Public Input: Chair Taline Cole explained that members of the public are invited to address the
Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII. Public
Comment.
I. CALL TO ORDER
Chair Taline Cole called the meeting of the Anaheim Sister City Commission
(ASCC) to order at 4:05 p.m. on Monday, June 24, 2019 at the Anaheim City
Manager’s Office, City Hall, 200 S. Anaheim Blvd., 7th Floor, Anaheim,
California.

III. APPROVAL OF MINUTES
MOTION: Commissioner Brian O’Neal offered a Motion, seconded by
Commissioner Lori Dinwiddie AND MOTION CARRIED (Vote: 6-0; Absent:
Anthony Al-Jamie, Elizabeth Jabaz, Anna Piercy and Brigitte Rodgers;
Abstained: Kevin Barrot, Jackie Filbeck and Jerry O’Keefe; and, two vacant
seats) that the Anaheim Sister City Commission does hereby approve the minutes
from the ASCC meeting held on April 22, 2019 as presented.
MOTION: Commissioner Brian O’Neal offered a Motion, seconded by
Commissioner Paul Anderson AND MOTION CARRIED (Vote: 5-0; Absent:
Anthony Al-Jamie, Elizabeth Jabaz, Anna Piercy and Brigitte Rodgers;
Abstained: Taline Cole, James Dinwiddie, Lori Dinwiddie and Larry Larsen; and,
two vacant seats) that the Anaheim Sister City Commission does hereby approve
the minutes from the ASCC meeting held on May 20, 2019 as presented.
IV. APPROVAL OF TREASURER’S REPORT
Treasurer James Dinwiddie presented the latest copy of the Treasurer’s Report
dated June 20, 2019 with a current balance of $12,996.53. He reported the
Commission is going to be a under budget with the expenses for the 2019
Outbound Mito Exchange which is good news.
MOTION: Commissioner Jerry O’Keefe offered a Motion, seconded by
Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 9-0; Absent:
Anthony Al-Jamie, Elizabeth Jabaz, Anna Piercy and Brigitte Rodgers; and, two
vacant seats) that the Anaheim Sister City Commission does hereby approve the
Treasurer’s Report dated June 20, 2019.
V. MITO OUTBOUND STUDENT EXCHANGE
Chair Taline Cole reported the outbound students are in Mito, Japan and they are
having a good time. She has been posting pictures on the Facebook page.
Chair Cole thanked Commissioners Jackie Filbeck and city staff for getting the
gifts together for them and everyone else involved in preparing them for the trip.
The students were touring schools that day.
Treasurer Dinwiddie reported they created a Mito Exchange Facebook page that
everyone can join so that they can see the photographs.
Commissioner Jackie extended a warm thank you to Loretta Day for pulling
together fabulous gifts for the chaperones to take to Mito. She also got a letter
from Mayor Sidhu for the Mayor of Mito that was beautifully done.

VI. MITO INBOUND STUDENT EXCHANGE
Chair Taline reported Mito students arrive on July 26 and leave on August 5. To
date, they only have two host families and they are looking for more. They need
homes for eight more people.
Treasurer Dinwiddie suggesting reaching out to the students who applied for the
Outbound Mito Exchange this year and did not get to go and offer them if they
host this year, they will be placed on top of the list to go to Japan next year.
MOTION: Commissioner Jim Dinwiddie offered a Motion, seconded by
Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 10-0; Absent:
Elizabeth Jabaz, Anna Piercy and Brigitte Rodgers; and, two vacant seats) that the
Anaheim Sister City Commission is going to hereby offer the applicants that were
not selected to go to Mito, Japan this year that if they host and follow the
guidelines that they will be given priority consideration to go to Japan next year.
Chair Taline reported the Disney Family Volunteering Reward program awarded
the Commission 10 Disneyland tickets. The tickets will arrive by mail within 30
to 60 days. In case the tickets do not arrive on time for this year, the Commission
made the following motion.
MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by
Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 10-0; Absent:
Elizabeth Jabaz, Anna Piercy and Brigitte Rodgers; and, two vacant seats) that the
Anaheim Sister City Commission does hereby approve the purchase of eleven
Disneyland park-hopper tickets for the inbound student exchange.
The students arrive on July 26 at 5pm. Commissioner Filbeck would really
appreciate a large Commissioner presence at the welcome reception, the sayonara
dinner and the beach party. Commissioners are also welcome at the pool party.
Commissioner Jackie Filbeck reviewed the schedule for the Inbound Student
Exchange.

Students depart from DTCC 6:00AM
Commissioner Kevin Barrot will send out a sign-up sheet for Commissioners to
volunteer during the week.
Commissioner Kevin Barrot announced he is going to be in Sacramento the week
the students are here and the Commission will have the teacher set up the drinks
and whatever else is needed for the students that week.
Commissioner Al-Jamie asked David Bracey to introduce the teacher for the
Inbound Student Exchange this year. Her name is Jessica Nicole Montez. She
has a bachelor of arts in Anthropology from CalState Fullerton with a minor in
Spanish and she is TESOL (teaching of English for speakers of other languages)
Certified. She did a semester abroad in San Jose, Costa Rica. She also has 8
years of office administration and student affairs experience.
VII. PUDONG
Chair Taline Cole announced a delegation from Pudong is coming on July 19 and
that Greg Garcia is coordinating the visit.
Greg Garcia reported the delegation from Pudong is going to be in Anaheim
Thursday, July 18 and Friday, July 19. On Thursday, they want to spend the
majority of the day at the Chinese Consulate in Los Angeles. Staff is planning an
itinerary for them for Friday. It will include a tour of the City, a tour of major
assets, shuttling them around and do a ceremony at City Hall with the Mayor.
There are only six people coming. All the Commissioners are welcome to be here
or stop by on Friday, July 19. There will be a signing ceremony of some sort,
exchanging of gifts, and talk about the City.
The delegation from Pudong also reached out independently to Disneyland
because they have connections and Disney reached out to Greg and said they
would love to be part of it, so there could be a potential visit to the park.

VIII. PUBLIC COMMENT
David Bracey reported that on September 7, the Sister City International,
Southern California Chapter will have their next meeting in San Diego, from
10am to 12pm.
IX. COMMISSIONER COMMENTS
None
X. STAFF COMMENTS
Greg Garcia reported Mr. Wong reached out to staff to let them know a
delegation from Mito is coming in October, sometime between the 21st and the
24th with plans to spend a couple of days in Anaheim. The details of the visit
have not been worked out yet. They usually bring a large group composed of 15
to 20 people. A lunch or dinner will be planned and everyone from the
Commission is invited and encouraged to be part of the gift exchange with those
members. In addition, they are bringing another set of dolls and taking back the
dolls that are being displayed on the 1st floor of City Hall.
Greg Garcia also reported the City Council has not yet taken any action on the
restructuring of the Sister City Commission.
XI. ADJOURNMENT
There being no further business, the meeting adjourned at 5:27 p.m. to Monday,
July 22, 2019 at 4:00 p.m. at the Anaheim City Hall, City Manager’s Office Large
Conference Room.
