REGULAR MEETING OF SEPTEMBER 24, 2019
The Anaheim Housing Authority regular meeting was called to order at 5:54 P.M. in the City
Council Chamber located at 200 S. Anaheim Blvd. in joint session with the Anaheim City
Council. The meeting notice, agenda, and related materials were duly posted on September 19,
2019.
PRESENT: Chairman Harry Sidhu and Authority Members Lucille Kring, Denise
Barnes, Jordan Brandman, Jose F. Moreno, Stephen Faessel, and Trevor
O'Neil.
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary
Theresa Bass

PUBLIC COMMENTS:
Jeanine Robbins supported the purchase of the Karcher property but recommended it be
allocated for very low-income and low-income housing rather than just affordable housing and
referenced the history of the site. She stated the Angels deal was being scrutinized by
residents who wanted benefits to the community in any deal as well as transparency in the
process.
Mark Richard Daniels acknowledged the return of Anaheim's original flag and addressed
immigration and actions at the previous Council meeting. He spoke in favor of purchasing the
Karcher property and recommended its use for the homeless or very low-income residents and
for it to be the first of many such developments. He acknowledged the 100-year anniversary of
the Orange County Historical Society and encouraged Council to adopt Item No. 34 pertaining
to boards and commissions.
Thomas Fielder, speaking on Item No. 1, supported the purchase of the property but expressed
concerns with its use, recommending it be used for extremely low-income and permanent
supportive housing. He encouraged Council to follow the Housing First model to address
homelessness.
Melody Marler thanked Council for the La Mesa shelter and her ability to be housed there. She
supported the purchase of the Karcher property and encouraged an RFP for permanent
supportive housing for low-income residents and those with mental health challenges. She
commended Jamboree Housing for their work and suggested staff continue to work with them.
CONSENT CALENDAR: At 7:29 P.M., the consent calendar was considered with Authority
Member Moreno pulling Item No. 01 for separate discussion.
MOTION: Authority Member Kring moved to approve the remaining item on the consent
calendar as presented, seconded by Authority Member Faessel. ROLL CALL VOTE: AYES — 7
(Chairman Sidhu and Authority Members Kring, Barnes, Brandman, Moreno, Faessel, and

END OF CONSENT:
1. Approve the Commercial Property Purchase Agreement and Joint Escrow Instructions
including Addendum No.1, in substantial form, in the acquisition payment of $7,700,000,
AGR-11719 for the purchase of an approximate 2.81 acre property at 331 and 401 W. Carl Karcher
Way; authorize de minimus changes that do not substantially change the terms and
conditions of the agreement, so long as such changes are determined to be de minimus
by the City Attorney; and authorize the Housing Authority Executive Director, or
designee, to execute and administer the agreement.
John Woodhead, Community & Economic Director, reported the Housing Authority had an
opportunity to acquire a site off La Palma Avenue adjacent to another site already owned, which
could be aggregated to create a larger development site. Additionally, staff was speaking with
the new owners of the Karcher office-building site to potentially work together on a larger project
in the area. Mr. Woodhead reported that an offer had been made within the appraised value to
acquire the property south of the city-owned site, and as acquiring the site as the Housing
Authority, the idea would be to develop affordable housing there.
DISCUSSION: Authority Member Moreno commended staff for maximizing Housing Authority
funding, reminded all that the owned site was part of a previous land-swap to help provide open
space downtown, now known as Center Greens, and thanked staff for pursuing additional land
for housing.
In response to questions from Authority Member Moreno, Mr. Woodhead clarified that housing
had to be built based on the use of Housing Authority funds, the two properties together would
total almost six acres, and the site to the west along Harbor Blvd. was owned by the Orange
County Department of Education which planned to build a continuing education center on their
property. Authority Member Moreno expressed excitement regarding the high-quality designs
and standards used in recent and planned housing developments as well as the inclusion of
community amenities on the first floor. Mr. Woodhead confirmed that they try to create rich
services for residents and the surrounding communities at each development but that different
funding sources were needed when the services were not strictly housing —focused. Authority
Member Moreno confirmed that a non-profit could partner with the Authority to provide services
once the development was built. Authority Member Moreno disclosed that he had met with Alta
Med, the owners of the Karcher building, about their plans to provide medical services to
seniors and low-income patients and thought it would be great to have a educational facility and
a healthcare component with well-designed housing in between. Authority Member Moreno
requested staff coordinate a community briefing on the vision for the site.
MOTION: Authority Member Moreno moved to approve the Commercial Property Purchase
