88-004RESOLUTION NO. 88R- 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING THE RATES, RULES AND REGULATIONS FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS ADOPTED BY CITY COUNCIL RESOLUTION NO. 71R-478 AND MOST RECENTLY AMENDED BY CITY COUNCIL RESOLUTION NO. 86R-540. WHEREAS, the City of Anaheim maintains an electric generation and distribution system for the furnishing of electricity to residents and inhabitants of the City of Anaheim and has adopted Electric Rates, Rules and Regulations for the sale and distribution of electric energy; and WHEREAS, it is the policy of the City Council that Anaheim's Electric Utility shall be self-supporting from charges made by the City for electric energy furnished to consumers and for services rendered in connection therewith; and WHEREAS, it is appropriate to provide Anaheim's electric customers with reasonably stable rates and this is best accomplished at this time by amending Rule 19 (Rate Stabilization Account) of the Electric Rates, Rules and Regulations. WHEREAS, it is appropriate to provide rate schedules that reflect cost of service by time-of-use; and WHEREAS, the Public Utilities Board has made the following findings: The Electric System revenue requirement of the Anaheim Public Utilities Department will be established, as set forth below, on the basis of projections for the 1987-88 fiscal year consisting of the twelve months July 1, 1987 through June 30, 1988 and the 1988-89 fiscal year consisting of the twelve months July 1, 1988 through June 30, 1989. A reasonable estimate of the revenue requirement for power supply expenses for the 1987-88 fiscal year is $130,718,000 and for the 1988-89 fiscal year is $136,353,000. A reasonable estimate of the revenue requirement for other operating expenses for the 1987-88 fiscal year is $20,104,000 and for the 1988-89 fiscal year is $20,456,000. 4e A reasonable estimate of the revenue requirement for capital expenditures for the 1987-88 fiscal year is $28,260,000 and for the 1988-89 fiscal year is $16,462,000. 2570a122387 3.10.5 A reasonable estimate of the revenue requirement for de~t service and reserve increase for the 1987-88 fiscal year is $24,534,000 and for the 1988-89 fiscal year is $26,458,000. A reasonable estimate of the revenue requirement for the current portion of long term de~t for the 1987-88 fiscal year is $1,270,000 and for the 1988-89 fiscal year is $612,000. A reasonable estimate of the revenue requirement for the transfer to the General Fund for the 1987-88 fiscal year is $7,843,000 and for the 1988-89 fiscal year is $7,399,000. A reasonable estimate of the revenue requirement offsets due to other electric revenues and interest for the 1987-88 fiscal year is $27,801,000 and for the 1988-89 fiscal year is $13,424,000. A reasonable estimate of the revenue requirement for working capital decrease for the 1987-88 fiscal year is $10,664,000 and for the 1988-89 fiscal year is $16,209,000. 10. TOU-1 TIME-OF-USE TEST (continued) SPECIAL CONDITIONS (continued) on-peak period shall be the greater of (i) the maximum consumption of electric energy in any 30-minute interval during the current monthly billing period, (ii) 50% of the load level under contract with the City, or (iii) 50% of the highest billing demand for the on-peak period in the preceding eleven months. Billing demand shall be determined to the nearest KW. Where the demand is intermittent or subject to violent fluctuations, the maximum demand may be based on a shorter interval. D. Power Factor Adjustment The charges will be adjusted each month for the power factor as follows: The charges will be decreased by 20 cents per kilowatt of measured maximum demand and will be increased by 20 cents per kilovar of reactive demand. However, in no case shall the kilovars used for the adjustment be less than one-fifth the number of kilowatts. The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured maximum demand by the ratio of the kilovar-hours to the kilowatt hours. Demand in kilowatts and kilovars shall be determined to the nearest unit. A rachet device will be installed on the kilovar-hour meter to prevent its reversal operation on leading power factor. E. Voltage Discount The charges before power factor and power cost adjustments will be reduced by 3% for service delivered and metered at voltages from 2 to 10 KV; by 4% for service delivered and metered at voltages from llKV to 50KV; and by 5% for service delivered and metered at voltages above 50KV; except that when only one transformation from a transmission voltage level is involved, a customer normally entitled to a 3% discount will be entitled to a 4% discount. The character of service available at any particular location should be ascertained by inquiry at the City's Electrical Engineering Division office. 2. The rate schedules included herein are applicable for service where the customer purchases his entire electrical requirements from the Utility, except where such schedules specifically provide, otherwise, and are not applicable where a part of the customers electrical requirements are supplied from some other source. 3. The rate schedules included herein are only applicable for service provided from overhead distribution facilities (or where underground distribution facilities are provided for the Utility's operating convenience or in accordance with the provisions of Rules Nos. 15, 15.1, 16 and 20) except where schedules specifically provide otherwise. 4. Alternating current service of approximately 60-cycle frequency will be supplied. 5. Voltages referred to in the tariff schedules are nominal voltages and in some few instances reasonable variations may occur. 6. Service will be supplied at one standard voltage for each class of service. B. PHASE AND VOLTAGE SPECIFICATIONS 1. Motors that cannot be subjected safely to full rated voltage on starting, or that drive machinery of such a nature that the machinery itself, or the product it handles will not permit the motor to resume normal speed upon the restoration of normal supply voltage shall be equipped with devices that will disconnect them from the line upon failure of supply voltage and that will prevent the automatic reconnection of the motors upon restoration of normal supply voltage. All motors of 1 hp or larger shall be equipped with thermal relays, fuses, or other automatic overcurrent interrupting devices to disconnect completely such motors from the line as a protection against damage due to overheating. Three-phase motors driving elevators, hoists, tramways, cranes, conveyers or other equipment, which would create hazard to life in the event of uncontrolled reversal of motor rotation, shall be provided with reverse-phase and open-phase protection to disconnect completely the motors from the line in the event of phase reversal or loss of one phase. Wind machines thermostatically controlled with automatic reclosing switches must be equipped with suitable time-delay devices, such as hereinafter specified, at the customer's expense, to permit the required adjustment of the time of reclosure after interruption of service. A suitable time-delay device, within the meaning of this rule, is a relay or other type of equipment that can be present to delay with various time intervals the reclosing of the automatic switches (and the consequent starting up of the electric motors on the wind machines) and to stagger the reconnection of the load on the Utility's system, and such device must be constructed so as effectively to permit a variable over-all time interval of not less than five minutes with adjustable time increments of not greater than ten seconds. The customer will be required to pay for whatever corrective measures are necessary. In the case of arc furnace installations not in excess of 100 KVA single-phase, or 300 KVA three-phase, the Utility may furnish energy at 240 or 480 volts, providing the customer permanently installs suitable equipment to limit secondary short-circuit current values to 300% of full load value. In the case of arc furnace installation in excess of 100 KVA, single-phase, or 300 KVA three-phase, the Utility may require the customer to provide, at his own expense, special furnace type transformers and reactors sufficient to limit secondary short-circuit current values to 300% of full load value. In such cases, the Utility shall furnish energy at standard voltages over 5,000 volts. Any customer who superimposes a current of any frequency upon any part of his electrical system, other than the current supplied by the Utility, shall, at his own expense, prevent the transmission of such current beyond his electrical system. F. POWER FACTOR The Utility may require the customer to provide, at his own expense, equipment to increase the operating power factor of each complete unit of neon, fluorescent, or other gaseous tube lighting equipment to not less than 90%, lagging or leading. ADDED FACILITIES Added facilities are facilities provided by the Utility which are in addition to, or in substitution for, the standard facilities which the Utility normally would install. Except where otherwise provided by rate schedule, when a customer makes written request for added facilities and the installation of such facilities is acceptable to the Utility, the added facilities will be installed under one of the following applicable conditions. Prior to the Utility installing said added facilities, the customer shall pay the Utility the estimated cost of the installation of such facilities. The customer shall pay a monthly charge for the added facilities in an amount determined by the Utility, which is based upon the added investment and governed by the agreement entered into prior to installation and rendering service. In the event that the added facilities are abandoned prior to five years from the date service is first rendered from the added facilities, the customer will pay to the Utility the cost installed of the added facilities, plus the cost of removal, less the estimated salvage. STANDBY SERVICE Customers requesting added line facilities anO/or standby service shall be required to pay prior to the installation, the entire cost of installing and removing all equipment to supply installed transformer or system capacity, and in addition for standby service, shall be billed a monthly charge of $1.50 per KVA of installed system or transformer capacity for such standby facilities. B. DEFINITIONS Billing Rate - A forecasted average retail electric rate, in cents per kwh, based on the retail electric rates currently being billed to the utility's customers. The Billing Rate includes the base rates and the Power Cost Adjustment Billing Factors. Rate Stabilization Account (RSA) - A restricted cash account within the Electric Utility Operating Fund, Fund 55, which is utilized in stabilizing electric rates. The account initially is established with refund money received from Southern California Edison Company for prior overcharges on wholesale rates. Rate Stabilization Account Interest - The interest earned on the monies in the RSA which is credited to the RSA. Reference Rate - A forecasted average retail electric rate, in cents per kwh, required to provioe sufficient revenue to meet expenditures and fund transfers of the approved Resource Allocation Plan (RAp) of the Electric Utility. Stabilization Rate - A rate, in cents per kwh, to determine the flow of funds from the restricted cash of the RSA to the unrestricted cash of the Electric Utility Operating Fund.
