SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 12, 2020, Governor Newsom issued Executive Order N-25-20, which
allows a local legislative body to hold public meetings via teleconferencing and to make public meetings
accessible telephonically or otherwise electronically to all members of the public seeking to attend and
to address the local legislative body. The emergency meeting of the Anaheim City Council Meeting will
take place on Monday, March 16, 2020 at 5:00 P.M. in the City Council Chamber, Anaheim City Hall,
200 South Anaheim Boulevard, Anaheim, CA 92805. Pursuant to Executive Order N-25-20, please be
advised that some, or all, of the Anaheim City Council may participate in this meeting telephonically.
PUBLIC PARTICIPATION: Members of the public shall have the right to observe in the lobby of City
Hall. Pursuant to Executive Order N-25-20 and given the current health concerns, members of the public
are encouraged to view the meeting live on-line at www.anaheim.net/councilvideos.
In addition, members of the public can submit any comments in writing for City Council consideration
by sending them to publiccomment(o)anaheim.net. Those comments will be made part of the official
public record of the meeting.
-REPORTS: All agenda items and reports are available for review in the City Clerk's Office, the
Central Library, and www.anaheim.net. Any writings or documents provided to a majority of the City
Council regarding any item on this agenda (other than writings legally exempt from public disclosure)
will be made available for public inspection in the Office of the City Clerk, located at 200 S. Anaheim
Blvd., 2nd Floor, Anaheim, CA 92805, during regular business hours.
-ADDITIONS/DELETIONS: Items of business may be added to the agenda upon a motion adopted
by a minimum 2/3 vote finding that there is a need to take immediate action and that the need for
action came to the attention of the City or Agency subsequent to the agenda being posted. Items may
be deleted from the agenda upon request of staff or upon action of the Council or Agency.

City Attorney Robert Fabela provided information regarding the need for an emergency meeting and
action.
MOTION: JM/SF determining the need for an emergency meeting and action. ROLL CALL VOTE:
7-0. Motion carried.

5:00 P.M. - CITY COUNCIL
RESOLUTION NO. 2020-030 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ANAHEIM proclaiming the existence of a local emergency regarding Novel
Coronavirus (COVID-19), seeking all available financial aid from federal, state and county
authorities, directing the City Manager and Director of Emergency Services to take steps to
protect public health and safety, and increasing purchasing authority of the City Manager.
Discuss and provide direction on the City's response to the Novel Coronavirus (COVID-19),
authorize the City Manager to take the necessary measures concerning public safety, including
but not limited to closures of city facilities and the cancelling and rescheduling of City Council
meetings.
Item No. 01 Discussion. MOTION: SF/LK ROLL CALL VOTE: 7-0. Motion carried.
Council Communications/Agenda Requests:
Mayor Sidhu thanked staff, acknowledged efforts by the Fire and Police Departments, and recognized
the need to seek state and federal assistance during this local emergency declaration. He thanked his
colleagues for coming together so quickly.

1. What can residents do to reduce to prevent burden on our local infrastructure including hospitals, emergency
services, and law enforcement?
2. Will there be any relief for workers impacted like those working at hotels or restaurants surrounding
Disneyland?
3. What can residents do to support one another during this time? How can we safely support local businesses?
Are there food banks that will support the most vulnerable in the community?
