The appeal period for the public hearing items end on Thursday, July 18, 2019.  Audience Attendance: 5  Pledge of Allegiance by Commissioner Mulleady  Public Comments: A person spoke introducing a newly-formed group called OC POLI-C. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). Approved request for continuance to August 5, 2019, as requested by the applicant (Meeks / Keys) VOTE: 7-0 Chairperson Lieberman and Commissioners Armstrong, Keys, Meeks, Mulleady, Vadodaria and White voted yes. JULY 8, 2019 PLANNING COMMISSION ACTION AGENDA 07-08-2019 Page 3 of 4 ITEM NO. 3 CONDITIONAL USE PERMIT NO. 3957A VARIANCE NO. 2019-05123 (DEV2018-00138) Location: 1750 South State College Boulevard Request: To amend a conditional use permit for an existing commercial retail center to construct a 4,519 square foot restaurant with a drive-through lane with more signs than permitted by Code. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15303, Class 3 (New Construction or Conversion of Small Structures). Resolution No. PC2019-031 (Keys / White) Approved VOTE: 7-0 Chairperson Lieberman and Commissioners Armstrong, Keys, Meeks, Mulleady, Vadodaria and White voted yes. Project Planner: Scott Koehm skoehm@anaheim.net OPPOSITION: None DISCUSSION TIME: 13 minutes (5:06 to 5:19 p.m.) JULY 8, 2019 PLANNING COMMISSION ACTION AGENDA 07-08-2019 Page 4 of 4 DISCUSSION: Susan Kim, Principal Planner, stated back in April 2019, the Planning Commission reviewed an ordinance that would allow the transformation of motels into permanent supportive housing, affordable housing, and/or transitional housing. She indicated that they have their first site which will be going before the City Council to enter into a memorandum of understanding relating to the site. The site is an Econo Lodge located at 2691 W. La Palma Avenue, in District 1, and will be before the City Council on July 16, 2019; and the associated conditional use permit will be before the Planning Commission on August 5, 2019. She also stated that at the August 5, 2019 Planning Commission meeting an ordinance will be before the Planning Commission, to allow permanent supportive housing in conjunction with an emergency shelter which is an evolving condition as they are working on their continuum of housing within the city of Anaheim, and moving from shelter beds to actual supportive housing, and then eventually into other forms of housing. She stated she can schedule a briefing on the matters per Commissioner’s request. -------------------------------------------------------------------------------- David Belmer, Deputy City Manager and Scott Koehm, Senior Planner, provided details related to Planning Commission items that were appealed to the City Council.
