RESOLUTION NO. 89R--240
RESOLUTION OF THE
CITY OF ANAHEIM, CALIFORNIA
JUNE 20, 1989
On motion of , duly seconded and carried,
the following Resolution was adopted:
WHEREAS, the County of Orange and cities in that County
have previously entered into an Agreement for the maintenance
and use of the Orange County Coordinated Ultra High Frequency
(UHF) 460 MHz Law Enforcement Communications System; and
WHEREAS, that Communications System is outdated and can
no longer adequately support the critical requirements of the
law enforcement agencies of the County of Orange and cities in
the County; and
WHEREAS, that Communications System suffers from severe
channel congestion, does not provide adequate coverage in many
areas and lacks the reliability necessary for a public safety
communications system; and
WHEREAS, the Communications System is rapidly approaching
the point where the safety of law enforcement personnel, as
well as the safety of the citizens, will be jeopardized if
corrective action is not taken soon; and
WHEREAS, the inclusion of public works agencies in the
Communications System will provide for more efficient use of
the system backbone and for cross communication capability
among law enforcement, fire and public works agencies for
coordination during major disasters such as fires, floods and

earthquakes; and
WHEREAS, the County of Orange will be the lead governmental
agency in the implementation of that Communications System;
NOW, THEREFORE, BE IT RESOLVED that the City of Anaheim,
California, shall participate in the financing, acquisition,
maintenance and use of the Orange County Coordinated 800 MHz UHF
Law Enforcement an Public Works Radio Communications System; and
BE IT FURTHER RESOLVED that the City of Anaheim, California
shall enter into a Joint Powers Agreement pursuant to Government
Code Section 6500 et seq. or other mutually acceptable contract-
ual agreement, with the County of Orange, for the financing,
acquisition, maintenance and use of the Orange County Coordin-
ated 800 MHz UHF Law Enforcement and Public Works Radio
Communications System.
