Location: 2441 West La Palma Avenue
Request: To permit a clinical research facility to conduct
medically-supervised clinical trials of pharmaceutical
products on paid study volunteers with overnight stays
within an existing office building.
Environmental Determination: The Planning Commission
will consider whether the proposed action is Categorically
Exempt from the requirements to prepare additional
environmental documentation per California Environmental
Quality Act (CEQA) Guidelines, Section 15301, Class 1
(Existing Facilities).

COMMISSION UPDATES:
David See, Principal Planner, announced that Gus Gonzalez is leaving the City of
Anaheim, and he has accepted a position with the City of Pomona as the Planning
Manager. He wished him well on his new endeavors.

He announced that Ted White has been selected as the new Planning and Building
Director, and he welcomed him back to the City of Anaheim.

He provided an update on the Arco project at La Palma Avenue and Imperial Highway,
and stated that the applicant submitted a rehearing request to the City Council. The item
was scheduled and heard by the Council on July 16, 2019. The request for a rehearing
was denied by City Council.

He provided an update on the A-Town project and stated that City staff received an
appeal from a neighboring property owner, and the item was scheduled to be heard by
the City Council on July 30, 2019; however, the appeal was withdrawn by the appellant
as the applicant and the neighboring property owner had come to an agreement.

He referred to the Leadership on the Dias seminar that was held last week, presented
by OC-APA/PDA-OC, and he asked Commissioners who attended for their feedback on
the seminar. Commissioners Keys, Mulleady and Vadodaria expressed positive
feedback and stated it was very informative, and they thanked staff for extending the
invitation to them.

He stated that staff will be scheduling a workshop pertaining to a policy on Affordable
Housing which was recently established by City Council. Anaheim Housing Authority
staff has agreed to provide a presentation to the Planning Commission on the policy.
Also, he stated that a tour of the Orchard in Santa Ana will soon be offered to the
Planning Commission, as it is similar to the Econo Lodge Motel project that is scheduled
before the Planning Commission in a few weeks.
