A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE
CIRCULATION ELEMENT OF THE ANAHEIM GENERAL
PLAN RELATING TO CRITICAL INTERSECTIONS AND
AMENDING GENERAL PLAN AMENDMENT NO. 210
AS ADOPTED BY RESOLUTION NO 88R-323
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,
adopted a General Plan for the City of Anaheim including a
Circulation Element which sets forth the parameters (roadway
widths and generalized location) of arterial highways within
current City boundaries and the City's ultimate sphere of
influence; and
WHEREAS, Section 65302(b) of the Government Code requires
the adoption of a Circulation Element of the General Plan
consisting of the general location and extent of existing and
proposed major thoroughfares, transportation routes, terminals and
other public utilities and facilities, all correlated with the
Land Use Element of the Plan; and
WHEREAS, the City Council of the City of Anaheim
heretofore adopted General Plan Amendment No. 214-I1 by Resolution
No. 87R-89 and General Plan Amendment No. 210 by Resolution No.
88R-323 designating certain intersections within the City which
are experiencing unacceptable levels of traffic congestion as
"critical intersections" and providing a design standard for such
intersections to prevent possible future gridlock; and
WHEREAS, on its own motion, the City Council determined
to reconsider the designation of certain of the intersections
heretofore designated as "critical intersections" pursuant to
General Plan Amendment No. 210 as adopted by Resolution No.
88R-323 on August 16, 1988, and by its terms effective January 1,
1989; and
WHEREAS, the City Council did duly schedule, notice and
conduct a public hearing on the proposed deletion of certain
intersections from the "critical intersection" designation in the
Circulation Element of the General Plan, which public hearing was
held on January 31,. 1989; and
WHEREAS, at said public hearing, all persons interested
therein were given an opportunity to be heard and oral and written
evidence was received by the City Council; and
WHEREAS, the City Council determines it to be in the
public interest and general welfare to amend the Circulation
Element of the General Plan by deleting certain "critical
intersection" designations therefrom.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that the Circulation Element of the General Plan
of the City of Anaheim be, and the same is hereby, amended, and
General Plan Amendment No. 210 and Resolution No. 88R-323 are
hereby respectively amended, by deleting therefrom the "critical
intersection" designation and design standard for the following
intersections:
Ball/Brookhurst
Kraemer/Orangethorpe
La Palma/Magnolia
Lincoln/Magnolia
Orangethorpe/Imperial Highway
BE IT FURTHER RESOLVED that the Planning Department be,
and it is hereby, instructed to amend the General Plan Map (and
text if necessary) to conform to this amendment as herein adopted
and approved.
BE IT FURTHER RESOLVED that, except as expressly amended
herein, General Plan Amendment No. 210 and Resolution No. 88R-323
shall remain in full force and effect.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 21st day of February, 1989.
