The regular adjourned meeting of November 20, 2018 held on December 4, 2018 was called to
order at 3:12 P.M. in the chambers of Anaheim City Hall, located at 200 S. Anaheim Boulevard.
The meeting notice, agenda, and related materials were duly posted on November 30, 2018.
PRESENT: Mayor Tom Tait and Council Members Jose F. Moreno, Kris Murray,
James Vanderbilt, Denise Barnes, Lucille Kring, and Stephen Faessel.
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and City Clerk
Linda Andal.

ADDITIONS/DELETIONS TO THE AGENDA: None
PUBLIC COMMENTS: Prior to receipt of public comments, a brief decorum statement was
provided by City Clerk Linda Andal.
Mark Daniels, Anaheim Cultural & Heritage Commission, First District, thanked City Council for
their service to the City of Anaheim.
Paul Hyek requested Council reassess the Bridges at Kraemer Homeless Shelter and advised
that Bridges at Kraemer bus drivers were not following transportation laws.
Tamara Jimenez, Community Relations Manager for The Lighthouse, thanked City Council and
staff for their service and for bringing Drug Free Anaheim to fruition.
William Fitzgerald, Home Owners Maintaining Our Environment, expressed his concerns with the
special meeting held December 3, 2018 regarding the purchase of property for the new
homeless shelter and for the continuation of the November 20, 2018 meeting. He noted there
was no mention of veterans and the remembrance of World War I at the November 13, 2018 City
Council meeting and stated his position regarding the LBGTQ flag outside of City Hall.
Bob Donaldson spoke about limiting the number of candidates that can run for Mayor and hoped
that it could be modeled like the State of California. He hoped the new City Council would not
concede to the pressure of Disney.
Wes Jones thanked Council Members Murray and Vanderbilt and Mayor Tait and for their
service.
Keith Olesen thanked Council Member Murray for her service and her assistance during her
tenure on the City Council.

A male speaker thanked Mayor Tait and Council Member Vanderbilt for their service to the City
of Anaheim.
COUNCIL COMMUNICATIONS/AGENDA REQUESTS
Council Member Murray acknowledged the support of her friends, family, and community leaders
over the last eight years and expressed her honor and privilege to serve Anaheim along with her
current and past Council colleagues. She thanked staff, looked forward to continued progress,
and showed a video of accomplishments.
Council Member Kring requested an update on the Senior and Youth Commissions at a January
meeting, thanked Chief Bruegman for his service and wished him well in retirement, thanked the
outgoing mayor and council members for their service, and wished everyone Happy Holidays.
Mayor Pro Tem Moreno expressed gratitude for the service and sacrifice of all council members
and their families and friends.
Council Member Barnes offered gratitude for the service of the outgoing mayor and council
members, acknowledged their devotion to the community, and stated acts of kindness would
continue.
Council Member Vanderbilt expressed his pride of service, thanked his colleagues, and wished
them well in their new endeavors. He thanked his family and staff and encouraged others to lead
and serve.
Council Member Faessel thanked the outgoing mayor and council members, shared their
experiences together, and wished them well.
Mayor Tait thanked his wife and family for their support, congratulated the newly elected mayor
and council members, thanked his current and previous Council colleagues, thanked the
outgoing council members for their service and wished them well, and acknowledged staff for
their dedication. He highlighted accomplishments over the past eight years in the core values of
freedom and kindness and presented photos highlighting acts of kindness.

CONSENT CALENDAR:
1. RESOLUTION NO. 2018-147 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM, CALIFORNIA reciting the fact of the General Municipal Election held
E127 on November 6, 2018, declaring the results and such other matters as may be provided
by law.
Mayor Tait moved to approve RESOLUTION NO. 2018-147 A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF ANAHEIM, CALIFORNIA reciting the fact of the General
Municipal Election held on November 6, 2018, declaring the results and such other matters as
may be provided by law, seconded by Council Member Kring. ROLL CALL VOTE: Ayes — 7:

COUNCIL COMMUNICATION:
Mayor Tait congratulated all the winners of the election and noted his admiration for all the
candidates who ran in the election.

Megan Wagner, Orange County Superior Court Judge, administered the oath of office to Mayor -
Elect Harry Sidhu. Linda Andal, City Clerk, administered the oath of office to Council Member -
Elect Jordan Brandman, Council Member Jose F. Moreno, and Council Member -Elect Trevor
O'Neil. Following each oath of office, each newly elected member provided comments.
Mayor Sidhu thanked his wife, family, in-laws, and members of his family who traveled from great
distances to be at the Oath Ceremony. He dedicated his service as Mayor to the memory of his
beloved mother-in-law, Manjeet Kaur, who recently passed away, and thanked his parents for
the gift they gave to their children in bringing them to America almost 50 years ago to ensure that
they would have a bright future filled with opportunity. He congratulated Council Members -Elect
Jordan Brandman, Trevor O'Neil, and Mayor Pro Tem Moreno on their victories and looked
forward to working with the standing Council Members. He recognized outgoing Mayor Tait,
Council Member Vanderbilt, and Council Member Murray for their tireless dedication to Anaheim.

Mayor Sidhu noted that he immigrated to the United States over 50 years ago and his
appointment was proof that the American dream is alive and well in Anaheim. He is committed
to enacting policies that ensure that Anaheim is the city of the American Dream, whether it is
welcoming business investment, job creation, ensuring residents are safe in their neighborhoods,
reclaiming public parks, streamlining regulations, or providing affording housing. He committed
to immediately acting to address the homeless crisis by expanding temporary shelter housing.
Mayor Sidhu noted that understanding the needs of each neighborhood in Anaheim was critical
and hoped that he can help make investments in each of them. He noted that Anaheim is very
lucky to have major business entities such as the Anaheim Angels, Anaheim Ducks, Anaheim
Resort, Disneyland, and the Convention Center as well as local businesses as a great economic
engine to provide the jobs and generate tax revenue that supports Anaheim. He explained that
funding the investments neighborhoods need and deserve depended on a rising tide of economic
growth and tax revenues and, by using the revenues generated by these assets and applying
them into putting our residents and neighborhoods first, Anaheim can become the City of the
American Dream. Lastly, he noted he was looking forward to making this vision a reality and to
serving as Mayor of Anaheim.
Council Member Brandman thanked the community for the opportunity to represent District 2 on
the City Council. He thanked his family and friends for their never-ending support. He thanked
his campaign team led by Presidio Strategic Communications, Progressive Solutions Consulting,
and Mama Cozza's restaurant. He explained that he ran for this office to bring true
representation to District 2 in Anaheim and to bring their priorities to the forefront. He noted that
confidence in public safety in District 2 has eroded and it was time to prioritize public safety for
residents. He committed to working with staff and the Anaheim Police Department to invest in
community liaison, school safety, and gang intervention programs, to identify opportunities to
best position Anaheim to take advantage of State and Federal grants, and to hire 25 more police
officers. He will ask staff to work with Anaheim Police Department and Public Works leadership
to study the use of helicopters at night and weekend afternoons and traffic calming measures.
Council Member Brandman acknowledged the Anaheim Fire Department for protecting Anaheim
residents during one of the worst fire seasons in years and will work hard to help facilitate a
contract and raise staffing levels. He will explore new ways to generate revenue in Anaheim
including the regulation of cannabis retailers. He is committed to addressing the long-term
homeless crisis with immediate action. He thanked Anaheim workers and vowed to bring them
good jobs, fair wages, safe conditions, and a true workforce partnership for public works. Lastly,
he committed to developing a plan that reinvests in the commercial viability of West Anaheim
neighborhoods. He thanked residents for the opportunity to serve and looked forward to working
with City Council as a good faith partner.
Mayor Pro Tem Moreno congratulated Mayor Sidhu, Council Member Jordan Brandman, and
Council Member -Elect Trevor O'Neil on their victories and thanked Mayor Tait, Council Member
Murray, and Council Member Vanderbilt for their service. He thanked his family and campaign
staff for their support during his tenure and re-election campaign. Mayor Pro Tem Moreno
recounted his immigration from Mexico due to his mother's medical condition and shared that he
was an undocumented resident, often afraid to speak out due to his immigration status. He
stated that when he and his family returned to Anaheim in 2003, he found that 45% of residents
were immigrants or the children of immigrants, and are the backbone of Anaheim's resort
industry. Mayor Pro Tem Moreno expressed his excitement to partner with the Anaheim Union
High School District to prepare Anaheim's children for the future of Anaheim. He reported an

increase in representation of residents at City Council and spoke about establishing the Youth
Commission and Senior Commission. He spoke about public safety in neighborhoods and that
law enforcement alone would not resolve the public safety issue. He committed to working with
the County to ensure that funding comes to Anaheim to provide social workers, counseling, and
housing programs to support the homeless. He expressed appreciation for Anaheim's Public
Utilities and Public Works Departments and spoke about a $1 million investment in traffic
mitigation program with a priority for schools and parks. He thanked Dukku Lee, Anaheim Public
Utilities, for attending walkthroughs of neighborhoods to provide illumination of dark portions of
neighborhoods. Lastly, he spoke about homelessness, the cause that three out of four people
who are homeless was due to economic conditions, and expressed excitement that Measure L
passed to support a living wage for Anaheim workers. He looks forward to working with Mayor
Sidhu and continuing to embrace kindness in Anaheim. Mayor Pro Tem Moreno asked staff to
prepare an analysis of rents in the City of Anaheim as an agenda item at a future City Council
meeting. He asked City Council to revisit the question of developing affordable housing and
described incentive programs made available by developers. He asked staff to begin
conversations with partners in the trades regarding community workforce agreements. He
commented that he would be looking at a comprehensive public safety solution.
Council Member O'Neil congratulated Council Member Brandman and Mayor Sidhu for their
election and Mayor Pro Tem Moreno for his re-election. He thanked the outgoing City Council
members for their service. He stated that he and his wife settled in Anaheim Hills 23 years ago
and he wants to make sure that Anaheim Hills residents enjoy a better quality of life then he has
now. He spoke about challenges in the community such as public safety, homelessness,
economic growth, traffic relief, and improving Anaheim's parks and trails, and expressed
confidence that City Council and staff can with partnership with Anaheim residents and
businesses. He pledged to focus on the residents and District 6, with public safety his priority for
residents, especially in wild fire preparedness. He will call for better evacuation planning, work
with homeowners to address vegetation programs, and work with homeowners' associations to
deploy state-of-the-art perimeter protection. He will work to have fire detection cameras installed
along the 241 corridor to help prevent reporting delays. He will work with the Anaheim Fire
Department to address staffing level and to pass a policy to restore needed positions. He will
work with the Anaheim Police Department to enhance the volunteer patrols, reinvigorate
neighborhood watch programs, explore technology such as license plate readers, and
collaborate with homeowners with things like camera doorbell systems and enhanced LED
lighting. Council Member O'Neil committed to comply with the City's recent settlement to provide
temporary shelters and to enforce the anti -camping ordinance in order to take back parks for
their intended use. He would like to identify funding to extend and improve trails, including the
extension of the multi -use trail along Santa Ana Canyon, and make improvements to the Oak
Canyon Nature Center. He will look for state funding to improve primary arterials such as
Orangethorpe and La Palma. He would like to expand the City's concierge service for
businesses by identifying Economic Development Ambassadors who will work closely with
property and business owners to maximize job creation and new business growth. He is excited
for the opportunity to serve the City of Anaheim. He thanked his campaign supporters, his wife,
and family members for their support.

COUNCIL COMMUNICATIONS/AGENDA REQUESTS
Mayor Pro Tem Moreno requested the following agenda items: 1) a review of the Sunshine
Ordinance and Lobbyist registry, 2) a presentation on rents and potential rent stabilization policy
solutions, and 3) and a study regarding community workforce agreements.
Council Member Brandman requested an agenda item on December 18, 2018 to consider an
ordinance amending AMC Section 11.08.040 to include the flying of the rainbow/LGBT pride flag
on the City's flagpoles annually from Harvey Milk Day on May 22 through the end of Pride Month
on June 30.
Council Member Faessel welcomed the new and returning mayor and council members and
looked forward to working together.
Council Member Kring congratulated the newly elected mayor and council members and looked
forward to working together.
Council Member O'Neil shared he would be acclimating to his new role.
Council Member Barnes quoted a letter by the late President George H.W. Bush, welcomed the
new mayor and council members, requested an update on the progress of the two homeless
shelters at every Council meeting as well as sticking to estimated completion dates, and thanked
staff for their work.
Mayor Sidhu thanked all attendees and requested an emergency Council meeting on December
6, 2018 at 5:00 P.M. to address the homeless crisis by creating an interim temporary homeless
shelter in 2-3 weeks.
ADJOURNMENT:
At 6:42 P.M., with no other business to conduct and without objection, Mayor Sidhu adjourned
