REGULAR MEETING OF APRIL 2, 2019
The Anaheim Housing Authority regular meeting was called to order at 5:27 P.M. in the City
Council Chamber located at 200 S. Anaheim Blvd. for a joint public comment session with the
Anaheim City Council. The meeting notice, agenda, and related materials were duly posted on
March 28, 2019.
PRESENT: Chairman Harry Sidhu and Authority Members Lucille Kring, Denise
Barnes, Jordan Brandman, Jose F. Moreno, Stephen Faessel, and Trevor
O'Neil.
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary
Theresa Bass
ADDITIONS/DELETIONS TO THE AGENDA: None
PUBLIC COMMENTS:
Cecil Jordan Corken, Outreach Homeless Ministries, reported on his outreach efforts and
encouraged City Council to approve Item No. 1.
R. Joshua Collins, Homeless Advocates for Christ, encouraged City Council to come up with
more options for the homeless including alternative housing solutions.
CONSENT CALENDAR: At 6:59 P.M., the consent calendar was considered, with Authority
Member Moreno pulling Item Nos. 01 and 02 for separate discussion.
MOTION: Authority Member Kring moved to approve the remaining item on the consent
calendar as presented, seconded by Authority Member Barnes. APPROVED VOTE: 7-0.
(AYES: Chairman Sidhu and Authority Members Kring, Barnes, Brandman, Moreno, Faessel,
and O'Neil). Motion carried.
AHA177 3. Approve minutes of the Housing Authority meeting of January 29, 2019.
END OF CONSENT:
1. Approve revisions to the Section 8 Housing Choice Voucher Administrative Plan as
AHA177 required by the Department of Housing and Urban Development to incorporate changes
that govern its admission preferences, information determined necessary by the
Anaheim Housing Authority, income calculations, and when a new household member
may be added into the household.
2. Approve Anaheim Housing Authority's Annual Public Housing Agency Plan for Fiscal
AHA177 Year 2019-2020 and authorize the Authority Executive Director, or designee, to execute
required certifications and related documents as required by the Department of Housing
and Urban Development.

DISCUSSION: Community and Economic Development Deputy Director Grace Stepter
reported the item was to approve revisions to the Section 8 Housing Choice Voucher
Administrative Plan and to approve an action plan for the Section 8 program. She advised that
the Anaheim Housing Authority (AHA) was required, by the Department of Housing and Urban
Development (HUD), to have an Administrative Plan (Plan) that is in compliance with federal
regulations, with each annual action plan following a five-year consolidated plan.
Ms. Stepter reported that Item No. 01 identified changes that would be made to the
Administrative Plan for the Section 8 program. She noted Section 8 was heavily regulated
through the Federal Code of Regulations, but there were discretionary items that could be
implemented on a local basis in an effort to run the program in a manner that benefitted
Anaheim. She stated over 6,400 vouchers were allocated to Anaheim and based on the
funding, the programs provide assistance to over 6,000 families, 20% of them elderly, with
priority to veterans and assistance to extremely -low income working families. She noted some
of the changes were to clean up language and some were to further enhance the City's efforts
towards homelessness.
Ms. Stepter reported that one of the changes would be to increase the annual new admission
vouchers to assist Anaheim -based homeless families from 25% to 50%, with approximately 200
families eligible for the proposed homeless set-aside funding. She also noted that the Housing
Authority would like the ability to provide preference for homeless admissions for project -based
vouchers. She noted other changes included the manner in which individuals report income and
when people can request to add family members to their household.
In response to Authority Member Moreno's inquiry, Ms. Stepter reported the current waiting list
for Section 8 vouchers was 16,000 households for the tenant -based program. She also noted
there was no timeline which a family needed to be homeless before they could qualify for a
voucher; however, families would need to go through a referral process through service
providers to be qualified.
Ms. Stepter reported that the Housing Authority's Federal allocation had increased for this year.
In response to Authority Member Moreno, she believed they would be able to assist up to 300-
500 families over the next 12-18 months, but was unable to project further. Authority Member
Moreno thanked staff for their efforts to obtain additional funding to assist residents.
In response to Authority Member Barnes, Ms. Stepter advised there was a conflict between
what the Anaheim Housing Authority considered homeless and what the federal government
considered homeless in regards to residents who live in local motels.
Authority Member Moreno moved to approve Item Nos. 01 and 02, seconded by Authority
Member Kring. APPROVED VOTE: 7-0. (AYES: Chairman Sidhu and Authority Members
Kring, Barnes, Brandman, Moreno, Faessel, and O'Neil). Motion carried.
