A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
AMENDING PERSONNEL RULE 7 PERTAINING I'O APPOINTMENTS AND
PROMOTIONS AS ESTABLISHED IN RESOLUTION NO. 88R-166
WHEREAS, Resolution No. 88R-166 established the provisions of
Personnel Rule 7 - Appointments and Promotions for certain employees of the
City of Anaheim; and
WHEREAS, the Human Resources Director has recommended that Section
7.2 of Personnel Rule 7 - Appointments and Promotions be amended to provide
management greater flexibility in the selection process used to fill vacancies
above the entry-level; and
WHEREAS, the City Council of the City of Anaheim does find that
amending Section 7.2 of Personnel Rule 7 - Appointments and Promotions is in
the best interests of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim that Personnel Rule 7 - Appointments and Promotions be amended as
follows;
follows:
1. Section 7.2 of Personnel Rule 7 is hereby amended to read as
Section 7.2 At such times as the appointing authority with concurrence oi the
Human Resources Director determines that it is in the best interests of the
City to promote from within, promotions shall be on a competitive basis except
when the Human Resources Director finds that the number of employees qualified
for promotion is insufficient to justify competiton. Appropriate
consideration shall be given to promotional candidates' qualifications, record
of performance, and seniority, in that order. When a qualified, work-disabled
employee is available, consideration will be provided according to the
Vocational Rehabilitation Administrative Regulation.
7.21
At such time as the appointing authority with
concurrence of the human Resources Director
determines that it is in the best interests of the
City to recruit from both inside and outside the
organization, City' employee candidates who choose to
compete shall be evaluated on the same basis as
non-employee candidates.
7.22
Advancement to a higher paid job class shall
constitute a promotion.
BE IT FURTHER RESOLVED that the effective date of this amendment to
Resolution No. 88R-166 is June 20, 1989.
BE IT FURTHER RESOLVED that except to the extent amended, ?eraonnel
Rule 7 shall remain in full force and effect.
THE FOREGOING RESOLUTION IS APPROVED AND ADOPTED by the City
Council of the City of Anaheim this 27th day of Juno. , 1989.
