A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM CERTIFYING THAT ANAHEIM HAS THE
RESOURCES TO FUND THE PROJECTS SUBMITTED FOR
INCLUSION IN THE FY 2020/21 -2025/26 TRANSPORTATION
IMPROVEMENT PROGRAM AND AFFIRMING ITS
COMMITMENT TO IMPLEMENT ALL OF THE PROJECTS
SUBMITTED IN THE PROGRAM
WHEREAS, City of Anaheim (ANAHEIM) is located within the metropolitan
planning boundaries of the Southern California Association of Governments; and desired to
include the submitted Projects, set forth in Exhibit"A,"attached hereto and incorporated herein
by reference, in the Orange County Transportation Authority's(OCTA) Federal Transportation
Improvement Program; and
WHEREAS, the City Council of ANAHEIM has authorized the submittal of
projects to Orange County Transportation Authority's (OCTA) Federal Transportation
Improvement Program (FTIP) and warrants that full funding is committed and available for
Projects submitted for programming in the first four years (FY 2020/21 - 2025/26) of the
Regional Transportation Improvement Program (RTIP); and that ANAHEIM accepts
responsibility for full funding of said Projects and warrants that no additional funding allocations
are required of OCTA for ANAHEIM to fully implement said Projects therefore committing that
the first three years of the RTIP are financially constrained; and
WHEREAS, Projects programmed in years FY 2020/21 - 2025/26 are Projects
expected to receive future funding through anticipated revenues,therefore,all Projects submitted
for inclusion in the FY 2020/21 -2025/26 FTIP are financially constrained; and
WHEREAS, OCTA as the agency responsible for short-range capital and service
planning and programming for the Orange County area, requires an approved Resolution from
the governing body of the Lead Agency for all Projects included in the Transportation
Improvement Program; and
WHEREAS,OCTA also requires that the Lead Agency include a financial plan that
demonstrates how the Projects submitted for inclusion in the Transportation Improvement
Program can be implemented; and
WHEREAS,the City of Anaheim,as the Lead Agency,possesses the legal authority
to submit the Projects for inclusion in the Transportation Improvement Program and to finance,
acquire,and construct the Projects.

NOW,THEREFORE,BE IT RESOLVED that the City Council of ANAHEIM does
hereby:
1. Affirm its continuing commitment to the Projects submitted for inclusion in the
FY 2020/21 -2025/26 Federal Transportation Improvement Program; and
2. Commit that ANAHEIM, as Lead Agency for the Projects, will carry out the
Projects consistent with the project implementation schedule; and
3. Certify that ANAHEIM will enter into a contract with OCTA committing that
it will carry out the Projects identified as transportation control measures(TCM)in the South Coast
Air Basin consistent with the project implementation schedule; and
4. Certify that ANAHEIM will allocate the necessary local match funds contained
within the project to carry out any federally approved project; and
5. Certify that the ANAHEIM, as the Lead Agency, will comply with the
applicable provisions including the FTIP, the California Environmental Quality Act, the National
Environmental Policy Act,the Americans with Disabilities Act, Buy America, the Secretary of the
Interior's Standards and Guidelines for the Archaeology and Historic Preservation, and any other
Federal, State, and/or local laws, rules and regulations.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 29 day of October ,2019,by the following roll-call vote:
AYES: Mayor Sidhu and Council Members Kring, Barnes, Brandman,
Moreno, Faessel, and O'Neil
