) conceptual transit alternatives that
include a variety of modes (enhanced bus, bus rapid transit (BRT), streetcar and rapid streetcar)
and alignments in Anaheim (along Harbor Boulevard, Katella Avenue, Disney Way, Anaheim
Boulevard and Lemon Street);and
WHEREAS, the City Council is hereby expressing concern that the streetcar and rapid
streetcar options evaluated in the Harbor Study are expensive to construct and have high
operating costs; do not allow for flexibility; make congestion worse by creating gridlock on
already congested streets in Anaheim;and, do not support ridership numbers.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
