AHA-2019/12/17 ANAHEIM HOUSING AUTHORITY
REGULAR MEETING OF DECEMBER 17, 2019
The Anaheim Housing Authority regular meeting was called to order at 5:12 P.M. in the City
Council Chamber located at 200 S. Anaheim Blvd. in joint session with the Anaheim City
Council. The meeting notice, agenda, and related materials were duly posted on December 12,
2019.
PRESENT: Chairman Harry Sidhu and Authority Members Lucille Kring, Denise
Barnes, Jordan Brandman, Jose F. Moreno, Stephen Faessel, and Trevor
O'Neil.
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary
Theresa Bass
ADDITIONS/DELETIONS TO THE AGENDA: None
PUBLIC COMMENTS:
Peter Warner expressed concern regarding the property conditions at Bridges homeless shelter
and making sure a proper health code is being adhered to concerning the food.
Mike Robbins expressed his support for Item No. 02, stating housing was an important issue,
and encouraged the Housing Authority to pass the item. He announced the upcoming Longest
Night event to honor those who died on the streets in Orange County and read names of those
who died over the past year.
Jeanine Robbins read additional names of people who died on the streets in Orange County
over the past year, supported Item No. 02, and encouraged the Housing Authority to pass the
item, as she believed each decision made by the Authority and Council affected the list of
names.
Lou Noble addressed homelessness and related deaths, alleged criminalization and violation of
constitutional rights of homeless people, and the removal of disabled people from shelters. He
stated "Housing First" was the model and supported Item No. 02.
David Klawe wished everyone happy holidays and asked the Housing Authority to support Item
No. 02 to continue adding shelter beds to address ongoing homelessness and provide
additional services to those in need.
Bobby Donelson asked the Housing Authority to support Item No. 02.
Ben Hurst, Director of Operations, Salvation Army of Orange County, referenced the recent
decision by the U.S. Supreme Court to not hear the Martin v. Boise case and the urgency
across communities to address homelessness. He requested the Housing Authority support
Item No. 02 as essential to helping the Salvation Army accomplish the Center of Hope, adjacent
to the emergency shelter, through 50 project-based vouchers.

CONSENT CALENDAR: At 6:35 P.M., the consent calendar was considered.
MOTION: Authority Member Kring moved to approve the consent calendar as presented,
seconded by Authority Member Barnes. ROLL CALL VOTE: AYES — 7 (Chairman Sidhu and
Authority Members Kring, Barnes, Brandman, Moreno, Faessel, and O'Neil). NOES — 0.
Motion carried.
AHA177 1. Receive and file the Housing Successor Annual Report (Report), authorize the Executive
Director, or designee, to submit the Report as a part of the City's annual report on the
General Plan submitted to the State Department of Housing and Community
Development pursuant to Government Code Section 65400, and post the Report on the
City of Anaheim's website on behalf of the Anaheim Housing Authority.
AHA177 2. Approve the issuance of a Preliminary Funding Award Letter, in substantial form, in
support of the Salvation Army Center of Hope Permanent Support Housing Phase I
Project; authorize the Executive Director of the Anaheim Housing Authority, or designee,
to negotiate the terms of and finalize an Affordable Housing Agreement and execute and
administer the agreement, and to enter into subsequent agreements necessary to
implement the project, provided that such agreements do not materially increase or
extend the assistance provided by the Anaheim Housing Authority under the Preliminary
Funding Award Letter.
AHA177 3. Approve minutes of the Housing Authority meeting of November 19, 2019.

With no further business to conduct, Chairman Sidhu adjourned the meeting of the Anaheim
Housing Authority at 6:36 P.M.
