A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM OBJECTING TO THE AIR
QUALITY MANAGEMENT PLAN PROPOSED BY THE
SOUTH COAST AIR QUALITY MANAGEMENT
DISTRICT
WHEREAS, on March 17, 1989, the South Coast Air Quality
Management District
Southern California
Quality Management
adopted: and
WHEREAS, the State Air
1989, held hearings
submission to
supports reasonable attempts
the south coast area: and
WHEREAS, the

Association of Governments at which the Air
Plan (AQMP) prepared by the SCAQMD was
Resources Board on June 22 and
on the AQMP to decide whether to approve
the Environmental Protection Agency: and
WHEREAS, the City Council of the City of Anaheim
to improve the quality of air in
residents, employees,
WHEREAS, the
AQMP contains many such reasonable
provisions which may prove harmful to the
well-being of the City of Anaheim its
businesses, and industries; and
AQMP attempts to shift to local government
the responsibility for drafting, adopting, implementing, and
enforcing seventeen separate ordinances within a period of four
years without making provision for reimbursing cities for the
expense as required by the California Constitution: and
WHEREAS, said provisions would impose restrictions on
businesses and industries, would require implementation of
methods that are only in the experimental stage and may be
technologically infeasible, would mandate new licensing and
reporting requirements, would deter businesses and industries
from locating in the south coast area, and could cause many
businesses and industries to relocate outside the south coast
area: and
WHEREAS, the costs incurred for implementation of the
Air Quality Management Plan may well exceed $2-3 million over a
period of four years for the City of Anaheim whereby taxpayers
will shoulder the burden of this investment without certainty of
an improved environment; and
WHEREAS, the AQMP has the potential to usurp the
authority of local governments in making land use decisions, and
to transfer such decisions
strict veto rights.
NOW, THEREFORE, BE
to a regional organization with
IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ANAHEIM AS FOLLOWS:
SECTION 1: The City Council
hereby finds and determines that
hereinabove are true and correct.
SECTION 2: The City Council
of the City of Anaheim
the recitals contained
of the City of Anaheim
hereby objects to the present composition of the Air Quality
Management Plan and urges the South Coast Air Quality Management
District, the Southern California Association of Governments,
and the State Air Resources Board to delete those measures which
are not feasible or cost-effective, which have significant
socio-economic impacts, which will cause loss of employment,
which are not equitable to business and industry, and which
impose unwarranted costs on local government.

SECTION 3: The City Council of the City of Anaheim
requests these agencies to give fair consideration to measures
which are feasible, cost-effective, flexible, and which provide
cost incentives to business, industry, and local government for
the purpose of improving the environment.
SECTION 4: The City Clerk of the City of Anaheim shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 1st day of August, 1989.
