REGULAR MEETING OF MARCH 24, 2020
The Anaheim Housing Authority regular meeting was called to order at 5:12 P.M. telephonically,
pursuant to Governor Newsom's Executive Order N-29-20 (superseding the Brown Act related
provisions of Executive Order N-25-20) in response to COVID-19, for a joint public comment
session with the Anaheim City Council. The meeting notice, agenda, and related materials were
duly posted on March 20, 2020.
PRESENT: Chairman Harry Sidhu and Authority Members Stephen Faessel, Denise
Barnes, Jordan Brandman, Jose F. Moreno, Lucille Kring, and Trevor
O'Neil (all via teleconference).
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary
Theresa Bass

No electronically submitted public comments related to the Housing Authority agenda.
CONSENT CALENDAR: At 5:13 P.M., the consent calendar was considered, with Authority
Member Moreno pulling Item No. 02 for separate discussion.
MOTION: Authority Member Kring moved to approve the remainder of the consent calendar as
presented, seconded by Authority Member Faessel. ROLL CALL VOTE: AYES— 7 (Chairman
Sidhu and Authority Members Faessel, Barnes, Brandman, Moreno, Kring, and O'Neil). NOES
—0. Motion carried.
AHA177 1. Approve revisions to the Section 8 Housing Choice Voucher Administrative Plan for
Fiscal Year 2020-2021.
END OF CONSENT CALENDAR
2. Approve the Anaheim Housing Authority's Five-Year Public Housing Agency Plan for
AHA177 Fiscal Years 2020-2024 and the Annual Public Housing Agency Plan for Fiscal Year
2020-2021, and authorize the Executive Director, or designee, to execute required
certifications and related documents.
Grace Stepter, Deputy Director of Community and Economic Development, explained this item
was related to the administration of the Section 8 Housing Choice Voucher Program, a federal
entitlement program, which provides an opportunity to provide rental assistance to
approximately 6,000 low income families and individuals. Every five years, staff puts together a
strategic planning document which outlines any major funding initiatives of policy changes so
the Department of Housing and Urban Development can understand and authorize any changes
to the Authority's program and outlines areas where there is local flexibility within the federally-
prescribed program. She continued that the contents of the Plan include how the Authority.

intends to expand the supply of housing, the quality of housing, any adopted self-sufficiency
objectives, how the Authority works with the continuum of care to assist the homeless, shows
progress towards goals, and describes forward intentions. She further explained that in its
contents, the Plan describes the previous Section 8 Management Assessment Program with
measures showing how they conducted the program, timely inspections, timely recertifications,
and how they spend money. In the last reporting period, the Anaheim Housing Authority
achieved a high performing status, and she thanked staff for maintaining that rating. She also
reported the Plan outlines more specialized actions such as using project-based voucher
funding to support development in Anaheim, including the upcoming El Verano Apartments to
house 54 seniors, the Manchester/Orangewood project, and the Econo Lodge. She explained
the Authority was not required to use funding in this manner but had effectively done so for the
past 13 years to create many high quality developments and address special needs
populations. Within the goals section, she explained the partnerships with the continuum of
care, the school districts through the Housing Assistance Pilot Program (HAPP)which was no
longer a pilot, and the Chronically Homeless Individuals Pilot Program (CHIPP). She stated a
Resident Advisory Board (RAB)was convened, consisting of Section 8 participants, from which
they received questions about the Plan and provided answers. .
DISCUSSION: Authority Member Moreno explained he pulled this item as he believed it was
related to the current COVID-19 situation and the on-going housing crisis in the city, region, and
state. He asked for a timeline regarding future developments at the Carl Karcher/UEI College
site and the Matrix site at Anaheim Blvd. and Midway Drive. Ms. Stepter provided background
that the development process goes through several stages, including land assemblage, land
entitlements to ensure a project is considered shovel-ready, seeking grant funding to assist with
a project, construction, and tenanting. For the Karcher site, she explained the Authority was
engaging in land assemblage, including acquiring the UEI College Building which would assist
with ingress and egress issues. Moving into the land entitlement phase, the property will
required a General Plan Amendment and an Environmental Impact Report, which will take
approximately 18 months to process and get the site shovel-ready and eligible for State funding.
For the Matrix site, Ms. Stepter stated the project was currently in the land entitlement process
of evaluation the site, including sewer capacity issues, and discussions were being held with a
developer who may be able to work with adjacent property owners to obtain a best use for the
site. She anticipated issuing a Request for Proposals in the next 90 days to be ready to move
forward and apply for funding.
Authority Member Moreno requested information of how many units and what level of
affordability were anticipated with the new projects. Ms. Stepter responded that both properties
were owned by the Housing Authority, the funding sought would ensure maximum affordability,
and state and federal funding required a blend of affordability. As Housing Authority-owned
sites, they could address the blend more. She provided an example of the
Manchester/Orangewood project where they could infuse more money into the project to have
additional 50% affordability units, rather than 60% affordable. She further stated that the mix of
units depends on the funding sources sought and they were looking at the potential of cap and
trade dollars at both sites, which were along high quality transit areas, requiring greater density.
She estimated the combined sites would yield several hundred units.
Authority Member Moreno congratulated staff on the high performer rating and for working with
various partners and agencies to increase programs and reach further. He raised a question
from a member of the RAB wondering if their income decreased would they receive additional
rental assistance and was the Authority receiving additional federal funds to address trends.
Ms. Stepter reported the Authority has been receiving cost-of-living adjustments and that the

Section 8 program does adjust and pick up the difference when an income changes. She
reported that staff had received approximately 70 calls in one day regarding the program and
clarified that over 50% of program participants are currently employed. Authority Member
Moreno gave kudos on the plan. In response to his questions regarding federal response, Ms.
Stepter replied that California is the largest recipient of Section 8 vouchers and that the state
and federal partnerships and agencies had come together to advocate for those in need, to
ensure they receive program waivers and fund augmentations. She thanked the staff who had
quickly adapted to the current situation while still providing customer service to the public.

Agency Plan for Fiscal Year 2020-2021, and authorize the Executive Director, or designee, to
execute required certifications and related documents, seconded by Authority Member Faessel.
DISCUSSION: In response to Authority Member Barnes, Housing Authority Executive Director
John Woodhead explained the site at Beach Blvd. and Lincoln Ave. was south of the 39
Commons site and was in the land assemblage stage with staff working with a development
partner who was in escrow with the Doi family which owns a commercial site adjacent to sites
owned by the Housing Authority. Under the General Plan, the site is for mixed-use so the exact
configuration would still be forthcoming but would include substantial affordable housing
components. Authority Member Barnes requested priority for families displaced from motels on
Beach Blvd. Mr. Woodhead explained such displaced families generally move to the front of the
line for assistance and placement, and would do so regardless of the timeline for this particular
project. He further stated the site was eligible for substantial cap and trade dollars which staff
planned to apply for in the next round of the competitive process next year. The results of that
funding would determine when the project would proceed but it would be at least 18 months.
MOTION: Authority Member Moreno moved approve the Anaheim Housing Authority's Five-
Year Public Housing Agency Plan for Fiscal Years 2020-2024 and the Annual Public Housing
Agency Plan for Fiscal Year 2020-2021, and authorize the Executive Director, or designee, to
execute required certifications and related documents, seconded by Authority Member Faessel.

B137.1 3. RESOLUTION NO. AHA-2020-001 A RESOLUTION OF THE ANAHEIM
HOUSING AUTHORITY authorizing the issuance of its Multifamily Housing Revenue
Bonds in one or more series in a cumulative and aggregate principal amount not to
exceed $12,200,000 for the purpose of financing the acquisition and rehabilitation of the
Jamboree Anaheim PSH Apartments Multifamily Rental Housing Project; approving and
authorizing the execution and delivery of any and all documents necessary to issue the
Bonds, substantially in the form attached hereto, complete the transaction and
implement this resolution, and ratifying and approving any action heretofore taken in
connection with the bonds (Econo Lodge Motel - 2691 W. La Palma Avenue).
DISCUSSION: Authority Member Barnes confirmed that the project consisted of 69 single units
and asked if they were specific to seniors. Grace Stepter, Deputy Director of Community and
Economic Development, reported there was not a specific age for this project but seniors were
not precluded, noting the El Verano Apartments opening in October was specifically for seniors.
Ms. Stepter explained entry to Econo Lodge would be through the coordinated entry system to
address homelessness and wrap-around services.

In response to Authority Member Barnes, Housing Authority Executive Director John Woodhead
explained the 30% affordability level was general $30,000 annual income for a family of four.
Ms. Stepter further explained that projects generally have a mix of 30%, 50%, and 60%
affordability, but this would be the only project with all 30% affordability to address the extremely
low income. Authority Member Barnes thanked Jamboree Housing for their work on the project.
MOTION: Authority Member Kring moved to approve RESOLUTION NO. AHA-2020-001 A
RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY authorizing the issuance of its
Multifamily Housing Revenue Bonds in one or more series in a cumulative and aggregate
principal amount not to exceed $12,200,000 for the purpose of financing the acquisition and
rehabilitation of the Jamboree Anaheim PSH Apartments Multifamily Rental Housing Project;
